		<official-title>To amend the Millennium Challenge Act of 2003 to
		  authorize regional and concurrent compacts under that Act, and for other

		<section id="id5F4C3FAC83A64B5B9EA017947647D00F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Millennium Challenge Compact
			 Improvement Act (MCIA)</short-title></quote> .</text>
		</section><section id="H23ADEEF9DECC4952B465C39900629FB9" section-type="subsequent-section"><enum>2.</enum><header>Millennium Challenge
			 Compact</header>
			<subsection id="HF4D528C43FF74B6183EB124189B6518B"><enum>(a)</enum><header>Duration of
			 compacts</header><text>Section 609 of the Millennium Challenge Act of 2003 (22
			 U.S.C. 7708) is amended—</text>
				<paragraph id="H6EDA7F2A7F434A1B940027EB428635DA"><enum>(1)</enum><text>by striking
			 subsection (j); and</text>
				</paragraph><paragraph id="H938E6076DED84F2B86CD97CC742449AB"><enum>(2)</enum><text>by inserting after
			 subsection (i) the following new subsection:</text>
					<quoted-block id="H0CFE740088524AE580CA093885DA65" style="OLC">
						<subsection id="H2E5E4EB552474592B13626FFEAA58C9D"><enum>(j)</enum><header>Duration of
				Compact</header>
							<paragraph id="H0E660E19B1714AF79648B3A2524F43C5"><enum>(1)</enum><header>In
				general</header><text>Except as provided in subparagraph (2), the duration of a
				Compact shall not exceed 5 years.</text>
							</paragraph><paragraph id="H7AC744505E244BC8879D8500E942E04"><enum>(2)</enum><header>Exception</header><text>The
				duration of a Compact (including a regional Compact) may exceed 5 years if the
				Board—</text>
								<subparagraph id="H0601F28444264710BD6766B52E6706E4"><enum>(A)</enum><text>determines that
				the Compact includes a project that cannot be completed in 5 years or less;
				and</text>
								</subparagraph><subparagraph id="H854B1E2F620D408880FB2C523E52226D"><enum>(B)</enum><text>approves a
				duration for the Compact of not more than 10 years.</text>
								</subparagraph></paragraph><paragraph id="H6F696E9C62534299BB47A9828364E222"><enum>(3)</enum><header>Advance
				notification</header><text>Not later than 15 days before the Board approves a
				duration for a Compact that exceeds 5 years pursuant to subparagraph (2), the
				Board, acting through the Chief Executive Officer, shall submit to the
				appropriate congressional committees an advance notification of such approval,
				including a detailed explanation for the determination and
				approval.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HCE8D43244A5444349FF137D6AD3C9D17"><enum>(b)</enum><header>Concurrent and
			 subsequent compacts</header><text>Section 609 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/7708">22 U.S.C. 7708</external-xref>) is
			 amended—</text>
				<paragraph id="HE83A8E2B36F9436CBDF12508176451B3"><enum>(1)</enum><text>by striking
			 subsection (k); and</text>
				</paragraph><paragraph id="HAC6FE9F73E6B482ABA50ECE838D9ECD1"><enum>(2)</enum><text>by inserting after
			 subsection (j) (as amended by subsection (a)) the following new
			 subsection:</text>

						<subsection id="H7966084AEFE24D4000D827413D005891"><enum>(k)</enum><header>Concurrent and
				subsequent compacts</header>
							<paragraph id="H89A02669CB984C40A1C2AF801460BEAF"><enum>(1)</enum><header>In
				general</header><text>Subject to the requirements of paragraph (2), and in
				accordance with the requirements of this title, an eligible country and the
				United States—</text>
								<subparagraph id="HEB631BE712E4439C9CDF81705951D88E"><enum>(A)</enum><text>may enter into and
				have in effect more than one Compact at any given time; and</text>
								</subparagraph><subparagraph id="HAE1DAC96FEFA407E84524181C1A0C6D"><enum>(B)</enum><text>may enter into
				subsequent Compacts after the expiration of existing Compacts.</text>
								</subparagraph></paragraph><paragraph id="H5E8159D17B4941608EAC003DD8C1008C"><enum>(2)</enum><header>Requirements</header>
								<subparagraph id="H457BBF695D654044001BB8000284BE55"><enum>(A)</enum><header>Concurrent
				compacts</header><text>An eligible country and the United States may enter into
				a concurrent Compact (including a regional Compact) only if the Board
				determines that the country is making considerable and demonstrable progress in
				implementing the terms of its existing Compact and supplementary agreements
				thereto.</text>
								</subparagraph><subparagraph id="H3E462549BFC54486B86D1782A856D4B"><enum>(B)</enum><header>Subsequent
				compacts</header><text>An eligible country and the United States may enter into
				a subsequent Compact only if the Board determines that the country has
				substantially met the objectives of prior Compacts between the country and the
				United States and supplementary agreements thereto, or the Board determines
				that the eligible country has demonstrated sufficient capacity to perform
				successfully on a subsequent
				Compact.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H4F7554819BC4494CBF63D562ABB8912C"><enum>(c)</enum><header>Applicability</header><text>The
			 amendments made by subsections (a) and (b) apply with respect to Compacts
			 entered into between the United States and an eligible country under the
			 Millennium Challenge Act of 2003 before, on or after the date of the enactment
			 of this Act.</text>
			</subsection><subsection id="HD898B2FB3E994E2AB0AAF8AD009F9185"><enum>(d)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">Section
			 613(b)(2)(A) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/7712">22 U.S.C. 7712(b)(2)(A)</external-xref>) is amended by striking “the”
			 before “Compact” and inserting “any”.</text>
			</subsection></section><section id="HCA32E717B6704DEB9048EFAC68C98DA"><enum>3.</enum><header>Authorization of
			 regional assistance</header>
			<subsection id="H55648F23FB7E491E89005B28D400AEB8"><enum>(a)</enum><header>Assistance</header><text>Section
			 605(a) of the Millennium Challenge Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/22/7704">22 U.S.C. 7704(a)</external-xref>) is amended
			 by adding at the end the following new sentence: <quote>The assistance
			 contemplated by this subsection may be provided through a Compact with a
			 country individually and/or through a Compact with two or more countries in the
			 same geographic region collectively.</quote>.</text>
			</subsection><subsection id="H24DB927B760F488E98F142C9D1824749"><enum>(b)</enum><header>Eligible
			 entities</header><text>Section 605(c) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/7704">22 U.S.C. 7704(c)</external-xref>) is
			 amended—</text>
				<paragraph id="H4A722BE149A84315A8049D8084F5DCE4"><enum>(1)</enum><text>in paragraph (2),
			 by striking <quote>or</quote> at the end;</text>
				</paragraph><paragraph id="HA55F8A23DF7F4849BECF1C4EA3261914"><enum>(2)</enum><text>in paragraph (3),
			 by striking the period at the end and inserting <quote>; or</quote>; and</text>
				</paragraph><paragraph id="HC1F748AFE6F84D16A9444CD806D703E5"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H05D1E5DE6749413DAEF7C50075CD5B78" style="OLC">
						<paragraph id="H2822A27745944956A9438522026D4677"><enum>(4)</enum><text display-inline="yes-display-inline">an entity, structure, or other arrangement
				established by two or more eligible countries in connection with a regional
				Compact.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" id="H9E6FA713A61544ABBBE9DBB86CA18845"><enum>(c)</enum><header>Conforming
			 Amendments</header>
				<paragraph commented="no" id="H3C5820F663074C2F92BB89ECC87B0A1"><enum>(1)</enum><header>Compact</header><text>Section
			 609(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/7708">22 U.S.C. 7708(a)</external-xref>) is amended by inserting after
			 <quote>only if the country</quote> the following: <quote>(or countries, in the
			 case of a regional Compact)</quote>.</text>
				</paragraph><paragraph commented="no" id="HD067C2E17B3747D2956E55C1802008F"><enum>(2)</enum><header>Assistance for
			 development of compact</header><text>Section 609(g) of such Act (22 U.S.C.
			 7708(g)) is amended—</text>
					<subparagraph commented="no" id="H75BE2E21FA8C4987BB021EB1A0751872"><enum>(A)</enum><text>by inserting after
			 <quote>eligible country</quote> the following: <quote>(or countries, in the
			 case of a regional compact)</quote>; and</text>
					</subparagraph><subparagraph commented="no" id="H5109713DC9BA4D5FB9C787CE9751781F"><enum>(B)</enum><text>by inserting at
			 the end before the period the following: <quote>(or countries, as
			 appropriate)</quote>.</text>
					</subparagraph></paragraph><paragraph commented="no" id="H9F29DCA65BAA427DBECDE13CE1F14CE7"><enum>(3)</enum><header>Suspension and
			 termination of assistance</header><text>Section 611 of such Act (22 U.S.C.
			 7710) is amended—</text>
					<subparagraph commented="no" id="H3609D8FF4C0948E0BD9554DFFBF5EC5"><enum>(A)</enum><text>by redesignating
			 subsections (c) and (d) as subsections (d) and (e), respectively; and</text>
					</subparagraph><subparagraph commented="no" id="HA772617C316140329B3103A55600127E"><enum>(B)</enum><text>by inserting after
			 subsection (b) the following new subsection:</text>
						<quoted-block id="HEEFEC423CC594373A76B10C09BF49904" style="OLC">
							<subsection commented="no" id="HCB18D3CEFC7A4B6FBC5D5BA0BB9F47B7"><enum>(c)</enum><header>Regional
				compacts</header><text>In the case of a regional compact, the Chief Executive
				Officer may—</text>
								<paragraph commented="no" id="H577ABC1635A64DC9BADCC7F00701D04"><enum>(1)</enum><text>after consultation
				with the Board, suspend or terminate assistance in whole or in part to one or
				more countries, as appropriate, based on a determination consistent with
				subsection (a); and</text>
								</paragraph><paragraph commented="no" id="HA51BC02E7A7445DCBFE81C879B302D39"><enum>(2)</enum><text>reinstate
				assistance for a country or countries, as appropriate, based on a determination
				consistent with subsection
				(b).</text>
								</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
