		<section id="H9549D748FC8841DDBF2BA7267EA404C7" section-type="section-one"><enum>1.</enum><header>MANAGEMENT OF BIOSPECIMEN
			 COLLECTIONS</header>
			<subsection id="HF1EB53FB9BC843EAA9578493563F6DB0"><enum>(a)</enum><header>In
			 General</header><text display-inline="yes-display-inline">The Office of Science
			 and Technology Policy, in consultation with relevant Federal agencies, shall
			 develop a policy for the management by Federal agencies of biospecimen
			 collections.</text>
			</subsection><subsection id="H7874A4649B13462885235FD7501FA1C3"><enum>(b)</enum><header>Reports to
			 Congress</header><text display-inline="yes-display-inline">The Office of
			 Science and Technology Policy shall—</text>
				<paragraph id="H8DB3C7685692490E83607BDDCF21A3F6"><enum>(1)</enum><text display-inline="yes-display-inline">transmit an initial report to Congress on
			 the policy developed under subsection (a) within 2 years after the date of
			 enactment of this Act; and</text>
				</paragraph><paragraph id="H052390D067854B2A8EEB89CA64828CAA"><enum>(2)</enum><text display-inline="yes-display-inline">after the transmittal of the initial report
			 under paragraph (1), transmit to Congress an annual report on the progress of
			 the implementation of the policy, until all relevant Federal agencies have
			 implemented the policy.</text>
				</paragraph></subsection><subsection id="H2548981FC9854629B0CA7DA3A7E46D3D"><enum>(c)</enum><header>Destruction of
			 Biospecimen Collections</header><text display-inline="yes-display-inline">The
			 policy developed under subsection (a) shall—</text>
				<paragraph id="H4EBDD77981FF46A391B376D515ED740"><enum>(1)</enum><text>require that,
			 before destroying a biospecimen collection, a Federal agency shall—</text>
					<subparagraph id="H683FE048897745C99FC113EC5E05B919"><enum>(A)</enum><text>conduct a review
			 of the research value of the collection; and</text>
					</subparagraph><subparagraph id="HE48D935F80044B4AA7B89C48110000DF"><enum>(B)</enum><text>consult with
			 researchers who have used the collection, and any other interested parties,
			 concerning—</text>
						<clause id="H9E65B7E418524881A36C768DE66E02B1"><enum>(i)</enum><text>the
			 collection’s value; and</text>
						</clause><clause id="HA40C43FC7AC842B7ABAFC10047F32800"><enum>(ii)</enum><text display-inline="yes-display-inline">possible additional uses for the
			 collection; and</text>
						</clause></subparagraph></paragraph><paragraph id="H6435AACD60904B39882F501506655D37"><enum>(2)</enum><text display-inline="yes-display-inline">include procedures for Federal agencies to
			 offer biospecimen collections they no longer need to researchers at
			 institutions qualified to possess the collections.</text>
				</paragraph></subsection></section><section id="H760F2197ECE1419582FABBA75DB5918"><enum>2.</enum><header>DEFINITION</header><text display-inline="no-display-inline">In this Act, the term
			 <term>biospecimen</term> means biologically-derived materials from humans,
			 animals, or plants, including any such materials obtained from nonbiological
			 media.</text>
