<official-title>To ensure that any troubled assets relief program of the Treasury provides for purchase of vacant properties backing such troubled assets by regional public-private partnerships to retain the value of such real estate, stabilize communities, and minimize the fiscal impact on taxpayers.</official-title>

<section id="HAD3AD3BED08C4527867EB2D509C6FD2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Public-Private Partnerships Community Stabilization Act of 2008</short-title></quote>.</text></section> 
<section id="H4BB8EDD1E7B84BB683A8B576339B456"><enum>2.</enum><header>Purchases by local public-private partnerships</header>
<subsection id="HCCD02BAD8B0347A6AFABF8BA435200D3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">In carrying out any Act that provides authority to the Secretary of the Treasury to purchase troubled assets from financial institutions, the Secretary shall systematically provide for purchases, by public-private partnerships established at the community, local, and regional levels, from the Secretary of vacant residential properties that the Secretary owns, holds, or controls by reason of purchases of troubled assets pursuant to such Act, and shall require Federal property managers to provide for purchases by such partnerships of properties owned, held, or controlled by such Federal property manager, for the purpose of retaining the value of such properties, stabilizing communities, and minimizing the fiscal impacts of such Act on taxpayers.</text></subsection>
<subsection id="H0ED91228BA2442A9821D12224EBAAC09"><enum>(b)</enum><header>Requirements</header><text display-inline="yes-display-inline">In carrying out subsection (a), the Secretary shall provide for public-private partnerships to—</text>
<paragraph id="H415511CDF4364EEC929F8EAB8B3E8782"><enum>(1)</enum><text>manage the acquisition and disposition of properties purchased;</text></paragraph>
<paragraph id="H1EA439F2BD5142E89206BE47CE5900DF"><enum>(2)</enum><text>utilize other current Federal resources, including the New Market Tax Credits, in conjunction with such purchase to assist in housing recovery for communities, localities, or regions;</text></paragraph>
<paragraph id="H78ABA912448D469090E160FF02C1D9E2"><enum>(3)</enum><text>ensure the purchased properties are maintained or renovated to meet applicable health, building, and safety standards;</text></paragraph>
<paragraph id="H131EF8F032054849AF10D1BC6CE711BE"><enum>(4)</enum><text>meet low- and moderate-income housing needs;</text></paragraph>
<paragraph id="H369E7D79F4D145A0B8923B39F863E0C2"><enum>(5)</enum><text>maintain local property taxes and critical services; and</text></paragraph>
<paragraph id="H0D21ACB7C7BD4D86BBE82E8B5F92E405"><enum>(6)</enum><text>leverage local resources to augment Federal investment for the purpose of obtaining the highest return on the Federal investment under the program under the Act referred to in subsection (a).</text></paragraph></subsection>
<subsection id="H30D619FB10464836AF30143380056CE8"><enum>(c)</enum><header>Terms</header><text>In carrying out subsection (a), the Secretary shall establish requirements regarding—</text>
<paragraph id="HE3E36BB0ED0B42F8BBA1786E47EB5339"><enum>(1)</enum><text>the ratio of Federal funds expended by the Secretary with respect to obtaining such properties to the amount of funds required to be invested by the public-private partnership;</text></paragraph>
<paragraph id="H30EEB85D0C5A45FD8E23CEF9BFE400E5"><enum>(2)</enum><text>the process by which vacant properties backing troubled assets purchased by the Secretary can be transferred on a community, local, or regional basis to public-private partnerships;</text></paragraph>
<paragraph id="H3094CBF75CA7490C903313CDE459C3FD"><enum>(3)</enum><text>determining the beneficial goals of the partnership to include low- and moderate-income homeownership prioritization;</text></paragraph>
<paragraph id="H683BF8B957814CF0B2D056DF22236EA7"><enum>(4)</enum><text>avoiding <quote>dumping</quote> of properties by selling large volumes of vacant properties at substantial price discounts; </text></paragraph>
<paragraph id="H90B4606E33D74C2FA7AE987857FF17AD"><enum>(5)</enum><text>determining the areas in which the Federal Government can carry out this section to maximize governmental efficiency and taxpayer benefit;</text></paragraph>
<paragraph id="H01A2950600BA457C9400E4D46600F27F"><enum>(6)</enum><text>segregating assets of regions that have established public-private partnerships for the benefit of their communities; and</text></paragraph>
<paragraph id="H90AF6A964BE04779A9D5571D4584C6AA"><enum>(7)</enum><text display-inline="yes-display-inline">award of contracts to asset managers, that provide for solicitation of proposals from a broad range of qualified entities and individuals and preference for public-private partnerships that are created to help stabilize their region’s economy.</text></paragraph></subsection></section>
