		<official-title>To authorize the National Aeronautics and Space
		  Administration and the National Oceanic and Atmospheric Administration to
		  procure, launch, and operate the next generation of weather forecasting
		  satellites.</official-title>

		<section id="HD28DB4010E744EF79443025DDAAACEE7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Hurricane Satellite Modernization
			 Act</short-title></quote>.</text>
		</section><section id="H4E21AFE7EE85484D9B2254562CF0B179" section-type="subsequent-section"><enum>2.</enum><header>XOVWM
			 Constellation</header>
			<subsection id="HDCA5D749ECEA42CB80A2BC98556863E"><enum>(a)</enum><header>Role of
			 NASA</header>
				<paragraph id="H550548271506475CA11B6765FE675DE5"><enum>(1)</enum><header>In
			 general</header><text>The Administrator of NASA is authorized to procure and
			 launch the next-generation Extended Ocean Vector Winds Mission, or XOVWM,
			 constellation of satellites.</text>
				</paragraph><paragraph id="H4237313ECBB243D6B3B1BE09CB2E00"><enum>(2)</enum><header>Coordination</header><text display-inline="yes-display-inline">The Administrator of NASA shall coordinate
			 with NOAA to ensure that the capabilities of the XOVWM constellation of
			 satellites will meet the operational data needs of NOAA.</text>
				</paragraph><paragraph id="H839B7DDDBB3149D983D0D85860B43E66"><enum>(3)</enum><header>Plan</header><text display-inline="yes-display-inline">The Administrator of NASA shall develop a
			 plan and schedule for the procurement and launch of the XOVWM constellation of
			 satellites and shall submit such plan to the Committee on Science and
			 Technology of the House of Representatives and the Committee on Commerce,
			 Science, and Transportation of the Senate.</text>
				</paragraph></subsection><subsection id="H4653C68F2BE94C0D84B2B48BA73D5DEF"><enum>(b)</enum><header>Role of
			 NOAA</header><text>The Administrator of NOAA is authorized to operate the
			 constellation of satellites procured and developed under subsection
			 (a)(1).</text>
			</subsection><subsection id="HB665AA0784DA4F43AEF9CDEB98DB377"><enum>(c)</enum><header>Annual
			 Report</header><text>The Administrator of NASA and the Administrator of NOAA
			 shall submit to Congress an annual report about each agency’s progress in
			 conducting the activities authorized by this section.</text>
			</subsection></section><section id="HB3F5E362925C4B5898A7AA87C896EA2"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H10931D843D9F43A2B9629CA4057FA597"><enum>(1)</enum><header>NASA</header><text>The
			 term <quote>NASA</quote> means the National Aeronautics and Space
			 Administration.</text>
			</paragraph><paragraph id="H5D6C7814B395413FBD5BA23BAB7D0505"><enum>(2)</enum><header>NOAA</header><text display-inline="yes-display-inline">The term <quote>NOAA</quote> means the
			 National Oceanic and Atmospheric Administration.</text>
			</paragraph></section><section id="H5E666F0B1CB446A29E5CD55CE2009BD6"><enum>4.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There is
			 authorized to be appropriated to the Administrator of NASA and the
			 Administrator of NOAA a total of $3,000,000,000 for fiscal years 2008 through
			 2025 for the purpose of carrying out section 2.</text>
