		<official-title display="yes">To amend the Public Health Service Act to
		  provide for the establishment of a drug-free workplace information
		  clearinghouse, to support residential methamphetamine treatment programs for
		  pregnant and parenting women, to improve the prevention and treatment of
		  methamphetamine addiction, and for other purposes.</official-title>

		<section id="HD9705D82A3F143B9A8E625F2EA0078EC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Meth Free Families and Communities
			 Act</short-title></quote>.</text>
		</section><section id="H29049EE88381493D9165AB33E242A04E"><enum>2.</enum><header>Enhancing health
			 care provider awareness of methamphetamine addiction</header><text display-inline="no-display-inline">Section 507(b) of the Public Health Service
			 Act (42 U.S.C. 290bb(b)) is amended—</text>
			<paragraph id="H28E98996CC2B4731BAB23000F5344400"><enum>(1)</enum><text>by redesignating
			 paragraphs (13) and (14) as paragraphs (14) and (15), respectively; and</text>
			</paragraph><paragraph id="H07395EAACBD94D21A9DF6800D42B172"><enum>(2)</enum><text>by
			 inserting after paragraph (12) the following:</text>
				<quoted-block id="HFCBA553A4C394CBCA8205116CAE6C9CB" style="OLC">
					<paragraph id="H2B9D1EF5C91E43BEADDD487C19633623"><enum>(13)</enum><text>collaborate with
				professionals in the addiction field and primary health care providers to raise
				awareness about how to—</text>
						<subparagraph id="HF8402C847D284E06A1E4F788D20055C7"><enum>(A)</enum><text>recognize the
				signs of a substance abuse disorder; and</text>
						</subparagraph><subparagraph id="H108D45F185F843DEBD81D7B900EE9BD9"><enum>(B)</enum><text display-inline="yes-display-inline">apply evidence-based practices for
				screening and treating individuals with or at-risk for developing an addiction,
				including addiction to methamphetamine or other
				drugs;</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section display-inline="no-display-inline" id="HF83D08EAC04F4846A8B6B237EF8F284F" section-type="subsequent-section"><enum>3.</enum><header>Residential Treatment
			 Programs for Pregnant and Parenting Women</header><text display-inline="no-display-inline">Section 508 of the Public Health Service Act
			 (42 U.S.C. 290bb–1) is amended—</text>
			<paragraph id="H766FA4C8D3A548948DF250C2F55226EC"><enum>(1)</enum><text>in subsection
			 (a)—</text>
				<subparagraph id="H7BEE021F6B7844309100E6957D9E2FE6"><enum>(A)</enum><text>in the matter
			 preceding paragraph (1), by striking <quote>postpartum women treatment for
			 substance abuse</quote> and inserting <quote>parenting women treatment for
			 substance abuse (including treatment for addiction to
			 methamphetamine)</quote>;</text>
				</subparagraph><subparagraph id="HDB3BFBD86B7C43038236BA1564B69260"><enum>(B)</enum><text>in paragraph (1),
			 by striking <quote>reside in</quote> and inserting <quote>reside in or receive
			 outpatient treatment services from</quote>; and</text>
				</subparagraph><subparagraph id="H2F88FE378FE044128B4041A861816024"><enum>(C)</enum><text>in paragraph (2),
			 by striking <quote>reside with the women in</quote> and inserting <quote>reside
			 with the women in, or receive outpatient treatment services
			 from,</quote>;</text>
				</subparagraph></paragraph><paragraph id="H9ABD67CA57CF41AAA939A0BBC88A1A0"><enum>(2)</enum><text>in
			 subsection (d), by amending paragraph (2) to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H94065FA39D93450B997EFB2B1E055661" style="OLC">
					<paragraph id="H7177A6FCEE01454490C2A8EA88C57566"><enum>(2)</enum><text display-inline="yes-display-inline">Referrals for necessary hospital and dental
				services.</text>
					</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H4A6C1B28A080403AB7B55E36A5A62DD9"><enum>(3)</enum><text>by amending
			 subsection (h) to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H559C36B444504517BA00614828677E81" style="OLC">
					<subsection id="H8979E21C4620476B0071AB93B4C65D05"><enum>(h)</enum><header>Accessibility of
				program</header><text>A funding agreement for an award under subsection (a) for
				an applicant is that the program operated pursuant to such subsection will be
				accessible to—</text>
						<paragraph id="HB4CEA8C17A184F2B003F27B75EA62854"><enum>(1)</enum><text display-inline="yes-display-inline">pregnant and parenting women in low-income
				households; and</text>
						</paragraph><paragraph id="H37E9972883EA4D3DAFB2226B6E1CBF5"><enum>(2)</enum><text>pregnant and
				parenting women in health disparity
				populations.</text>
						</paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H2037E9CA833B46A89E48EC0000CD53A3"><enum>(4)</enum><text>by amending
			 subsection (m) to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H3F6016ED51A3495DA82EFB04F9A33BF" style="OLC">
					<subsection id="H9430BD5BFD2940FDAC86911E528BFBAD"><enum>(m)</enum><header>Allocation of
				awards</header><text display-inline="yes-display-inline">In making awards under
				subsection (a), the Director shall give priority to any entity that agrees to
				use the award for a program serving an area that—</text>
						<paragraph id="H3BACC6DF3D8D4A5DB068DA7F93D4D0D8"><enum>(1)</enum><text>is a rural area,
				an area designated under section 332 by the Administrator of the Health
				Resources and Services Administration as a health professional shortage area
				with a shortage of mental health professionals, or an area determined by the
				Director to have a shortage of family-based substance abuse treatment options;
				and</text>
						</paragraph><paragraph id="HAA33AB8D501F46BEA3F34CE14FD8FDEE"><enum>(2)</enum><text>is determined by
				the Director to have high rates of addiction to methamphetamine or other
				drugs.</text>
						</paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HAF9A8C84E3C04844A0762B4FE79F4C8F"><enum>(5)</enum><text>in subsection
			 (p)—</text>
				<subparagraph id="H8CA98686F1F74B8FB81D5B56AEE71D2E"><enum>(A)</enum><text>by striking
			 <quote>October 1, 1994</quote> and inserting <quote>October 1,
			 2009</quote>;</text>
				</subparagraph><subparagraph id="H9B4C74326C1B4EECAD91417438A72B63"><enum>(B)</enum><text>by inserting
			 <quote>In submitting reports under this subsection, the Director may use data
			 collected under this section or other provisions of law.</quote> after
			 <quote>biennial report under section 501(k).</quote>; and</text>
				</subparagraph><subparagraph id="H40ADD87527284D27AFAFCA23B35E4938"><enum>(C)</enum><text>by striking
			 <quote>Each report under this subsection shall include</quote> and all that
			 follows and inserting</text>
					<quoted-block display-inline="yes-display-inline" id="HAAF1E050B0234917B6BD85D64931B172" style="OLC">
						<text>Each report under this
			 subsection shall, with respect to the period for which the report is prepared,
			 include the following:</text><paragraph id="HA26AEA8875F34B4BA15C03A9A77B3588"><enum>(1)</enum><text>A summary of any
				evaluations conducted under subsection (o).</text>
						</paragraph><paragraph id="H3A47A84745E2436E8EAD238750721E44"><enum>(2)</enum><text>Data on the number
				of pregnant and parenting women in need of, but not receiving, treatment for
				substance abuse under programs carried out pursuant to this section. Such data
				shall include, but not be limited to, the number of pregnant and parenting
				women in need of, but not receiving, treatment for methamphetamine abuse under
				such programs, disaggregated by State and tribe.</text>
						</paragraph><paragraph id="H04F226A1DA054FA0990305FC65894FB2"><enum>(3)</enum><text>Data on recovery
				and relapse rates of women receiving treatment for substance abuse under
				programs carried out pursuant to this section, including data disaggregated
				with respect to treatment for methamphetamine
				abuse.</text>
						</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="HFD5E2F6B11A14F9EB8D5897DC2DCFCB"><enum>(6)</enum><text>by
			 redesignating subsections (q) and (r) as subsections (r) and (s),
			 respectively;</text>
			</paragraph><paragraph id="HDC8209CA700A46069F72215EF0AB448D"><enum>(7)</enum><text>by inserting after
			 subsection (p) the following:</text>
				<quoted-block display-inline="no-display-inline" id="HD7108BE386CD499D8BE78ECA18023D2E" style="OLC">
					<subsection id="HFEC5BFFAFAC04422B0111747C9B6C34B"><enum>(q)</enum><header>Methamphetamine
				addiction</header><text display-inline="yes-display-inline">In carrying out
				this section, the Director shall expand, intensify, and coordinate efforts to
				provide pregnant and parenting women treatment for addiction to methamphetamine
				or other
				drugs.</text>
					</subsection><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="HDCA889693F564C01945C03FF79987D5D"><enum>(8)</enum><text>in subsection (r)
			 (as so redesignated)—</text>
				<subparagraph id="HD64D1A76820F4DCD927DAA9779CDCE83"><enum>(A)</enum><text>by redesignating
			 paragraphs (4) and (5) as paragraphs (5) and (6), respectively; and</text>
				</subparagraph><subparagraph id="H96141382CC364D16815299B164D4CA5"><enum>(B)</enum><text>by inserting after
			 paragraph (3) the following:</text>
					<quoted-block display-inline="no-display-inline" id="HDC9E3884AECF4001B4B17AA409CA0D0" style="OLC">
						<paragraph id="HFD9BD0EF40C64F48A884E3261E3BE66E"><enum>(4)</enum><text display-inline="yes-display-inline">The term <term>health disparity
				population</term> means a population in which there is a significant disparity
				in the overall rate of disease incidence, prevalence, morbidity, mortality, or
				survival rates in the population as compared to the health status of the
				general population.</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H20474D45BD804722A185AC51D133901B"><enum>(9)</enum><text>in subsection (s)
			 (as so redesignated), by striking <quote>such sums as may be necessary to
			 fiscal years 2001 through 2003</quote> and inserting <quote>$20,000,000 for
			 fiscal year 2009, $21,000,000 for fiscal year 2010, $22,050,000 for fiscal year
			 2011, $23,152,500 for fiscal year 2012, and $24,310,125 for fiscal year
			 2013</quote>.</text>
			</paragraph></section><section id="H8E147E6FFD0C4BD28DC16F2681BA3FEF"><enum>4.</enum><header>Drug-free
			 workplace information clearinghouse</header><text display-inline="no-display-inline">Section 515(b) of the Public Health Service
			 Act (42 U.S.C. 290bb–21(b)) is amended—</text>
			<paragraph id="HC1A11C19690C4146BC341624845500ED"><enum>(1)</enum><text>in paragraph (10),
			 by striking <quote>and</quote> at the end;</text>
			</paragraph><paragraph id="HF21CDEE34A3B448C9572D438657885DC"><enum>(2)</enum><text>by redesignating
			 paragraph (11) as paragraph (12); and</text>
			</paragraph><paragraph id="H9084008E6FF24F5C81485FD4C01B7000"><enum>(3)</enum><text>by inserting after
			 paragraph (10) the following:</text>
				<quoted-block id="H4B32BA8743A0456385FE8FE446022C5" style="OLC">
					<paragraph id="H253B795604144ADBBAFCE6B3B23BB7D8"><enum>(11)</enum><text>develop a
				clearinghouse that provides information and educational materials to employers
				and employees about drug testing policies and programs;
				and</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="H558831C438DC43568DD2CA5B3BB01D00"><enum>5.</enum><header>Student-driven
			 methamphetamine awareness project</header><text display-inline="no-display-inline">Section 519E(c)(1) of the Public Health
			 Service Act (42 U.S.C. 290bb–25e(c)(1)) is amended—</text>
			<paragraph id="H9B32F82582EF43B496BBCCCAC860B2D"><enum>(1)</enum><text>by
			 redesignating subparagraphs (B) through (G) as subparagraphs (C) through (H),
			 respectively; and</text>
			</paragraph><paragraph id="HAAB159162A804027AB362DE9CEFE254"><enum>(2)</enum><text>by
			 inserting after subparagraph (A) the following:</text>
				<quoted-block id="HA062F85A25E8437B81D937A500498F8D" style="OLC">
					<subparagraph id="HCEB435D7D7BA4E35A412E45F907850C1"><enum>(B)</enum><text>to develop, with
				the guidance of adult mentors and professionals, a student-driven
				methamphetamine awareness project such as a public service announcement or a
				television, radio, or print
				advertisement;</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section></legis-body>
