		<section id="H3B065EDA3BB8483B8579A95D31CF004D" section-type="section-one"><enum>1.</enum><header>Expansion of work opportunity
			 credit to include disconnected youth</header>
			<subsection id="H86BE4FE7B85B4581A8A717A838318860"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Paragraph (1) of
			 <external-xref legal-doc="usc" parsable-cite="usc/26/51">section 51(d)</external-xref> of the Internal Revenue Code of 1986 is amended by striking
			 <quote>or</quote> at the end of subparagraph (H), by striking the period at the
			 end of subparagraph (I) and inserting <quote>, or</quote>, and by adding at the
			 end the following new subparagraph:</text>
				<quoted-block display-inline="no-display-inline" id="H882024DC74B94383BA2B06A3F1D13E83" style="OLC">
					<subparagraph id="HABA368D7FEFB4A15A6BA3CB39858D1EE"><enum>(J)</enum><text display-inline="yes-display-inline">a disconnected
				youth.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H4E17EC72BFCC4124BA5BD60053702C51"><enum>(b)</enum><header>Disconnected
			 youth</header><text>Subsection (d) of section 51 of such Code is amended by
			 redesignating paragraphs (11), (12), and (13) as paragraphs (12), (13), and
			 (14), respectively, and by inserting after paragraph (10) the following new
			 paragraph:</text>

					<paragraph id="H080E40A3DBEA49CE87D7A49C5FB89618"><enum>(11)</enum><header>Disconnected
				youth</header><text display-inline="yes-display-inline">The term
				<term>disconnected youth</term> means any individual who is certified by the
				designated local agency—</text>
						<subparagraph id="H4DDBA6AAEF8F4420AD02A1BB96A52F4B"><enum>(A)</enum><text>as having attained
				age 16 but not age 25 on the hiring date,</text>
						</subparagraph><subparagraph id="H68E35745C91647E9B6CB6F052BE19EBE"><enum>(B)</enum><text>as not regularly
				attending any secondary, technical, or post-secondary school during the 6-month
				period preceding the hiring date,</text>
						</subparagraph><subparagraph id="H0BC9F28427E146DEBDFE16150040F722"><enum>(C)</enum><text>as not regularly
				employed during such 6-month period, and</text>
						</subparagraph><subparagraph id="H5FE3C08357784831BACBA27B66C15FEF"><enum>(D)</enum><text>as not readily
				employable by reason of lacking a sufficient number of basic
				skills.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HDACD518941804E5DAD1DF4A44731DB4D"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to
			 individuals who begin work for the employer after the date of the enactment of
			 this Act.</text>
