		<official-title>To establish a liaison with the Federal Bureau of
		  Investigation in United States Citizenship and Immigration Services to expedite
		  naturalization applications filed by members of the Armed Forces and to
		  establish a deadline for processing such applications.</official-title>

		<section id="HA19210B7C3D94AB3ACB20FFEDEB1BEE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Military Personnel Citizenship
			 Processing Act</short-title></quote>.</text>
		</section><section id="H83E28879F7BC4953A2EB58BB5183C465" section-type="subsequent-section"><enum>2.</enum><header>Office of the FBI
			 Liaison</header>
			<subsection id="HF5C200374E9546C2008F2CE648C251D4"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Section 451 of the Homeland Security Act of
			 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/271">6 U.S.C. 271</external-xref>) is amended—</text>
				<paragraph id="HA11D89C6EFA84D848EC9AF54BC52F200"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>the Bureau of</quote>
			 each place it appears and inserting <quote>United States</quote>; and</text>
				</paragraph><paragraph id="H6EFDA662656C4E49B6BB6B1D7B386600"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HD78080BE6D1F40C1A927AEA4A2BDF632" style="OLC">
						<subsection id="HD3C01D77EA1142489CCD00C5CC1BF719"><enum>(g)</enum><header>Office of the
				FBI Liaison</header>
							<paragraph id="H79C66733DC6D444BB910B0E090E9088B"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">There shall be an
				Office of the FBI Liaison in United States Citizenship and Immigration
				Services.</text>
							</paragraph><paragraph id="H2C341CF48DC34C9AA4D37986D7AC2D40"><enum>(2)</enum><header>Functions</header><text>The
				Office of the FBI Liaison shall monitor the progress of the functions of the
				Federal Bureau of Investigation in the naturalization process to assist in the
				expeditious completion of all such functions pertaining to naturalization
				applications filed by current or former members of the Armed Forces under
				section 328 or 329 of the Immigration and Nationality Act (8 U.S.C. 1439 and
				1440).</text>
							</paragraph><paragraph id="H8936D5DA543B4DA58300A59FC5D496DB"><enum>(3)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated such sums
				as may be necessary to carry out this
				subsection.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H81B57398BE924D7DA018DC27B1798F86"><enum>(b)</enum><header>Rulemaking</header><text>Not
			 later than 180 days after the date of the enactment of this Act, the Attorney
			 General, in consultation with the Director of United States Citizenship and
			 Immigration Services shall promulgate rules to carry out the amendment made by
			 subsection (a)(2).</text>
			</subsection></section><section id="H24E78B5A04F543928FF22200386B3689"><enum>3.</enum><header>Deadline for
			 processing and adjudicating naturalization applications filed by members of the
			 Armed Forces</header>
			<subsection id="H6DCF0CD5E5CD41A688BA984E7BF7526D"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 328 of the
			 Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1439">8 U.S.C. 1439</external-xref>) is amended by adding at the end
			 the following:</text>
				<quoted-block display-inline="no-display-inline" id="H1F537B87913D477C9224139300007714" style="OLC">
					<subsection id="HD3C97A090BAB4EBBB148DACC6D0024A6"><enum>(g)</enum><text>Not later than 6
				months after receiving each application filed under subsection (a) or section
				329(a), United States Citizenship and Immigration Services shall—</text>
						<paragraph id="HCAA6FDB779CC46849B21C8426CB720B5"><enum>(1)</enum><text>process and
				adjudicate the application; or</text>
						</paragraph><paragraph id="H2EF4BC9307BC4F2D80A9BEC21ED80014"><enum>(2)</enum><text>provide the
				applicant with—</text>
							<subparagraph id="H13233801E4114EE0867DA01FCE28783"><enum>(A)</enum><text>an explanation for
				its inability to meet the processing and adjudication deadline under this
				subsection; and</text>
							</subparagraph><subparagraph id="H680CB96A4A474615A3760070CABA0219"><enum>(B)</enum><text>an estimate of the
				date by which the application will be processed and adjudicated.</text>
							</subparagraph></paragraph></subsection><subsection id="HB58A97EC1E114CB29EFBFC8161E93173"><enum>(h)</enum><text>The Director of
				United States Citizenship and Immigration Services shall notify the Attorney
				General of every application filed under subsection (a) or section 329(a) that
				is not processed and adjudicated within 1 year after it was
				filed.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H4283E8353A5D4868A068F315100D984"><enum>(b)</enum><header>GAO
			 report</header><text>Not later than 180 days after the date of the enactment of
			 this Act, the Comptroller General shall submit a report to Congress that
			 contains the results of a study regarding the average length of time taken by
			 United States Citizenship and Immigration Services to process and adjudicate
			 applications for naturalization filed by members of the Armed Services.</text>
			</subsection><subsection id="H196B53BD0EEF42BE981D95193691486F"><enum>(c)</enum><header>Annual
			 report</header><text>The Director of United States Citizenship and Immigration
			 Services shall annually submit a report to Congress that sets forth, for each
			 year, the average time between the date on which an application is filed under
			 section 328(a) or section 329(a) and the date on which the application is
			 adjudicated.</text>
			</subsection></section><section id="H1CF8E2D45D8C485BA5C2D4D1D88FCC65"><enum>4.</enum><header>Sunset
			 provision</header><text display-inline="no-display-inline">This Act and the
			 amendments made by this Act are repealed on the date that is 5 years after the
			 date of the enactment of this Act.</text>
