<official-title>To amend title 28, United States Code, with respect to the jurisdiction of Federal courts over certain cases and controversies involving the Pledge of Allegiance.</official-title>

<section section-type="section-one" id="H4CA7F29780CD4EBB9E182965FCC70200" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Pledge Protection Act of 2007</short-title></quote>.</text></section> 
<section id="HAF1920C0CB5E4D7A00F7C21C6819A002"><enum>2.</enum><header>Limitation on jurisdiction</header> 
<subsection id="H58F0D30D8D00444C9510A9F8761B2510"><enum>(a)</enum><header>In General</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/28/99">Chapter 99</external-xref> of title 28, United States Code, is amended by adding at the end the following:</text> 
<quoted-block style="USC" id="H7A4778561E0047DBA9776D7CD67C7780"> 
<section id="HD3E28027D4EB46419B35BECD4687D8E0"><enum>1632.</enum><header>Limitation on jurisdiction</header> 
<subsection id="H03E885CAC64C4661879FDDA38DE37CE6"><enum>(a)</enum><text>Except as provided in subsection (b), no court created by Act of Congress shall have any jurisdiction, and the Supreme Court shall have no appellate jurisdiction, to hear or decide any question pertaining to the interpretation of, or the validity under the Constitution of, the Pledge of Allegiance, as defined in <external-xref legal-doc="usc" parsable-cite="usc/4/4">section 4</external-xref> of title 4, or its recitation.</text></subsection> 
<subsection id="H650F85A18561440D8E9874D960C6F7BD"><enum>(b)</enum><text>The limitation in subsection (a) does not apply to—</text> 
<paragraph id="HF6BC880FF9AC406BA58DFACB1E27CAF5"><enum>(1)</enum><text>any court established by Congress under its power to make needful rules and regulations respecting the territory of the United States; or</text></paragraph> 
<paragraph id="H8C76D8042EF749D8983CF69268F88F1B"><enum>(2)</enum><text>the Superior Court of the District of Columbia or the District of Columbia Court of Appeals;</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H34E0FAF9065145EA805373BC597F2C56"><enum>(b)</enum><header>Clerical Amendment</header><text>The table of sections at the beginning of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/28/99">chapter 99</external-xref> of title 28, United States Code, is amended by adding at the end the following new item:</text>

<section id="HE1AD222051A04F3FA9629CE41C5BF08D"><enum>3.</enum><header>Effective date</header><text display-inline="no-display-inline">This Act and the amendments made by this Act take effect on the date of the enactment of this Act and apply to any case that—</text> 
<paragraph id="H892237299E55487FB89C418F2B5B449C"><enum>(1)</enum><text>is pending on such date of enactment; or</text></paragraph> 
<paragraph id="HC21CA15D4DE14007B44B79B93CDEDEB"><enum>(2)</enum><text>is commenced on or after such date of enactment.</text></paragraph></section>
