		<official-title>To amend title 31, United States Code, to end speculation
		  on the current cost of multilingual services provided by the Government, and
		  for other purposes.</official-title>

		<section id="H6FC04FDA439A46BFB069C5DBFEF5D561" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Multilingual Services Accounting
			 Act</short-title></quote>.</text>
		</section><section id="H0FEBF764DFDE489E947E9D0011F5BA71"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are—</text>
			<paragraph id="H8260F25BD56C413DB17D28D627ECC09"><enum>(1)</enum><text>to
			 create a new appendix within each agency’s annual performance and
			 accountability report detailing any cost associated with providing multilingual
			 services, such as verbal, written, or other services in languages other than
			 English;</text>
			</paragraph><paragraph id="HA19739687A33438A970046D36BC644A4"><enum>(2)</enum><text>to end speculation
			 on the current cost of providing multilingual services;</text>
			</paragraph><paragraph id="HFC3262BDE25843D98CB37C75A7ADEBA6"><enum>(3)</enum><text>to provide for
			 more transparency in the Government’s accounting practices, and to determine
			 the effectiveness of agency programs, policies, and procedures; and</text>
			</paragraph><paragraph id="H70AC7704142E4D1A83A3856CE3264B61"><enum>(4)</enum><text>to provide for
			 more accountability with the use of taxpayer money.</text>
			</paragraph></section><section id="H5E6B26E6208043C592864BFBD4417D"><enum>3.</enum><header>Multilingual
			 Services Accounting Information Requirement</header>
			<subsection id="H16E37CDDFB5B4B59BDC3D39D2ECD70E8"><enum>(a)</enum><header>Multilingual
			 services accounting information</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/9">Chapter 9</external-xref> of title 31, United States Code,
			 is amended—</text>
				<paragraph id="HE947D41F6D364D3688A6054F65B97468"><enum>(1)</enum><text>in section
			 902(a)(6)—</text>
					<subparagraph id="HCF5299E8BD9041D9B1ED1C48352E9D60"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>and</quote> at the end
			 of subparagraph (D);</text>
					</subparagraph><subparagraph id="HA27E44B1ACFA462B00413E509603BBC9"><enum>(B)</enum><text>by redesignating
			 subparagraph (E) as subparagraph (F); and</text>
					</subparagraph><subparagraph id="H0E824A3860294D069FA4A47ECCC4203C"><enum>(C)</enum><text>by inserting after
			 subparagraph (D) the following:</text>
						<quoted-block display-inline="no-display-inline" id="HCF26697EA6D0441EBB7BB922F0091816" style="OLC">
							<subparagraph id="H060E3DE941EF4C57BFB5E4BCBDADDC77"><enum>(E)</enum><text display-inline="yes-display-inline">effective for each of the fiscal years
				beginning on or after October 1, 2010, the multilingual services accounting
				information of the agency for such fiscal year in accordance with the guidance
				issued under section 3517 of this title and the procedures of OMB Circular No.
				A–11, part 6 (as in effect on the date of the enactment of this subparagraph)
				and OMB Circular No. A–136 (as in effect on the date of the enactment of this
				subparagraph); and</text>
							</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H5573528042964A4B96AF2903E003EE4"><enum>(2)</enum><text>by
			 adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H52B5DB2FCB9F42779E19CC3573A57833" style="USC">
						<section id="HB8F65CCEC1B340F289282B31003134F"><enum>904.</enum><header>Definitions.</header><text display-inline="no-display-inline">In this chapter—</text>
							<paragraph id="H5E04C0930E0946D9A07492F70055B154"><enum>(1)</enum><text>the term
				<quote>multilingual services</quote> includes—</text>
								<subparagraph id="HCE167235693A43899C3FA9E65E005C2D"><enum>(A)</enum><text>the services
				provided by interpreters hired by an agency;</text>
								</subparagraph><subparagraph id="HA5291D4111324763B5B3F8F136234458"><enum>(B)</enum><text>the services
				provided by an agency associated with assisting agency employees or contractors
				learn a language other than English that result in additional expenses, wages,
				or salaries, or changes to expenses, wages, or salaries, for the agency or
				agency employees or contractors;</text>
								</subparagraph><subparagraph id="H9D488A88316249CBA490C64B1CEB39C"><enum>(C)</enum><text display-inline="yes-display-inline">agency preparation, translation, printing,
				or recordation of documents, records, websites, brochures, pamphlets, flyers,
				or other materials in a language other than English;</text>
								</subparagraph><subparagraph id="H9B59470B222445559BD5DC5963415F43"><enum>(D)</enum><text>the services
				provided or performed for the Federal Government by agency employees or
				contractors that require speaking a language other than English that result in
				wage differentials or benefits provided by the agency; and</text>
								</subparagraph><subparagraph id="H11A1228C4403418AB8CF2D064491A9C7"><enum>(E)</enum><text>any other services
				provided or performed by an agency which utilize languages other than English
				and that incur additional costs to the agency; and</text>
								</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="HE7842586A4D04ABCABF92FEFCFE5989"><enum>(2)</enum><text>the term
				<quote>multilingual services accounting information</quote> means any
				accounting information related to multilingual
				services.</text>
							</paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H192B67F4B42846C2A1B66C6ED8E9EE84"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The table of sections at the beginning of chapter 9 of
			 title 31, United States Code, is amended by adding after the item relating to
			 section 903 the following:</text>

			</subsection></section><section id="H0C5CD914551042C1B5E4F00D9F0BC2B"><enum>4.</enum><header>Multilingual
			 Services Expenses Report</header>
			<subsection id="HA24702A8C1704A34B9F81F32CCBE9815"><enum>(a)</enum><header>Multilingual
			 Services Expenses Report</header><text display-inline="yes-display-inline">Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/35">chapter 35</external-xref> of title 31,
			 United States Code is amended—</text>
				<paragraph id="HE2DE68C8632144669079AD8110DEAE1"><enum>(1)</enum><text>in
			 section 3512(a)(2)—</text>
					<subparagraph id="H15C882C42976427CB8D32E70F3D88B89"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>and</quote> at the end
			 of subparagraph (E);</text>
					</subparagraph><subparagraph id="HD0E4C90FC5274F5B001FF1132EBAB1B5"><enum>(B)</enum><text display-inline="yes-display-inline">by redesignating subparagraph (F) as
			 subparagraph (G); and</text>
					</subparagraph><subparagraph id="HD730DB7B5492477BADD1D9F279A35CD0"><enum>(C)</enum><text>by adding after
			 subparagraph (E) the following:</text>
						<quoted-block display-inline="no-display-inline" id="HDE7EAA6872134989B8A8D8CF82CF601D" style="OLC">
							<subparagraph id="H8D2CDB8B47F44E2AA22B0016D35337A5"><enum>(F)</enum><text display-inline="yes-display-inline">effective for the first calendar year
				beginning after December 31, 2010, and for each calendar year thereafter, a
				Multilingual Services Expenses Report, which shall include—</text>
								<clause id="H76167F39A67F46C8B32D81F01B7F1DB2"><enum>(i)</enum><text display-inline="yes-display-inline">a summary and analysis of the multilingual
				services accounting information (as defined in section 904 of this title)
				prepared by each agency Chief Financial Officer under section 902(a)(6)(E) of
				this title;</text>
								</clause><clause id="H4C7A7640644F48B0A5F59B5343E03EFB"><enum>(ii)</enum><text display-inline="yes-display-inline">a description of any changes to the
				existing financial management structure of the Federal Government needed to
				establish an integrated individual agency accounting of all multilingual
				services (as defined in section 904 of this title) conducted by each agency;
				and</text>
								</clause><clause id="H6FFDFE703DD444030018B9D0CC65111B"><enum>(iii)</enum><text>any other
				information the Director considers appropriate to fully inform the Congress and
				the agency Chief Financial Officers regarding the accounting of all
				multilingual services provided by the Federal Government;
				and</text>
								</clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H8471D394B17B4A5185FD52C36D3DC199"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H0CAFB0B9E9E647329D62903B72D0F900" style="USC">
						<section id="H62013A0528BE4D3DAF5B00EEFE00FF5E"><enum>3517.</enum><header>Multilingual
				Services Accounting Guidelines.</header><text display-inline="no-display-inline">Not later than 180 days after the date of
				the enactment of this section, the Director of the Office of Management and
				Budget shall issue guidance that each agency Chief Financial Officer shall
				follow in compiling the multilingual services accounting information required
				under section 902(a)(6)(E) of this
				title.</text>

				</paragraph></subsection><subsection id="H148F7F0B50FE436A85148C087F7516E2"><enum>(b)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">The table of
			 sections at the beginning of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/35">chapter 35</external-xref> of title 31, United States Code, is
			 amended by adding after the item relating to section 3516 the following:</text>
