		<section id="H0445702F807749769C19181F680366DF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Total
			 Learning Curriculum Implementation Act</quote>.</text>
		</section><section id="H7F210459973B41559CDE1CB06E44B456"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds as follows:</text>
			<paragraph id="H9C7A7C3817074AEBAC6F5B9716110945"><enum>(1)</enum><text display-inline="yes-display-inline">The Total Learning curriculum is a
			 multi-sensory, arts-infused curriculum in an enhanced learning environment
			 featuring small classes, an extended day, extensive professional development,
			 and family support services.</text>
			</paragraph><paragraph id="H331F107004CA443700F11DF4FB33098"><enum>(2)</enum><text>The Total Learning
			 initiative, while benefiting the children of Bridgeport, Connecticut, is a
			 prototype that has been meticulously studied and documented for replication
			 across the United States to address the ever-widening achievement gap between
			 white and minority children, middle class and low income children, and boys and
			 girls.</text>
			</paragraph></section><section id="HC4A98B30F986442DAD16428F925F4BAE"><enum>3.</enum><header>Grants
			 authorized</header>
			<subsection id="H0AE873F6AF9B4959AF42CBC989A2AE00"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of
			 Education is authorized to establish a competitive grant program for the
			 purpose of implementing the Total Learning curriculum in classrooms for
			 children in kindergarten through age 9.</text>
			</subsection><subsection id="H6FCE4659810F41DF971254CC0869A378"><enum>(b)</enum><header>Eligible
			 grantees</header><text>Grants under this section shall be awarded to State
			 educational agencies and local educational agencies (as such terms are defined
			 in section 9101 of the Elementary and Secondary Education Act of 1965 (20
			 U.S.C. 7801)).</text>
			</subsection><subsection id="H042B6AA9FD544C6EA84D82D5178E9799"><enum>(c)</enum><header>Number of
			 grants</header><text>Not more than 20 grants may be awarded under this
			 section.</text>
			</subsection><subsection id="HB6CB04C781954DDCBDC9BC41D5C03B96"><enum>(d)</enum><header>Grant
			 term</header><text>Grants under this section shall be for a term of 3
			 years.</text>
			</subsection></section><section id="HE994A321534A47C9B5E05400A54F3593"><enum>4.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated to carry out this Act such sums as may be
			 necessary for fiscal years 2010 through 2012.</text>
