		<section id="H3EE42CCF79C144A480926526872F8FFD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>All Bonuses Left Behind Act of
			 2008</short-title></quote>.</text>
		</section><section id="HFF226A66FC844738B21400414CCB3E61"><enum>2.</enum><header>Limitation on
			 golden parachute payments</header><text display-inline="no-display-inline">Section 1318(e) of the Federal Housing
			 Enterprises Financial Safety and Soundness Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/12/4518">12 U.S.C. 4518(e)(1)</external-xref>),
			 as added by section 1114 of the Federal Housing Finance Regulatory Reform Act
			 of 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/289">Public Law 110–289</external-xref>), is amended—</text>
			<paragraph id="HF11C54B081D84D26BAA9CEA268CBD233"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2), by striking
			 <quote>paragraph (1)</quote> and inserting <quote>paragraph (2)</quote>;</text>
			</paragraph><paragraph id="H858B878BD04941AE00F54C70A97343C2"><enum>(2)</enum><text>in paragraph
			 (5)(A), by striking <quote>paragraph (6)</quote> and inserting <quote>paragraph
			 (7)</quote>;</text>
			</paragraph><paragraph id="H2B0356A730324DDDADBA000080B42367"><enum>(3)</enum><text>in paragraph
			 (6)—</text>
				<subparagraph id="HA9F0B3D4250D4F9EA5D06D25E8EC82D0"><enum>(A)</enum><text>by striking
			 <quote>paragraph (5)(A)(iii)</quote> and inserting <quote>paragraph
			 (6)(A)(iii)</quote>; and</text>
				</subparagraph><subparagraph id="H79596DA6AACE45C4B1FC62AC4817A2A7"><enum>(B)</enum><text>by striking by
			 striking <quote>paragraph (5)(A)</quote> and inserting <quote>paragraph
			 (6)(A)</quote>; and</text>
				</subparagraph></paragraph><paragraph id="H645279F911EC4AF19F82055E9FE7C75E"><enum>(4)</enum><text>by redesignating
			 paragraphs (1) through (6) as paragraphs (2) through (7), respectively;
			 and</text>
			</paragraph><paragraph id="H6B7F32D0FC3B4E78928CDE69D242BEA6"><enum>(5)</enum><text>by inserting
			 before paragraph (2), as so redesignated, the following new paragraph:</text>

					<paragraph id="HD477EAFE29E1468BA25F757DEC33D2F1"><enum>(1)</enum><header>Requirement of
				specific authorization</header><text display-inline="yes-display-inline">No
				golden parachute payment or indemnification payment may be made with respect to
				any executive officer or member of the board of directors of the Federal
				National Mortgage Association or of the Federal Home Loan Mortgage Corporation,
				except pursuant to specific authority provided by Federal law to make such
				payment with respect to the individual officer or member of the board of
				directors that specifically names the individual with respect to whom the
				payment is to be made and identifies the payment or payments to be
				made.</text>
