<official-title>To assist in the establishment of an interpretive center and museum in Bethlehem, Pennsylvania, to protect and interpret the history of the industrialization of the United States.</official-title>

<section id="H27AE965EEBA24B74AB0369610049C0E1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Museum of Industrial History Act</short-title></quote>.</text> </section> 
<section id="HE62E4CFB37B442F5B43CC8622112F5DA"><enum>2.</enum><header>Findings and purpose</header> 
<subsection id="HEBB4891008D94B1C8E4000A7E30100C1"><enum>(a)</enum><header>Findings</header><text>The Congress finds the following:</text> 
<paragraph id="H0A12770A8CFD4226BC14293C839D1398"><enum>(1)</enum><text>The economic and societal transition of the United States from an agricultural to an industrial age and its ongoing transformation to a post-industrial society reflect and embody the fundamental spirit and ideals of the United States.</text></paragraph> 
<paragraph id="H32056B324D8C4EDEB803EE39BF855E7F"><enum>(2)</enum><text>It is crucial that people of the United States have the opportunity to learn the history of the industrialization of the United States and the impact of industrialization on our way of life.</text></paragraph> 
<paragraph id="H9343095B4F2C4D2B83D32DDB5A59AD"><enum>(3)</enum><text>It is important to preserve the history of industrialization of the United States for future generations.</text></paragraph> 
<paragraph id="H82F284D2BB5F4A8A8F2ED485F4442B58"><enum>(4)</enum><text>To ensure the protection, interpretation and awareness of the history of the industrialization of the United Sates, key structures and artifacts related to the process of industrialization must be preserved and exhibited in an educational museum.</text></paragraph> 
<paragraph id="HC58DEB88EBFB4FD1BF50C5F9BE4BE349"><enum>(5)</enum><text>The site of the former Bethlehem Steel Plant, which is the proposed site of the National Museum of Industrial History, has a particular relevance to the preservation and awareness of the history of industrialization.</text> </paragraph> 
<paragraph id="H61B28B5243574649A311AB653E4C7500"><enum>(6)</enum><text>On this site—</text> 
<subparagraph id="H3B25A59B63674A460085DDBF33BB926"><enum>(A)</enum><text>the Bethlehem Steel Plant had its beginnings in the 1850s;</text></subparagraph> 
<subparagraph id="HC54B5375E23F46DBB09E7436C9D4E83" display-inline="no-display-inline"><enum>(B)</enum><text>in 1853, the first commercial zinc production began;</text></subparagraph> 
<subparagraph id="HB121F135374F4A6A9E9200F378C47D91"><enum>(C)</enum><text>Frederick W. Taylor conducted his time and motion studies that became the basis for his principles of modern scientific management;</text></subparagraph> 
<subparagraph id="H9B83156244B24C6D00FF57DE4E35D71F"><enum>(D)</enum><text>the modern American defense industry was born on June 1, 1887, when the Navy awarded the first armor plate contract to the Bethlehem Iron Company;</text></subparagraph> 
<subparagraph id="H99732A670C2F4E2DBDDAD31B3B99815"><enum>(E)</enum><text>the steel plant produced armor plate for the battleships U.S.S. Maine and U.S.S. Texas, and for other battleships including the U.S.S. Wisconsin;</text></subparagraph> 
<subparagraph id="H3D248D1AF446441BAD9DBF505DA14931"><enum>(F)</enum><text display-inline="yes-display-inline">high-speed tool steel was perfected; and</text></subparagraph> 
<subparagraph id="H8221AF763A00477FBF12F56407675D49"><enum>(G)</enum><text>in 1908 the 48 Grey Mill became the first rolling mill in the United States to produce large wide-flange steel beams.</text></subparagraph> </paragraph> 
<paragraph id="HE8E96C7739334E619F1902EDCA1D4CE2"><enum>(7)</enum><text>The site contains the oldest significant remains of bessemer steel production in the United States.</text> </paragraph></subsection> 
<subsection id="H580282BD922D46F3A738EE652E64BE42"><enum>(b)</enum><header>Purpose</header><text>The purpose of this Act is to assist in the establishment of an interpretive center and museum in Bethlehem, Pennsylvania—</text> 
<paragraph id="H6D645D0841594EC193C3C2FFF933D64"><enum>(1)</enum><text>to ensure the protection of historical resources related to industrialization; and</text></paragraph> 
<paragraph id="HA874B9FF7360470E8B76645625B23789"><enum>(2)</enum><text>to interpret the impact of industrialization on the history of the United States.</text> </paragraph></subsection></section> 
<section id="H994AEFAEFC684CF3821CF5DDC0D0BDC4"><enum>3.</enum><header>Industrial History Interpretive Center and Museum</header> 
<subsection id="HD861F7FFCF8F4016AB09DD75F309C67B"><enum>(a)</enum><header>Assistance</header><text display-inline="yes-display-inline">Not later than 180 days after the date on which funds are first made available to carry out this section and subject to appropriations, the Secretary of the Interior shall seek to enter into an agreement with an appropriate entity to provide Federal financial assistance for the development and operation of an interpretive center and museum to be located on the western end and central core of the former Bethlehem Steel Plant Site in Bethlehem, Pennsylvania.</text></subsection> 
<subsection id="HED5CA73566D743DFAE32A783B5C9768F" display-inline="no-display-inline"><enum>(b)</enum><header>Purpose of interpretive center and museum</header><text>The purpose of the interpretive center and museum under subsection (a) is—</text> 
<paragraph id="H6AE0F1D4331A4D0191F93685944396B0" display-inline="no-display-inline"><enum>(1)</enum><text>to preserve, display, and interpret historical resources related to industrialization in the United States; and </text></paragraph> 
<paragraph id="HB38ED0EBF79648CE90DDF8ABC8AB5882" display-inline="no-display-inline"><enum>(2)</enum><text>to promote other historical and cultural resources in the region through activities conducted at the interpretive center and museum.</text> </paragraph></subsection> 
<subsection id="HA0670CD1DE8646B7A0D5FD6087249644"><enum>(c)</enum><header>Terms of assistance</header> 
<paragraph id="HA219CCAD01F843E6AF2BA67500207477" display-inline="no-display-inline"><enum>(1)</enum><header>Limitations on use of Financial assistance</header> 
<subparagraph id="H7A4D569F39F645C38CEF70A21B76F358"><enum>(A)</enum><header>Covered Expenses</header><text>Financial assistance provided under this section may only be used for the following activities for the interpretive center and museum under subsection (a):</text> 
<clause id="HD0F2F361CE2642948463FFA9DBD9F7F2" commented="no" display-inline="no-display-inline"><enum>(i)</enum><text>Facilities construction.</text></clause> 
<clause id="H9E4430D851804BF1952F4BC016AA3900" commented="no"><enum>(ii)</enum><text>Acquisition of contemporary technology to be used primarily to enhance the presentation of historical information at the interpretive center and museum.</text> </clause> 
<clause id="H0975E426127F40E0007C5B5D97BC2DA0" commented="no"><enum>(iii)</enum><text>Program development and implementation, including—</text> 
<subclause id="H00CB64C14BE7416898A9C809187C9619" commented="no"><enum>(I)</enum><text>educational program development and implementation;</text></subclause> 
<subclause id="H4AD8F876D58B44CBB90070842C94865C" commented="no"><enum>(II)</enum><text>curriculum design and development; </text></subclause> 
<subclause id="H1D77901B9BCA4698ADF8BE4F9CC88CED" commented="no"><enum>(III)</enum><text>other activities directly related to providing programs of the interpretive center and museum; and</text></subclause> 
<subclause id="HBBA3DC731A79420C8737414DF0899A"><enum>(IV)</enum><text>staff salaries for the activities authorized under this clause.</text></subclause></clause></subparagraph> 
<subparagraph id="H3810A668FDA2489D80F69643E3E584F7"><enum>(B)</enum><header>Prohibited Expenses</header><text>Financial assistance provided under this section may not be used for—</text> 
<clause id="H9934943CEFAA4F42B6B72911682E0870"><enum>(i)</enum><text>the acquisition of items for the museum’s collection;</text></clause> 
<clause id="HE55D8E4AD9E14E0192F11FCD4167F6C3"><enum>(ii)</enum><text>administrative expenses; </text></clause> 
<clause id="H12C5E6BF240A436CB69007A19ED73021"><enum>(iii)</enum><text>the acquisition of technology primarily used for administrative purposes; or</text></clause> 
<clause id="H862438959F124C73A77873938F73B9DA"><enum>(iv)</enum><text>staff salaries for administrative activities, expect as provided in subparagraph (A)(iii)(IV).</text> </clause></subparagraph></paragraph> 
<paragraph id="H89026844AAE14E3C863DED6E3BB224B6" display-inline="no-display-inline"><enum>(2)</enum><header>Matching Requirement</header><text display-inline="yes-display-inline">The Secretary shall require the other parties to the agreement under subsection (a) to provide an amount of funds from non-Federal sources for the purpose described in subsection (b) that is at least equal to the amount provided by the Secretary under this section.</text></paragraph> 
<paragraph id="H40B6A846C25744FEA02FD924F7905FA0"><enum>(3)</enum><header>Amount of assistance; Payment Schedule</header><text>The total amount of assistance provided under the subsection shall not exceed $25,000,000. The Secretary shall make payments of financial assistance under this subsection on an annual basis. The first payment shall be made before the end of the 30-day period beginning on the date the agreement under subsection (a) is entered into by the Secretary and the appropriate entity. A total of five payments shall be made under this section. </text></paragraph> </subsection> 
<subsection id="H29351E5CE9A04A4F80D043EFF2FE0074"><enum>(d)</enum><header>Report</header> 
<paragraph id="H44B7EA95BE2045FC8D1CA2E62D30D29B"><enum>(1)</enum><header>In General</header><text>The Secretary shall submit annual reports to the Congress during the 5-year period beginning on the date funds are first made available to carry out this section.</text></paragraph> 
<paragraph id="HC3C340445A8E40F88F8244CFDBECD0B5"><enum>(2)</enum><header>Contents</header><text display-inline="yes-display-inline">Each report shall describe—</text> 
<subparagraph id="H42692BBA738049A6A758B5B7E83F8BB2"><enum>(A)</enum><text display-inline="yes-display-inline">the current status of the development of the interpretive center and museum;</text></subparagraph> 
<subparagraph id="HC90B5727E95A46B9BACADABB89101C"><enum>(B)</enum><text display-inline="yes-display-inline">the projects and activities funded under this section; and</text></subparagraph> 
<subparagraph id="H04F607ABC6724E61B1C3FA0451A765B1"><enum>(C)</enum><text>the balance of unexpended appropriated funds available to carry out this section.</text></subparagraph></paragraph></subsection> 
<subsection id="HC03544DC923B4BA7A7C3FA19C941566E"><enum>(e)</enum><header>Authorization of appropriations</header> 
<paragraph id="H4A2E3DFE28384290B99F14E0C38D86B2"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated to the Secretary $25,000,000 to carry out this section.</text></paragraph> 
<paragraph id="H09C799C9E4DA4D1B8529ADFBCADEF4A3" commented="no"><enum>(2)</enum><header>Availability</header><text>Amounts made available under paragraph (1) shall remain available until expended.</text></paragraph> </subsection></section>
