<official-title>To direct the Secretary of the Interior to give priority to consideration of applications for permits and other authorizations required for renewable energy projects on Federal public land, and for other purposes.</official-title>

<section id="H7CC0859553E9472591774C5656C9AFA9" section-type="section-one"><enum>1.</enum><header>Renewable energy projects on public lands</header> 
<subsection id="HE1DD669E7F0346B6B8141F4F409E0042"><enum>(a)</enum><header>Applications for renewable energy projects on Federal public land</header> 
<paragraph id="HE507E15504E840DEB686DB9CAD591D35"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of the Interior—</text> 
<subparagraph id="HC9C54E9756E5453A93D213EE247900A4"><enum>(A)</enum><text>shall give priority to consideration of applications for permits and other authorizations required for renewable energy projects on Federal public land;</text></subparagraph> 
<subparagraph id="H2F4DB484EA0B4C4BAD9C72CCBEF55F4"><enum>(B)</enum><text>shall issue regulations that establish an expedited and efficient process for the submission and consideration of such applications, including projects pending before the Department of the Interior on the date of the enactment of this Act; and</text></subparagraph> 
<subparagraph id="HF1BEDE6AE05345E6B44BF47F5CD08B88"><enum>(C)</enum><text>shall approve or disapprove such an application by not later than 180 days after the date the application is submitted.</text></subparagraph></paragraph> 
<paragraph id="HD62288FC2E684CAB8B78FC130931582C"><enum>(2)</enum><header>Failure to act on application</header><text>If the Secretary fails to approve or disapprove an application in accordance with paragraph (1)(C), the application is deemed approved by the Secretary </text></paragraph></subsection> 
<subsection id="H0EFD1C60BEF54D0FB1075D2F00D29BDE"><enum>(b)</enum><header>Treatment under National Environmental Policy Act of 1969</header><text>For purposes of the National the Environmental Policy Act of 1969 and the regulations under that Act—</text> 
<paragraph id="H052C1DA2381F468FAD6D3361468C03C"><enum>(1)</enum><text>any renewable energy project on Federal public land is deemed to be in the public interest; and</text></paragraph> 
<paragraph id="H365279DF03404816BFEACCD0B7298F37"><enum>(2)</enum><text>no statement under section 102(2)(C) of that Act (<external-xref legal-doc="usc" parsable-cite="usc/42/4332">42 U.S.C. 4332(2)(C)</external-xref>) is required for such a project if an environmental assessment is prepared for the project in accordance with those regulations.</text></paragraph></subsection> 
<subsection id="HDF15405BBFAB41C9A900699BA9EA2597"><enum>(c)</enum><header>Lease or sale of Federal public land</header> 
<paragraph id="H293A2E6D41B840E294AA18857683AA1B"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In any lease or sale of Federal public land for use for a renewable energy project, the amount required to be paid to the United States as rent or the purchase price shall not exceed the fair market value of the land before any construction or other improvement of the land for such project.</text></paragraph>
<paragraph id="H6B6CACEEA8DA48F68DC63A493E29DDE"><enum>(2)</enum><header>Limitation</header><text>Paragraph (1) shall not apply with respect to any part of the land that is used for any purpose other than for the renewable energy project.</text></paragraph> </subsection> 
<subsection id="H1869AD2C58AB4B8CBDF5D07F008F0039"><enum>(d)</enum><header>Identification of suitable land</header><text display-inline="yes-display-inline">The Secretary of the Interior shall promptly identify Federal public land under the administrative jurisdiction of the Secretary that is suitable and feasible for renewable energy projects.</text></subsection></section>
