<official-title>To award a congressional gold medal to Joseph Barnett Kirsner, M.D., Ph.D., in recognition of his many outstanding contributions to the Nation.</official-title>

<section id="H190B22617C5B4EB1B3B769D1C8E1122B" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds as follows:</text>
<paragraph id="H2AF55758D4C84E6793C601E3DD9AC8"><enum>(1)</enum><text display-inline="yes-display-inline">Dr. Joseph B. Kirsner was born in Boston in 1909 to poor Ukrainian immigrants.</text></paragraph>
<paragraph id="HE6830694D172446F9FE60135D8EA36C1"><enum>(2)</enum><text>Dr. Kirsner earned his medical degree from Tufts University, graduating near the top of his class, in 1933.</text></paragraph>
<paragraph id="H521E84A8407947B1ADE8094187B9DD39"><enum>(3)</enum><text>In 1935, Dr. Kirsner joined the staff of the first academic gastroenterology unit in the United States at the University of Chicago.</text></paragraph>
<paragraph id="H1E5C6B7076394B85A41B64CD4343D23B"><enum>(4)</enum><text>Dr. Kirsner earned his Ph.D. in gastroenterology from the University of Chicago in 1942.</text></paragraph>
<paragraph id="HD48DECC4B9D449AD89FD00A60050FF98"><enum>(5)</enum><text>Dr. Kirsner conducted invaluable research on peptic ulcers, inflammatory bowel disease, colitis and Crohn’s disease, making numerous breakthroughs in the field on patient management and cancer risk.</text></paragraph>
<paragraph id="HB647DFEDB94148819076E8E0D29DB847"><enum>(6)</enum><text>In more than 60 years of teaching, Dr. Kirsner trained more than 200 of the field’s leading specialists, including more than 41 full professors and 14 department chairs.</text></paragraph>
<paragraph id="H5BCFD35D5A3B412D9268F5E73E6F6937"><enum>(7)</enum><text>Dr. Kirsner authored nearly 700 publications and 15 textbooks which are the leading teaching materials on gastroenterology.</text></paragraph>
<paragraph id="HAB3E20C33DA6445685E68D2D88E46261"><enum>(8)</enum><text>Dr. Kirsner helped found several professional societies, including the American Society for Gastrointestinal Endoscopy and the American Association for the Study of Liver Diseases. </text></paragraph>
<paragraph id="H628B3480CEA34A0DAB50F612C0C64D82"><enum>(9)</enum><text>Dr. Kirsner was unrelenting in raising funds for gastrointestinal programs around the country, leading to creation of the General Medicine Study Section of the National Institutes of Arthritis, Metabolic, and Digestive Diseases.</text></paragraph>
<paragraph id="H004A4BC99C964ECEA1B22ECBA6EC88D4"><enum>(10)</enum><text>In 1962, a group of Dr. Kirsner’s patients established the Gastro-Intestinal Research Foundation, which provided immense support for research at the University of Chicago.</text></paragraph>
<paragraph id="H11D3465E8B574F4D0041353905F4F277"><enum>(11)</enum><text>In 1984, the Gastro-Intestinal Research Foundation raised more than $2,000,000 to construct the 17,000 square-foot Joseph B. Kirsner Center for the Study of Digestive Diseases.</text></paragraph>
<paragraph id="H484814A1B91B43A8A3B634FEA5EA03A5"><enum>(12)</enum><text>Dr. Kirsner received every major award the field of gastroenterology has to offer, except the one he was not eligible to win: American Digestive Health Foundation’s top prize for excellence in clinical research, the Joseph B. Kirsner Award </text></paragraph>
<paragraph id="HCAD21CB0C1D542AB9E85878057DCF89"><enum>(13)</enum><text>Aside for his military service in World War II, Dr. Kirsner has practiced medicine, conducted research, and educated young doctors for more than 70 years straight. </text></paragraph>
<paragraph id="HB41077D7A0C44A90BBC8253441607934"><enum>(14)</enum><text>To this day, Dr. Kirsner remains active in medicine, still seeing the patients he cares so much for.</text></paragraph>
<paragraph id="H2863A3FB91A246A39BB8B8569886299E"><enum>(15)</enum><text display-inline="yes-display-inline">The Congress has awarded similar medals to other doctors for their outstanding contributions to the medical field, including Major Walter Reed and his associates in 1928, Dr. Thomas Anthony Dooley III in 1961, Dr. Jonas E. Salk in 1977, and Dr. Ellis DeBakey in 2007. </text> </paragraph></section>
<section display-inline="no-display-inline" id="H35EEA4C5E3594E348B2FE1B7DBF3F9BE" section-type="subsequent-section"><enum>2.</enum><header>Congressional gold medal</header> 
<subsection id="H036465D69C2E49448319EFA938A896DC"><enum>(a)</enum><header>Presentation authorized</header><text display-inline="yes-display-inline">The Speaker of the House of Representatives and the President Pro Tempore of the Senate shall make appropriate arrangements for the presentation, on behalf of the Congress, of a gold medal of appropriate design, to Joseph Barnett Kirsner, M.D., Ph.D., in recognition of his many outstanding contributions to the Nation.</text> </subsection>
<subsection id="HE2E810E2F59A4E6C8F612E21C7FAE2A2"><enum>(b)</enum><header>Design and striking</header><text>For purposes of the presentation referred to in subsection (a), the Secretary of the Treasury (referred to in this Act as the <quote>Secretary</quote>) shall strike a gold medal with suitable emblems, devices, and inscriptions to be determined by the Secretary.</text> </subsection></section>
<section id="H2F55E572AFC2451F8EF4683CF0D21B59"><enum>3.</enum><header>Duplicate medals</header><text display-inline="no-display-inline">The Secretary may strike and sell duplicates in bronze of the gold medal struck pursuant to section 2 under such regulations as the Secretary may prescribe, at a price sufficient to cover the cost thereof, including labor, materials, dies, use of machinery, and overhead expenses, and the cost of the gold medal.</text> </section>
<section id="H1B416C3A6E354DA295D1DDD6EFA08D8"><enum>4.</enum><header>Status of medals</header> 
<subsection id="H27C20CD35786405EB1B6F63D35835251"><enum>(a)</enum><header>National medals</header><text>The medals struck pursuant to this Act are national medals for purposes of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/51">chapter 51</external-xref> of title 31, United States Code.</text> </subsection>
<subsection id="H7EF03279D519469897A8BD87407E2DEE"><enum>(b)</enum><header>Numismatic items</header><text>For purposes of sections <external-xref legal-doc="usc" parsable-cite="usc/31/5134">5134</external-xref> and <external-xref legal-doc="usc" parsable-cite="usc/31/5136">5136</external-xref> of title 31, United States Code, all medals struck under this Act shall be considered to be numismatic items.</text> </subsection></section>
<section id="H8CD150AA1D62437C0008834F12CB9CA0"><enum>5.</enum><header>Authority to use fund amounts; proceeds of sale</header> 
<subsection id="H8A1C28760C8646169CF57340EC905B16"><enum>(a)</enum><header>Authority To use fund amounts</header><text>There is authorized to be charged against the United States Mint Public Enterprise Fund such amounts as may be necessary to pay for the costs of the medals struck pursuant to this Act.</text> </subsection>
<subsection id="HBD7E79E152124F84B423F155DD00B501"><enum>(b)</enum><header>Proceeds of sale</header><text>Amounts received from the sale of duplicate bronze medals authorized under section 3 shall be deposited into the United States Mint Public Enterprise Fund.</text> </subsection></section>
