			 Speaker, in each case for consideration of such provisions as fall within the
			 jurisdiction of the committee concerned</action-desc>

		<official-title>To prohibit the use of funds by the Central Intelligence
		  Agency or the Department of Defense to provide covert or clandestine assistance
		  for the purpose of overthrowing the Government of Iran.</official-title>

		<section id="HBF5F0F885A754A22A94EE9A9442B312E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Transparent Actions over Covert
			 Tactics in Iran Act of 2008</short-title></quote> or <quote><short-title>TACT in Iran Act</short-title></quote> .</text>
		</section><section id="H9A2B5C7353DE493493331790070010EE"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H6B8789F27BED4ECD8C44BFA9517C6169"><enum>(1)</enum><text display-inline="yes-display-inline">The security of the United States is not
			 enhanced when the United States acts in a manner that leads other nations to
			 distrust its public pronouncements, question its motives, and view its actions
			 with suspicion.</text>
			</paragraph><paragraph id="HDEB782B18BA045DE926FA8A395418993"><enum>(2)</enum><text display-inline="yes-display-inline">Engaging in covert or clandestine
			 activities intended to undermine or overthrow the Government of Iran is
			 antithetical to democratic values and respect for the rule of law.</text>
			</paragraph></section><section id="HD7C10454B4BD4ECFB0DA7500253DB153"><enum>3.</enum><header>Prohibition on
			 use of funds to covertly or clandestinely support the overthrow of the
			 Government of Iran</header>
			<subsection id="H81249033111244BEB24E529F07DB7B39"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subject to subsection
			 (b), no funds appropriated to the Federal Government may be obligated or
			 expended by the Central Intelligence Agency or the Department of Defense to
			 provide covert or clandestine support, including military training or advice or
			 equipment for military activities, for the purpose of overthrowing the
			 Government of Iran.</text>
			</subsection><subsection id="HA757E3C2E985493EA70000962592489D"><enum>(b)</enum><header>Exception for
			 declaration of war</header><text>Subsection (a) shall not apply if a
			 declaration of war by Congress with respect to Iran is in effect.</text>
