		<section id="H67689FCFB42541768128BFF0B5B0F46" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Water Research and
			 Development Initiative Act of 2008</short-title></quote>.</text>
		</section><section id="HE9114038420D4D458CE58305D13C1052"><enum>2.</enum><header>National Water
			 Research and Development Initiative</header>
			<subsection id="H9D55A17233EB4E2A91DAC49660DD815"><enum>(a)</enum><header>Initiative and
			 Purpose</header><text>The President shall implement a National Water Research
			 and Development Initiative (in this Act referred to as the
			 <quote>Initiative</quote>). The purpose of the Initiative is to improve the
			 Federal Government’s role in designing and implementing Federal water research,
			 development, demonstration, data collection and dissemination, education, and
			 technology transfer activities to address changes in water use, supply, and
			 demand in the United States, including providing additional support to increase
			 water supply through greater efficiency and conservation.</text>
			</subsection><subsection id="H1B247BF3C97B41DDAABCE95358F5A59"><enum>(b)</enum><header>Interagency
			 Committee</header>
				<paragraph id="H393AA4BA85A740BA8EA200CE6E1F8B78"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 3
			 months after the date of enactment of this Act, the President shall establish,
			 or designate, an interagency committee to implement the Initiative
			 under<internal-xref idref="H9D55A17233EB4E2A91DAC49660DD815" legis-path="2.(a)"> subsection (a)</internal-xref>. The Office of Science and
			 Technology Policy shall chair the interagency committee.</text>
				</paragraph><paragraph id="HC49E5AF9DD7B4D6EBCD9AF8452698288"><enum>(2)</enum><header>Composition</header><text>The
			 interagency committee shall include a representative from each agency that
			 conducts research related to water or has authority over resources that affect
			 water supply, as well as a representative from the Office of Management and
			 Budget.</text>
				</paragraph><paragraph id="HA74F917DA56745A5A232B5CE445743BB"><enum>(3)</enum><header>Functions of the
			 Interagency Committee</header><text>The interagency committee shall—</text>
					<subparagraph id="HC93D8AF3B6854DA4BCFDE8CA79E9C26"><enum>(A)</enum><text>develop a National
			 Water Research and Assessment Plan (in this Act referred to as the
			 <quote>plan</quote>) in accordance with
			 <internal-xref idref="H32C315AFC5674E1583EF6717D6A52848" legis-path="2.(c)">subsection (c)</internal-xref>;</text>
					</subparagraph><subparagraph id="HAA04E95E2E16447AB3E9AC159986CAA1"><enum>(B)</enum><text display-inline="yes-display-inline">coordinate all Federal research,
			 development, demonstration, data collection and dissemination, education, and
			 technology transfer activities pertaining to water;</text>
					</subparagraph><subparagraph id="H42A80C11865D4FF2B8D136701873CE3"><enum>(C)</enum><text display-inline="yes-display-inline">ensure cooperation among Federal agencies
			 with respect to water-related research, development, and technological
			 innovation activities to avoid duplication of effort and to ensure optimal use
			 of resources and expertise; and</text>
					</subparagraph><subparagraph id="H07140E5274E94BECA2E705CB00D86D36"><enum>(D)</enum><text display-inline="yes-display-inline">facilitate technology transfer,
			 communication, and opportunities for information exchange with non-governmental
			 organizations, State and local governments, industry, and other members of the
			 stakeholder community through the office established in paragraph (4).</text>
					</subparagraph></paragraph><paragraph id="H2B57F42F9B2E4C449CED2EC6144CB46C"><enum>(4)</enum><header>National Water
			 Initiative Coordination Office</header>
					<subparagraph id="H700C3FBC27094DD800E47E37DB3F636"><enum>(A)</enum><header>In
			 General</header><text display-inline="yes-display-inline">Not later than 3
			 months after the date of enactment of this Act, the President shall establish a
			 National Water Initiative Coordination Office (in this Act referred to as the
			 <quote>Office</quote>), with full-time staff, to—</text>
						<clause id="HF9E08BAB08A8424CA4177CF149D33BC2"><enum>(i)</enum><text>provide technical
			 and administrative support to the interagency committee;</text>
						</clause><clause id="HDE9241342530410EA4F3342135FEFEA2"><enum>(ii)</enum><text>serve as a point
			 of contact on Federal water activities for government agencies, organizations,
			 academia, industry, professional societies, and others to exchange technical
			 and programmatic information; and</text>
						</clause><clause id="HD772AE36C9FA4A1F8ED96903518C3EE0"><enum>(iii)</enum><text display-inline="yes-display-inline">communicate with the public on the findings
			 and recommendations of the interagency committee based on the activities
			 conducted pursuant to the Initiative.</text>
						</clause></subparagraph><subparagraph id="HAEA686B47018434293E6E322B600F880"><enum>(B)</enum><header>Funding</header><text>The
			 operation of the Office shall be supported by funds contributed from each
			 agency represented on the interagency committee.</text>
					</subparagraph></paragraph></subsection><subsection id="H32C315AFC5674E1583EF6717D6A52848"><enum>(c)</enum><header>National Water
			 Research and Assessment Plan</header>
				<paragraph id="H9B7AC1A6003F400DA6C218B3FEBE9121"><enum>(1)</enum><header>Plan
			 Development</header><text display-inline="yes-display-inline">The plan required
			 under
			 <internal-xref idref="HC93D8AF3B6854DA4BCFDE8CA79E9C26" legis-path="2.(b)(3)(A)">subsection (b)(3)(A)</internal-xref> shall establish
			 the priorities for Federal water research, including federally funded research,
			 and assessment for the 4-year period beginning in the year in which the plan is
			 submitted to Congress. In the development of the plan, the Committee shall
			 consider and utilize recommendations and information in reports that have
			 addressed water research needs, including the 2007 report issued by the
			 Subcommittee on Water Availability and Quality (SWAQ) of the National Science
			 and Technology Council’s Committee on Environment and Natural Resources and
			 recommendations of the National Academy of Sciences.</text>
				</paragraph><paragraph id="H9D64CC272FB54909BFFDD2F1F5F338DB"><enum>(2)</enum><header>Specific
			 Requirements</header><text>The plan shall—</text>
					<subparagraph id="HD54F69C176D04C6782AB6260AFDA130"><enum>(A)</enum><text>identify each
			 current program and activity of each Federal agency related to the
			 Initiative;</text>
					</subparagraph><subparagraph id="HBDECDAD0BE164FDDAE2654FDCB90CEA7"><enum>(B)</enum><text>identify funding
			 levels for the previous fiscal year for each program and, if applicable, each
			 activity identified in
			 <internal-xref idref="HD54F69C176D04C6782AB6260AFDA130" legis-path="2.(c)(2)(A)">subparagraph (A)</internal-xref>;</text>
					</subparagraph><subparagraph id="H689D543851D94ADABB95BED31059716F"><enum>(C)</enum><text>set forth a
			 strategy and a timeline to achieve the outcomes described in
			 <internal-xref idref="H7D10E9C1995643AAB300C554A2043189" legis-path="2.(d)">subsection (d)</internal-xref> and shall describe—</text>
						<clause id="H5949E0ADCDAF4D289100CA7954DA6B9"><enum>(i)</enum><text>each
			 activity required of each agency responsible for contributing to each such
			 outcome;</text>
						</clause><clause id="H85B9B3FD0A0A43AB946B35BFD3868603"><enum>(ii)</enum><text>the
			 funding levels necessary to achieve each such outcome; and</text>
						</clause><clause id="HD59E6372DDDB4D2F8DA977AB805820E7"><enum>(iii)</enum><text>the distribution
			 of funds between each agency based on such agency’s role in carrying out such
			 activity;</text>
						</clause></subparagraph><subparagraph id="H35944305AA6347F08357A6EC10498EEF"><enum>(D)</enum><text display-inline="yes-display-inline">be subject to a 90-day public comment
			 period and shall address suggestions received and incorporate public input
			 received, as appropriate; and</text>
					</subparagraph><subparagraph id="H1D0B6ACF8FFB4796AD49853600000139"><enum>(E)</enum><text>be submitted to
			 Congress not later than 1 year after the date of enactment of this Act.</text>
					</subparagraph></paragraph></subsection><subsection id="H7D10E9C1995643AAB300C554A2043189"><enum>(d)</enum><header>Water Research
			 Outcomes</header><text>The plan shall outline and direct agencies under the
			 interagency committee to work to achieve the following outcomes:</text>
				<paragraph id="H0F612F7A09564F49978D1E5B7B8F3CE5"><enum>(1)</enum><text display-inline="yes-display-inline">Implementation of a National Water Census,
			 which shall include the collection of data on national water resources to
			 create a comprehensive database that includes information about the quantity,
			 availability, and quality of ground water and surface water resources.</text>
				</paragraph><paragraph id="H367583A2B69740DC863C9EFA708EA725"><enum>(2)</enum><text>Development of a
			 new generation of water monitoring techniques.</text>
				</paragraph><paragraph id="HABE9B986D28A46078044E309D772B6F"><enum>(3)</enum><text>Development of
			 technologies for enhancing reliable water supply.</text>
				</paragraph><paragraph id="H14A03F840F264150B966042D49ADA2C1"><enum>(4)</enum><text display-inline="yes-display-inline">Development of innovative technologies and
			 tools to enhance water-use efficiency and tools to encourage public acceptance
			 of such technologies.</text>
				</paragraph><paragraph id="H094F1F40A44240EEB226A7858C51444D"><enum>(5)</enum><text display-inline="yes-display-inline">Development of tools and processes to
			 facilitate resolution of conflicts over water resources.</text>
				</paragraph><paragraph id="H9AB04C7788A047729EFC184428F544FB"><enum>(6)</enum><text>Improvement of
			 understanding of water-related ecosystem services and ecosystem needs for
			 water.</text>
				</paragraph><paragraph id="H848EE098B14F43B2B600E9383A09885"><enum>(7)</enum><text>Improvement of
			 hydrologic prediction models and their applications.</text>
				</paragraph><paragraph id="HCAC14A3D56134E67A26B01D85592293E"><enum>(8)</enum><text display-inline="yes-display-inline">Analyses of the energy required to provide
			 reliable water supplies and the water required to provide reliable energy
			 supplies throughout the United States.</text>
				</paragraph></subsection><subsection id="H18DB26A3132E4C819731796D001B2830"><enum>(e)</enum><header>Advisory
			 Committee</header><text display-inline="yes-display-inline">The President shall
			 establish, or designate, an advisory committee to advise the Interagency
			 Committee established under subsection (b).</text>
			</subsection></section><section id="H63E263CE4F2441E4B6D64967B4E1AEF9"><enum>3.</enum><header>Budget
			 Coordination</header>
			<subsection id="HB941175B70E5417F8738C4E88348A180"><enum>(a)</enum><header>In
			 General</header><text>The President shall provide guidance to each Federal
			 agency participating in the Initiative with respect to the preparation of
			 requests for appropriations for activities related to the plan.</text>
			</subsection><subsection id="H4A0102E9577949F0A507613BDAC78FB"><enum>(b)</enum><header>Consideration in
			 the President’s Budget</header><text>The President shall submit, at the time of
			 the President’s annual budget request to Congress, a description of those items
			 in each agency’s budget which are elements of the plan or help to achieve the
			 outcomes of the plan.</text>
			</subsection></section><section id="H0AC8E4673EF64F889E2F00FCD3EFBF75"><enum>4.</enum><header>Annual
			 report</header><text display-inline="no-display-inline">Concurrent with the
			 annual submission of the President’s budget to Congress, the President shall
			 submit to Congress a report that describes the activities and results of the
			 Initiative during the previous fiscal year and outlines the objectives for the
			 next fiscal year. The report shall include detailed information on all programs
			 and activities involved in the Initiative, including an analysis of progress
			 towards achieving the outcomes listed in
			 <internal-xref idref="H7D10E9C1995643AAB300C554A2043189" legis-path="2.(d)">section 2(d)</internal-xref>.</text>
