		<official-title display="yes">To authorize additional appropriations for
		  supervision of Internet access by sex offenders convicted under Federal law,
		  and for other purposes.</official-title>

		<section display-inline="no-display-inline" id="H243AEBC5EE9E4245812B614CC1BB87C8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Keeping the Internet Devoid of Sexual
			 Predators Act of 2007</short-title></quote> or the <quote><short-title>KIDS Act of 2007</short-title></quote>.</text>
		</section><section id="H22EE8375DFFB419D9E008F447DCA00BF"><enum>2.</enum><header>Additional
			 authorization of appropriations for supervision of Internet access by sex
			 offenders convicted under Federal law</header><text display-inline="no-display-inline">In addition to any other sums authorized to
			 be appropriated for the purposes of supervising persons on probation and
			 pretrial release in connection with convictions for Federal offenses, there are
			 authorized to be appropriated $5,000,000 for each fiscal years 2008 through
			 2013 for any or all of the following purposes:</text>
			<paragraph id="HBF181BA2F76E46B9BF008099FAD2E688"><enum>(1)</enum><text display-inline="yes-display-inline">To evaluate computer internet filtering,
			 monitoring and other programs and devices that are designed to filter access to
			 certain web sites, permit monitoring of the use by persons under supervision of
			 internet, and related purposes.</text>
			</paragraph><paragraph id="H40EFFF614ABD49DF83DDB3F7620442F"><enum>(2)</enum><text>To
			 purchase those programs and devices determined through that evaluation to be
			 the best for those purposes.</text>
			</paragraph><paragraph id="HFF654843C115415BAF54450281F2449E"><enum>(3)</enum><text>To train probation
			 officers in the use of those programs and devices.</text>
			</paragraph><paragraph id="H9A7BF3F744C440D79BF52DE62FE0032"><enum>(4)</enum><text>To
			 train probation officers in the supervision of sex offenders.</text>
			</paragraph><paragraph id="H1CE7883785AA401CB6C212EA594B419C"><enum>(5)</enum><text display-inline="yes-display-inline">To hire probation officers and other
			 personnel as required to supervise convicted sex offenders effectively.</text>
			</paragraph></section><section id="HF21EF0CA55CB4CF89BFEDECBA800B2ED"><enum>3.</enum><header>Discretionary
			 condition of probation and supervised release for sex offenders</header>
			<subsection id="HC55F123F0D0D48129000E5CF263FDA0"><enum>(a)</enum><header>Probation</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/3563">Section 3563(b)</external-xref> of title 18, United States
			 Code, is amended—</text>
				<paragraph id="H5940F23143CB471FA2EE60F8943F0750"><enum>(1)</enum><text>in paragraph (22),
			 by striking <quote>or</quote>;</text>
				</paragraph><paragraph id="HF6E2C6550F5341FA98EC42A9E0B02265"><enum>(2)</enum><text>by striking the
			 period at the end of paragraph (23) and inserting <quote>; or</quote>
			 and</text>
				</paragraph><paragraph id="H4FB8626E9FA545A4BD34F3C3FFB05E3B"><enum>(3)</enum><text>by inserting after
			 paragraph (23) the following:</text>
					<quoted-block display-inline="no-display-inline" id="HB1A10B9802294533A18B08F479777B2C" style="USC">
						<paragraph id="H08C434663C514FD28C69CB697F336219"><enum>(24)</enum><text display-inline="yes-display-inline">if required to register under the Sex
				Offender Registration and Notification Act—</text>
							<subparagraph id="H2D5931A402A74791BDC1087B3818C53D"><enum>(A)</enum><text display-inline="yes-display-inline">obtain access to the Internet only from
				computers approved by the probation officer;</text>
							</subparagraph><subparagraph id="H6666A976A09843D68DAA526C59E2AE3B"><enum>(B)</enum><text display-inline="yes-display-inline">consent and fully cooperate with periodic
				examinations of the computers by the probation officer, including the retrieval
				and copying of all data from those computers and removal of the computer
				equipment for a reasonable period of time for the purpose of conducting a more
				thorough inspection;</text>
							</subparagraph><subparagraph id="H4F3DF1F1179D4CFBA631B83B316FD1D9"><enum>(C)</enum><text>consent and fully
				cooperate with the installation on the computers any hardware or software
				filtering systems designated by the probation officer that restrict the
				defendant’s access to classes of web sites designated by the officer as to
				which, under the circumstances of the offense, access should be restricted;</text>
							</subparagraph><subparagraph id="H2C777EA649F24E358F1F5B7B06CA5499"><enum>(D)</enum><text>consent and fully
				cooperate with the installation on the computers of monitoring systems or
				hardware that permit the probation officer to monitor the defendant’s computer
				use to assure compliance with the law, conditions of probation, and to protect
				public safety; and</text>
							</subparagraph><subparagraph id="H95D1C87E2DFC419F88751BF66B965CC8"><enum>(E)</enum><text>take no steps to
				disable or evade the filtering or monitoring programs or devices.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H70002D3D7FBB42C3B6CE63009F849039"><enum>(b)</enum><header>Supervised
			 release</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/3583">Section 3583(d)</external-xref> of title 18, United States Code, is
			 amended by striking <quote>any condition set forth as a discretionary condition
			 of probation in section 3563(b)(1) through (b)(10) and (b)(12) through
			 (b)(20)</quote> and inserting <quote>a condition set forth in section 3563(b),
			 other than that described in paragraph (11) of that section</quote>.</text>
			</subsection></section><section id="HC138CD9DF63546B3A6E952459195E099"><enum>4.</enum><header>Direction to
			 sentencing commission</header><text display-inline="no-display-inline">The
			 United States Sentencing Commission, pursuant to its authority under section
			 994 of title 28, United States Code, and in accordance with this section, shall
			 review and, if appropriate amend the Federal sentencing guidelines (including
			 its policy statements) applicable to persons convicted of sex offenses
			 involving children in circumstances where the offense is committed or
			 facilitated by the use of the Internet, and—</text>
			<paragraph id="H637979A1CFF5473C95A2A38B2F214299"><enum>(1)</enum><text>a
			 misrepresentation is made over the Internet as to the age of the offender;
			 or</text>
			</paragraph><paragraph id="HB3330BE815CD44D18BB2151C96286FA7"><enum>(2)</enum><text>there is a failure
			 of the offender to reveal the offender’s status as a sex offender.</text>
			</paragraph></section><section display-inline="no-display-inline" id="H934B55DDBC4840B99F9CCBA9A463EBFF" section-type="subsequent-section"><enum>5.</enum><header>Modification of
			 minimum standards required for electronic monitoring units used in sexual
			 offender monitoring pilot program</header>
			<subsection id="HDBB4404BC943478FB2DAB9EBD3009D94"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subparagraph (C) of
			 section 621(a)(1) of the Adam Walsh Child Protection and Safety Act of 2006 (42
			 U.S.C. 16981(a)(1)) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H834FD395A93547FA8078CB344F3300F6" style="OLC">
					<subparagraph id="H16CFA663580B4192BF5ED604A64725D"><enum>(C)</enum><header>Minimum
				standards</header><text display-inline="yes-display-inline">The electronic
				monitoring units used in the pilot program shall at a minimum—</text>
						<clause id="HBE2D2DF539AE41FCAC21CD78A873DAD8"><enum>(i)</enum><text>provide a tracking
				device for each offender that contains a central processing unit with global
				positioning system; and</text>
						</clause><clause id="HF89BE050D4304B9E815B63CF396E2C59"><enum>(ii)</enum><text>permit continuous
				monitoring of offenders 24 hours a
				day.</text>
						</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HB95281398AD14C03B153D99100CAD4E3"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply to grants
			 provided on or after the date of the enactment of this Act.</text>
			</subsection></section><section display-inline="no-display-inline" id="H049AC4CEC4344C8B8C27E98B25201500" section-type="subsequent-section"><enum>6.</enum><header>Financial facilitation
			 of access to child pornography</header>
			<subsection id="HA1370AC9996F43B6AC00B7A02746545F"><enum>(a)</enum><header>Offense</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/95">Chapter 95</external-xref> of title 18, United States Code,
			 is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HBDC191F3592944E100CD89385E14F8E1" style="USC">
					<section id="H9EE8E64031FB461C87BEDAD6EAFE002C"><enum>1960A.</enum><header>Financial
				facilitation of access to child pornography </header><text display-inline="no-display-inline">Whoever knowingly conducts, or attempts or
				conspires to conduct, a financial transaction (as defined in section 1956(c))
				in or affecting interstate or foreign commerce, knowing that such transaction
				will facilitate access to, or possession of, child pornography (as defined in
				Section 2256) shall be fined under this title or imprisoned not more than 20
				years, or both.</text>
					</section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HCB2FC7B36EE74954A502BF598CCBEE20"><enum>(b)</enum><header>Amendment to
			 table of sections</header><text display-inline="yes-display-inline">The table
			 of sections at the beginning of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/95">chapter 95</external-xref> of title 18, United States Code, is
			 amended by adding at the end the following new item:</text>
				<quoted-block display-inline="no-display-inline" id="HD37F838EC2D44D54A05512F412022863" style="USC">
					<toc regeneration="no-regeneration">
						<toc-entry level="section">1960A. Financial facilitation of access to
				child pornography
				.</toc-entry>
					</toc>
					<after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H703F87F6CFEA46BD98D1B8E5F462D5C9"><enum>7.</enum><header>Change in
			 definition of monetary instruments for money laundering and other
			 offenses</header><text display-inline="no-display-inline">Section 1956(c)(5) of
			 title 18, United States Code, is amended—</text>
			<paragraph id="HFAE50401CEAF450EA2FF73DE30C33164"><enum>(1)</enum><text>by striking
			 <quote>or</quote> at the end of clause (i); and</text>
			</paragraph><paragraph id="HE25FF72BA1934085B800E7512F516877"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting <quote>, (iii) electronic or
			 digital currencies, and the corresponding monetary value of any associated
			 account, or (iv) stored value cards or similar devices</quote> after
			 <quote>delivery</quote>.</text>
