		<official-title>To terminate the application of restrictions on
		  exploration, development, and production of oil and gas in areas of the outer
		  Continental Shelf adjacent to Cuba.</official-title>

		<section id="HD04B3722B7374267B023372900D2FA79" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Bolster America’s Resources through
			 Responsible Exploratory Leasing Act</short-title></quote> or the <quote>BARREL
			 Act</quote>.</text>
		</section><section id="HC3E80A5E5CD1479D89444C643D423DDE"><enum>2.</enum><header>Termination of
			 prohibitions on expenditures for, and withdrawals from, offshore oil and gas
			 leasing for areas of OCS adjacent to Cuba</header>
			<subsection id="HFEC5030979714589B0B05F2CE0E755C"><enum>(a)</enum><header>Prohibitions on
			 expenditures</header><text display-inline="yes-display-inline">All provisions
			 of Federal law that prohibit the expenditure of appropriated funds to conduct
			 oil and natural gas leasing and preleasing activities for any area of the Outer
			 Continental Shelf of the United States shall have no force or effect with
			 respect to any location on the Outer Continental Shelf in the Straits of
			 Florida that is—</text>
				<paragraph id="H903569C23EBA43DE00B61BF11E234DC7"><enum>(1)</enum><text>inside the Eastern
			 Gulf of Mexico Outer Continental Shelf Planning Area or the Straits of Florida
			 Outer Continental Shelf Planning Area;</text>
				</paragraph><paragraph id="HAFB84A89454F43B9ACC201006C96002C"><enum>(2)</enum><text>within 50 miles of
			 the United State-Cuba marine boundary;</text>
				</paragraph><paragraph id="HE98902D6AD59470600A0D1F4D92E1E3"><enum>(3)</enum><text>west of 83º W
			 longitude;</text>
				</paragraph><paragraph id="HF678119D2B014AF094FA2125345B5798"><enum>(4)</enum><text>east of 86º41′ W
			 longitude; and</text>
				</paragraph><paragraph id="H8F83794D1632478384C5E8CC5C2C46C"><enum>(5)</enum><text>outside of the
			 Florida Keys National Marine Sanctuary.</text>
				</paragraph></subsection><subsection id="H5691308705EA47D5A415DFEE59142F23"><enum>(b)</enum><header>Revocation of
			 withdrawals</header><text display-inline="yes-display-inline">All withdrawals
			 of Federal submerged lands of the Outer Continental Shelf from leasing,
			 including withdrawals by the President under the authority of section 12(a) of
			 the Outer Continental Shelf Lands Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1341">43 U.S.C. 1341(a)</external-xref>), are hereby revoked
			 and are no longer in effect with respect to the leasing of any location on the
			 Outer Continental Shelf described in subsection (a) for exploration for, and
			 development and production of, oil and natural gas.</text>
			</subsection><subsection id="H4CA23E244CC74818A8BCB3902640F09F"><enum>(c)</enum><header>Termination of
			 restriction on use of funds</header><text>Section 104 of division F of the
			 Consolidated Appropriations Act, 2008 (<external-xref legal-doc="public-law" parsable-cite="pl/110/161">Public Law 110–161</external-xref>; 121 Stat. 2118)
			 shall not apply with respect to any location on the Outer Continental Shelf
			 described in subsection (a).</text>
			</subsection><subsection id="H41472BCB35B3405FA087A39972A04651"><enum>(d)</enum><header>Commencement of
			 lease sales</header><text>The Secretary of the Interior shall promptly conduct
			 lease sales for locations on the Outer Continental Shelf described in
			 subsection (a) in accordance with section 8 of the Outer Continental Shelf
			 Lands Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1337">43 U.S.C. 1337</external-xref>) and other applicable provisions of Federal
			 law.</text>
