<official-title>To establish the World War I centennial commission to ensure a suitable observance of the centennial of World War I.</official-title>

<section id="H00964FDB47454B1BBFF39BD70047A9D2" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text> 
<paragraph id="HE46E815500524CE2A29FDF64301B1CFD"><enum>(1)</enum><text display-inline="yes-display-inline">more than 4,000,000 men and women from the United States served in uniform in the defense of liberty during World War I, among them two future presidents, Harry S. Truman and Dwight D. Eisenhower;</text></paragraph> 
<paragraph id="HB59103B3E7634D4399139FFD0277C317"><enum>(2)</enum><text>2,000,000 individuals from the United States served overseas during World War I, including 200,000 naval personnel who served on the seas;</text></paragraph> 
<paragraph id="H56BAE3B2162149C98214FC6FF0843EEC"><enum>(3)</enum><text display-inline="yes-display-inline">the United States suffered 375,000 casualties during World War I;</text></paragraph> 
<paragraph id="H783914FBA1F64DB9BA2FE8D27C72FB21"><enum>(4)</enum><text display-inline="yes-display-inline">the events of 1914 through 1918 shaped the world, our country, and the lives of millions of people in countless ways;</text></paragraph> 
<paragraph id="HAC3A9DA19422407C834C78AA3747E626"><enum>(5)</enum><text>the centennial of World War I offers an opportunity for people in the United States to learn about the sacrifices of their predecessors; </text></paragraph> 
<paragraph id="H8E9A61872ADB477387D80073D6E64D21"><enum>(6)</enum><text>commemorative efforts allow people in the United States to gain a historical understanding of the type of conflicts that cause countries to go to war and how those conflicts are resolved;</text></paragraph> 
<paragraph id="H5254E2CF01FD4D0DA1FC91FCBACDB34"><enum>(7)</enum><text display-inline="yes-display-inline">Kansas City is home to America’s National World War I Museum, as so recognized in the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/108/375">Public Law 108–375</external-xref>);</text></paragraph> 
<paragraph id="H1694BBBBD3724E44A48B699C54970950"><enum>(8)</enum><text>America’s National World War I Museum seeks—</text> 
<subparagraph id="HA7CEEBFD8C74427090994EE05A4448E"><enum>(A)</enum><text>to preserve the history of World War I; and</text></subparagraph> 
<subparagraph id="HF70B4AE6DBC848D6B2CD097EA4153CBB"><enum>(B)</enum><text>to educate and enlighten people about this significant event, the consequences of which are still with us;</text></subparagraph></paragraph> 
<paragraph id="HCDE50EFF1C284F49B45F87F36148087B"><enum>(9)</enum><text>Kansas City is home to the national headquarters for the Veterans of Foreign Wars;</text></paragraph> 
<paragraph id="HF9B6ECC9820D4B3585FED6DA3EC5E2B1"><enum>(10)</enum><text>Missouri is the home State of General John Joseph Pershing, who commanded the American Expeditionary Forces in Europe during World War I;</text></paragraph> 
<paragraph id="HFCA4D84400CC4AF4AA47B6832E55E883"><enum>(11)</enum><text>the Kansas City area is the home of the Harry S. Truman Presidential Library and Museum; and</text></paragraph> 
<paragraph id="H36FD41B5EAC249F4A533C980D6D447BB"><enum>(12)</enum><text>the Dwight David Eisenhower Presidential Library and Museum is located close to Kansas City in the neighboring State of Kansas.</text></paragraph></section> 
<section id="HA01DCA1330064553AA615F681670BD8"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to establish a commission, in Kansas City, Missouri, on the centennial of World War I to ensure a suitable observance of the centennial of World War I that promotes the values of honor, courage, patriotism, and sacrifice, in keeping with the representation of these values through the four Guardian Spirits sculpted on the Liberty Memorial Monument at America’s National World War I Museum.</text></section> 
<section id="HB68EAC74585843E8917600EA69698F6"><enum>3.</enum><header>Commission on the commemoration of the centennial of World War I</header> 
<subsection id="HEEA12955A4174BAD812BE5A0F1F3F8D3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">There is established a commission to be known as the World War I Centennial Commission (in this Act referred to as the <quote>Commission</quote>).</text></subsection> 
<subsection id="HDF83EF9EE66E48A9A971D526BBCF691" display-inline="no-display-inline"><enum>(b)</enum><header>Duties</header><text display-inline="yes-display-inline">The Commission shall have the following duties:</text> 
<paragraph id="H8074C5A6D1CC44E686B6F7596D5FB9AF"><enum>(1)</enum><text>To plan, develop, and execute programs, projects, and activities to commemorate the centennial of World War I.</text></paragraph> 
<paragraph id="HB5D56F210DD54D3988132944A586AF96"><enum>(2)</enum><text>To encourage private organizations and State and local governments to organize and participate in activities commemorating the centennial of World War I.</text></paragraph> 
<paragraph id="HC02FC9CF679442C99608E8017131251F"><enum>(3)</enum><text>To facilitate and coordinate activities throughout the United States related to the centennial of World War I.</text></paragraph> 
<paragraph id="HC1EE2635F88F4DB5B8B5A53E2C85FF"><enum>(4)</enum><text>To serve as a clearinghouse for the collection and dissemination of information about events and plans for the centennial of World War I.</text></paragraph></subsection> 
<subsection id="H7B4EAFC9FBEE47969CF00647D5FF6A4"><enum>(c)</enum><header>Membership</header> 
<paragraph id="H1EEE228AEA0A4FE196FD4D93D96000FF"><enum>(1)</enum><header>Number and Appointment</header><text>The Commission shall be composed of 24 members as follows:</text> 
<subparagraph id="H1C43C4E6E3BC4751A283125CFA6090FD" commented="no"><enum>(A)</enum><text>Four members appointed by the Speaker of the House of Representatives.</text></subparagraph> 
<subparagraph id="H0331AB043E8842ED95576412D836AEE7"><enum>(B)</enum><text>Three members appointed by the minority leader of the House of Representatives.</text></subparagraph> 
<subparagraph id="H48A6FE0953424549A3DDEAF611A65961" commented="no"><enum>(C)</enum><text>Four members appointed by the Senate majority leader.</text></subparagraph> 
<subparagraph id="H4DC309EDB3A24938931FE51518BAAA38"><enum>(D)</enum><text>Three members appointed by the Senate minority leader.</text></subparagraph> 
<subparagraph id="HA7BA320D05C24B8A0000B24541CA76F8" commented="no"><enum>(E)</enum><text>Seven members who are broadly representative of the people of the United States (including members of the armed services and veterans), appointed by the President. </text></subparagraph> 
<subparagraph id="HF7C55D3817B4465E95C04996F6006206" display-inline="no-display-inline" commented="no"><enum>(F)</enum><text>The executive director of the Veterans of Foreign Wars of the United States (or the director’s delegate).</text></subparagraph> 
<subparagraph id="HBFCDA75C24904B8E8BF6E9E199B3E116" commented="no"><enum>(G)</enum><text display-inline="yes-display-inline">The executive director of the American Legion (or the director’s delegate).</text></subparagraph> 
<subparagraph id="HA136BCDCAC3340E6A303108BFF0F33B" commented="no"><enum>(H)</enum><text display-inline="yes-display-inline">The president of the Liberty Memorial Association, the nonprofit entity responsible for the management of America’s National World War I Museum (or the president’s delegate).</text> </subparagraph> </paragraph> 
<paragraph id="H71EA13354F0E4922A33C859E00D69C13" commented="no"><enum>(2)</enum><header>Continuation of membership</header><text>If a member of the Commission under paragraph (1)(F) through (H) ceases to hold a position named in such paragraph, that member must resign from the Commission as of the date that the member ceases to hold that position.</text></paragraph> 
<paragraph id="H448FC219C18843488D0862DA31DC856"><enum>(3)</enum><header>Terms</header><text display-inline="yes-display-inline">Each member shall be appointed for the life of the Commission.</text></paragraph> 
<paragraph id="HB5CD9DEDE1664CFBB857986E83C1A800"><enum>(4)</enum><header>Vacancies</header><text display-inline="yes-display-inline">A vacancy in the Commission shall be filled in the manner in which the original appointment was made.</text></paragraph> 
<paragraph id="HC52FA017ADBA4A21BEEDCE479379D25"><enum>(5)</enum><header>Pay</header><text display-inline="yes-display-inline">Members shall serve without pay.</text></paragraph> 
<paragraph id="H9EF8C5A9EB6C4E30B07D68A2F3E2AF1F"><enum>(6)</enum><header>Travel expenses</header><text display-inline="yes-display-inline">Each member shall receive travel expenses, including per diem in lieu of subsistence, in accordance with the applicable provisions under subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code.</text></paragraph> 
<paragraph id="H10B798B5D578400692D9DFF004E2F718"><enum>(7)</enum><header>Quorum</header><text display-inline="yes-display-inline">Thirteen members of the Commission shall constitute a quorum, but a lesser number may hold hearings.</text></paragraph> 
<paragraph id="H8CEE0AF7ADB74B6CAFF018262B6DF5C7"><enum>(8)</enum><header>Chairperson; Vice Chairperson</header><text display-inline="yes-display-inline">The Commission shall elect the Chairperson and Vice Chairperson of the Commission.</text></paragraph> 
<paragraph id="H7D2AC255DD5C4BACA427562C53EAD32F"><enum>(9)</enum><header>Meetings</header> 
<subparagraph id="H81A9435C12E245E6B0D9C76538EAEC45"><enum>(A)</enum><header>In general</header><text>The Commission shall meet at the call of the Chairperson, except that the first meeting shall be held before the end of the 30-day period beginning on the effective date of this Act.</text></subparagraph> 
<subparagraph id="HDCEF0DA4C3ED492F80232C1B61B0C250"><enum>(B)</enum><header>Location</header><text>The Commission shall hold the first meeting at America’s National World War I Museum in Kansas City, Missouri, and thereafter shall hold at least one meeting per year at such location.</text></subparagraph></paragraph> </subsection> 
<subsection id="HCC533557F4A44AD1B0911BDE0614863"><enum>(d)</enum><header>Director and Additional Personnel of the Commission; Experts and Consultants</header> 
<paragraph id="H9AF4CBD059FC420A8DA2B424EE5DEC17"><enum>(1)</enum><header>Director and staff</header> 
<subparagraph id="HFCB9395021CD47649FB7935CBF00587D" commented="no"><enum>(A)</enum><header>Appointment</header><text display-inline="yes-display-inline">The Chair of the Commission shall, in consultation with the members of the Commission, appoint an executive director and such other additional personnel as may be necessary to enable the Commission to perform its duties.</text></subparagraph> 
<subparagraph id="HB3361D2E33CF4572B1C0EC8238DFA2E1" commented="no"><enum>(B)</enum><header>Pay</header> 
<clause id="HE6A1EC4B7326488D9258B597388956B"><enum>(i)</enum><header>Executive director</header><text>The executive director shall be paid at a rate not to exceed the rate of basic pay payable for level IV of the Executive Schedule established under <external-xref legal-doc="usc" parsable-cite="usc/5/5315">section 5315</external-xref> of title 5, United State Code. </text></clause> 
<clause id="H4008222A64D6444895CC13E3EF3E35F"><enum>(ii)</enum><header>Additional personnel</header><text>The executive director may fix the pay of any additional personnel appointed under <internal-xref idref="HFCB9395021CD47649FB7935CBF00587D" legis-path="3.(d)(1)(A)">subparagraph (A)</internal-xref> as the executive director considers appropriate.</text></clause></subparagraph> 
<subparagraph id="HE93F17E3856A46A48E2E80B84DF66058"><enum>(C)</enum><header>Work Location</header><text display-inline="yes-display-inline">If the city government for Kansas City, Missouri, and the nonprofit organization which administers America’s National World War I Museum make space available, the executive director and any additional personnel appointed under <internal-xref idref="HFCB9395021CD47649FB7935CBF00587D" legis-path="3.(d)(1)(A)">subparagraph (A)</internal-xref> shall work in the building that houses that museum.</text></subparagraph></paragraph> 
<paragraph id="HD50141B0C8CF49618BCDD29E1C143DA7"><enum>(2)</enum><header>Experts and consultants</header><text display-inline="yes-display-inline">The Commission may procure temporary and intermittent services under <external-xref legal-doc="usc" parsable-cite="usc/5/3109">section 3109(b)</external-xref> of title 5, United States Code.</text></paragraph> 
<paragraph id="H8F926317B11F45E99C1FB3C4EB829C0"><enum>(3)</enum><header>Staff of federal agencies</header><text display-inline="yes-display-inline">Upon request of the Commission, the head of any Federal department or agency may detail, on a reimbursable basis, any personnel of that department or agency to the Commission to assist it in carrying out its duties under this Act.</text></paragraph></subsection> 
<subsection id="H7B5D59EB8D81405BA51C84A477E599C1"><enum>(e)</enum><header>Powers of the Commission</header> 
<paragraph id="HC4B1CCF1DF3B4C42B391CFE78807CE4E"><enum>(1)</enum><header>Hearings and sessions</header><text display-inline="yes-display-inline">For the purpose of carrying out this Act, the Commission may hold hearings, sit and act at times and places, take testimony, and receive evidence as the Commission considers appropriate.</text></paragraph> 
<paragraph id="HBB65EA449F4F4B5700FA2C08A0D8FF00"><enum>(2)</enum><header>Powers of members and agents</header><text display-inline="yes-display-inline">If authorized by the Commission, any member or agent of the Commission may take any action which the Commission is authorized to take by this section.</text></paragraph> 
<paragraph id="H03D43F147AB44126926C965123236F37"><enum>(3)</enum><header>Obtaining official data</header><text display-inline="yes-display-inline">The Commission shall secure directly from any department or agency of the United States information necessary to enable it to carry out this Act. Upon the request of the Chairperson of the Commission, the head of that department or agency shall furnish that information to the Commission.</text></paragraph> 
<paragraph id="H30DAA0323DAC485F8823E9CF92A8DF" commented="no"><enum>(4)</enum><header>Gifts, bequests, and devises</header> 
<subparagraph id="H18053DA2F64942F7A1FBB4003313F1D4" commented="no"><enum>(A)</enum><header>Acceptance by Commission</header><text>The Commission may accept, use, and dispose of gifts, bequests, or devises of services or property, both real and personal, for the purpose of aiding or facilitating the work of the Commission.</text></subparagraph> 
<subparagraph id="HF6951F1F69E14C11AD3B53585904AFB" commented="no"><enum>(B)</enum><header>Deposit and availability</header><text>Gifts, bequests, or devises of money and proceeds from sales of other property received as gifts, bequests, or devises shall be deposited in the Treasury and shall be available for disbursement upon order of the Commission.</text></subparagraph></paragraph> 
<paragraph id="H8BB43DF0E66347728167B90077D73717"><enum>(5)</enum><header>Mails</header><text display-inline="yes-display-inline">The Commission may use the United States mails in the same manner and under the same conditions as other departments and agencies of the United States.</text></paragraph> 
<paragraph id="H7F7808EB923E443A002061375792A8E5"><enum>(6)</enum><header>Administrative support services</header><text display-inline="yes-display-inline">Upon the request of the Commission, the Administrator of General Services shall provide to the Commission, on a reimbursable basis, the administrative support services necessary for the Commission to carry out its responsibilities under this Act.</text></paragraph> 
<paragraph id="H93C4CF5B21D940F086AECB63E215E3E8" commented="no"><enum>(7)</enum><header>Contract authority</header><text display-inline="yes-display-inline">The Commission is authorized to procure supplies, services, and property and to make or enter in contracts, leases, or other legal agreements; except that any contract, lease, or other legal agreement made or entered into by the Commission may not extend beyond the date of termination of the Commission.</text></paragraph></subsection> 
<subsection id="H4C5C20EFCFCA4B3E98A0BB795D79D651"><enum>(f)</enum><header>Reports</header> 
<paragraph id="HFA5ECB792C02448C9EBE839BAFF832F"><enum>(1)</enum><header>Periodic report</header><text>Beginning not later than the last day of the 3-month period beginning on the date of enactment of this Act and the last day of each 3-month period thereafter, the Commission shall submit to Congress and the President a report on the activities and plans of the Commission.</text></paragraph> 
<paragraph id="HCE73118CB6EB457F83D96D1D20917BED"><enum>(2)</enum><header>Recommendations</header><text display-inline="yes-display-inline">Not later than 2 years after the effective date of this Act, the Commission shall submit to Congress and the President a report containing specific recommendations for commemorating the centennial of World War I and coordinating related activities.</text></paragraph></subsection> 
<subsection id="H4C6F7347FA2B48DB93CFC073E6B4929E"><enum>(g)</enum><header>Termination</header><text display-inline="yes-display-inline">The Commission shall terminate on the earlier of the date that is 30 days after the activities honoring the centennial observation of World War I are carried out or July 28, 2019. <external-xref legal-doc="usc-act" parsable-cite="usc-act/Federal Advisory Committee Act /14">Section 14(a)(2)(B)</external-xref> of the Federal Advisory Committee Act (5 U.S.C. App.), relating to the termination of advisory committees, shall not apply to the Commission.</text></subsection> 
<subsection id="H5592ED552C354A1AB165289666D0D700"><enum>(h)</enum><header>Effective date</header><text display-inline="yes-display-inline">This Act shall be effective on January 1, 2010.</text></subsection></section>
