		  institutions of higher education who volunteer to serve as
		  mentors.</official-title>

		<section id="H09246C5C7ACB4656B5D7E83B37E5EC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Supporting Mentors, Supporting Our
			 Youth Act of 2008</short-title></quote>.</text>
		</section><section id="H534BA829B71B442BBF503150E84317C7"><enum>2.</enum><header>Loan forgiveness
			 for volunteer mentoring</header><text display-inline="no-display-inline">Part B
			 of title IV of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1071">20 U.S.C. 1071 et seq.</external-xref>) is
			 amended by inserting after section 428L the following new section:</text>
			<quoted-block display-inline="no-display-inline" id="HBBC2254049694C9BA7257796471B4841" style="OLC">
				<section id="HAA8A6F607B644B1DA833BE5241218300"><enum>428M.</enum><header>Loan
				forgiveness for volunteer mentoring</header>
					<subsection id="H971096AA24924F03B01659AFCB74A55"><enum>(a)</enum><header>Program
				Authorized</header>
						<paragraph id="H63E63C61F3E94FE989A6608FBE6BF89"><enum>(1)</enum><header>Loan forgiveness
				authorized</header><text>The Secretary shall forgive, in accordance with this
				section, the student loan obligation of a borrower, in the amount specified in
				<internal-xref idref="HE7667540B72444AEB089EAD3112222B2" legis-path="428M.(c)">subsection (c)</internal-xref>, who—</text>
							<subparagraph id="H117030392DC448EEBC5844AC9DAFEAA7"><enum>(A)</enum><text>commits to
				volunteering as a mentor, as described in
				<internal-xref idref="H13EF1570B8E9489387CB54A7980519FC" legis-path="428M.(b)">subsection (b)</internal-xref>, for a period of at least
				one year;</text>
							</subparagraph><subparagraph id="H99D25B21469941C7872735002098DFA0"><enum>(B)</enum><text>is enrolled in an
				institution of higher education during the period the borrower is volunteering
				as a mentor; and</text>
							</subparagraph><subparagraph id="HCA174FDA10964DCB9371AC78189800E1"><enum>(C)</enum><text>is not in default
				on a loan for which the borrower seeks forgiveness.</text>
							</subparagraph></paragraph><paragraph id="HB5B114B42DCD447F933C831EDFCC20BA"><enum>(2)</enum><header>Method of loan
				forgiveness</header><text>To provide loan forgiveness under
				<internal-xref idref="H63E63C61F3E94FE989A6608FBE6BF89" legis-path="428M.(a)(1)">paragraph (1)</internal-xref>, the Secretary is
				authorized to carry out a program—</text>
							<subparagraph id="H099656985F8D492BA0CA71FC098BEF65"><enum>(A)</enum><text>through the holder
				of the loan, to assume the obligation to repay a qualified loan amount for a
				loan made, insured, or guaranteed under this part (other than an excepted PLUS
				loan (as such term is defined in section 493C(a))); and</text>
							</subparagraph><subparagraph id="H05903944724548C59152AF44650897A2"><enum>(B)</enum><text>to cancel a
				qualified loan amount for a loan made under part D of this title (other than
				such an excepted PLUS loan).</text>
							</subparagraph></paragraph><paragraph id="H11BE4182BB904101B4C19988FD712DCA"><enum>(3)</enum><header>Regulations</header><text>The
				Secretary is authorized to issue such regulations as may be necessary to carry
				out the provisions of this section.</text>
						</paragraph></subsection><subsection id="H13EF1570B8E9489387CB54A7980519FC"><enum>(b)</enum><header>Volunteer
				Mentoring</header><text>For purposes of this section, an individual shall be
				treated as volunteering as a mentor if the individual—</text>
						<paragraph id="H7A927816C3EE418A9E39098EC2308921"><enum>(1)</enum><text>commits to
				mentoring an at-risk child for a period of not less than one year; and</text>
						</paragraph><paragraph id="H689358EBB1524DABA692048DF0CE59C8"><enum>(2)</enum><text>completes the
				minimum number of hours of volunteering as a mentor during such year, as
				determined by the Secretary by regulation.</text>
						</paragraph></subsection><subsection id="HE7667540B72444AEB089EAD3112222B2"><enum>(c)</enum><header>Qualified Loan
				Amount</header><text>At the end of each year of volunteering as a mentor, as
				described in
				<internal-xref idref="H13EF1570B8E9489387CB54A7980519FC" legis-path="428M.(b)">subsection (b)</internal-xref>, on or after the date of
				enactment of the <short-title>Supporting Mentors,
				Supporting Our Youth Act of 2008</short-title>, not to exceed 5 years, the
				Secretary shall forgive, for every hour of mentoring completed, $10 of the
				student loan obligation of a borrower that is outstanding after the completion
				of each such year of volunteering as a mentor, not to exceed $10,000 in the
				aggregate for any borrower.</text>
					</subsection><subsection id="H214D417403644D0F921B903B29D262DD"><enum>(d)</enum><header>Priority</header><text>The
				Secretary shall grant loan forgiveness under this section on a first-come,
				first-served basis, and subject to the availability of appropriations.</text>
					</subsection><subsection id="H52CE1D07EB92411AAA793E354F3B76FB"><enum>(e)</enum><header>Evaluation and
				report</header><text>Not later than one year after the date of the enactment of
				the <short-title>Supporting Mentors, Supporting Our Youth
				Act of 2008</short-title>, and annually thereafter, the Secretary shall
				evaluate the effectiveness of the program authorized under this section, and
				shall submit to Congress a report on such evaluation. Such report shall
				include—</text>
						<paragraph id="HA5E5C29E94674BB7BA0093F5DF03B399"><enum>(1)</enum><text display-inline="yes-display-inline">the number and percentage of borrowers who
				participate in the program under this section for multiple academic years;
				and</text>
						</paragraph><paragraph id="H95C0DF411FA84DECA17688881F421111"><enum>(2)</enum><text>the number of
				borrowers who continue to volunteer as mentors after graduation from an
				institution of higher
				education.</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
