		<section id="H861872A7AC744ACF83FAA625DBEDA16C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Harriet Tubman National Historical
			 Park and Harriet Tubman Underground Railroad National Historical Park
			 Act</short-title></quote>.</text>
		</section><section id="H6405096EA72F449B87AF7008FDE452C0"><enum>2.</enum><header>Findings;
			 purposes</header>
			<subsection id="H27C1B7AC3CA542E4BCC896ED75B98022"><enum>(a)</enum><header>Findings</header><text>Congress
			 finds that—</text>
				<paragraph id="H1C3996BB73C34889BC7C12FA005BF6E8"><enum>(1)</enum><text>Harriet Tubman
			 (born Araminta <quote>Minty</quote> Ross)—</text>
					<subparagraph id="H89D04B6756FC485100D6098136F40026"><enum>(A)</enum><text>was born into
			 slavery in Maryland around 1822;</text>
					</subparagraph><subparagraph id="H4FF0DB659D054698A33E5CF9544DF97B"><enum>(B)</enum><text>married John
			 Tubman at age 25;</text>
					</subparagraph><subparagraph id="H0DAE65CBEB8C4D32B49413613C3C264F"><enum>(C)</enum><text>endured through
			 her youth and young adulthood the hardships of enslaved African-Americans;
			 and</text>
					</subparagraph><subparagraph id="H1D67DC08411140C1AA6E91296E7E88FA"><enum>(D)</enum><text>boldly emancipated
			 herself from bondage in 1849;</text>
					</subparagraph></paragraph><paragraph id="H889D4BF7BED449EEAC007F23C59ED80"><enum>(2)</enum><text>not satisfied with
			 attaining her own freedom, Harriet Tubman—</text>
					<subparagraph id="HA1E82C9DE4C6428E885C007F38019534"><enum>(A)</enum><text>returned
			 repeatedly for more than 10 years to the places of her enslavement in
			 Dorchester and Caroline Counties, Maryland; and</text>
					</subparagraph><subparagraph id="H7AF6AA423AE44307B75E817D00125CA"><enum>(B)</enum><text>under the most
			 adverse circumstances led away many family members and acquaintances to freedom
			 in the northern region of the United States and Canada;</text>
					</subparagraph></paragraph><paragraph id="H2F293793BC4947630091F4888F0870BC"><enum>(3)</enum><text>Harriet Tubman
			 was—</text>
					<subparagraph id="HCA6BCE3D27A44E7C9FD44006FBB5EDE"><enum>(A)</enum><text>called
			 <quote>Moses</quote> by African-Americans and white abolitionists; and</text>
					</subparagraph><subparagraph id="H26353B2FA1DF4CB890172B638E0293BB"><enum>(B)</enum><text>acknowledged as 1
			 of the most prominent <quote>conductors</quote> of the resistance that came to
			 be known as the <quote>Underground Railroad</quote>;</text>
					</subparagraph></paragraph><paragraph id="HC727C811236D4A19ABA37022FA080232"><enum>(4)</enum><text>in 1868, Frederick
			 Douglass wrote that, with the exception of John Brown, Douglass knew of
			 <quote>no one who has willingly encountered more perils and hardships to serve
			 our enslaved people</quote> than Harriet Tubman;</text>
				</paragraph><paragraph id="H1B4E42C474A64D4D907F581D77661405"><enum>(5)</enum><text>during the Civil
			 War, Harriet Tubman—</text>
					<subparagraph id="H263C287BA6A54F2CAFF126A1E9FDE0C1"><enum>(A)</enum><text>was recruited to
			 assist Union troops as a nurse, a scout, and a spy; and</text>
					</subparagraph><subparagraph id="H4451C028FCAD4521A7D8DE882BDAC860"><enum>(B)</enum><text>served in
			 Virginia, Florida, and South Carolina, where she is credited with facilitating
			 the rescue of hundreds of enslaved people;</text>
					</subparagraph></paragraph><paragraph id="HC866C6C3D1D743DE9B6C00F81ED33255"><enum>(6)</enum><text>Harriet Tubman
			 established in Auburn, New York, 1 of the first incorporated homes for aged
			 African-Americans in the United States, which, 10 years before her death, she
			 bequeathed to the African Methodist Episcopal Zion Church;</text>
				</paragraph><paragraph id="H2A1A8ED5DE1446619223A31D7B48B9DD"><enum>(7)</enum><text>there are
			 nationally significant resources comprised of relatively unchanged landscapes
			 associated with the early life of Harriet Tubman in Caroline, Dorchester, and
			 Talbot Counties, Maryland;</text>
				</paragraph><paragraph id="HD35DF2D6E0974CD5AF0022DBA276BAD"><enum>(8)</enum><text>there are
			 nationally significant resources relating to Harriet Tubman in Auburn, New
			 York, including—</text>
					<subparagraph id="HC9690E7B6A3A484FA9173D9F16D28B30"><enum>(A)</enum><text>the residence of
			 Harriet Tubman;</text>
					</subparagraph><subparagraph id="H61D598FB904A4B18AF1887F9C71C49E0"><enum>(B)</enum><text>the Tubman Home
			 for the Aged;</text>
					</subparagraph><subparagraph id="HBB876510F82E48B19D7C52FAB590BF7D"><enum>(C)</enum><text>the Thompson
			 Memorial AME Zion Church; and</text>
					</subparagraph><subparagraph id="H692D65A3DA644236AFA652F2E283E26C"><enum>(D)</enum><text>the final resting
			 place of Harriet Tubman in Fort Hill Cemetery;</text>
					</subparagraph></paragraph><paragraph id="HA5F25E8500BB42F1A0B6A01531117EC1"><enum>(9)</enum><text>in developing
			 interpretive programs, the National Park Service would benefit from increased
			 scholarship of the African-American experience during the decades preceding the
			 Civil War and throughout the remainder of the 19th century; and</text>
				</paragraph><paragraph id="H31DA5CAF4E874A01ABCB9801A440A5F2"><enum>(10)</enum><text>it is fitting and
			 proper that the nationally significant resources relating to Harriet Tubman be
			 preserved for future generations as units of the National Park System so that
			 people may understand and appreciate the contributions of Harriet Tubman to the
			 history and culture of the United States.</text>
				</paragraph></subsection><subsection id="HF188B2542C5B491CBB58BF0000F9C19D"><enum>(b)</enum><header>Purposes</header><text>The
			 purposes of this Act are—</text>
				<paragraph id="HB3191E99366C42DC9B0055EBDAE69480"><enum>(1)</enum><text>to preserve and
			 promote stewardship of the resources in Auburn, New York, and Caroline,
			 Dorchester, and Talbot Counties, Maryland, relating to the life and
			 contributions of Harriet Tubman;</text>
				</paragraph><paragraph id="H03D599241F0B49DBA13F4FAED943128"><enum>(2)</enum><text>to
			 provide for partnerships with the African Methodist Episcopal Zion Church, the
			 States of New York and Maryland, political subdivisions of the States, the
			 Federal Government, local governments, nonprofit organizations, and private
			 property owners for resource protection, research, interpretation, education,
			 and public understanding and appreciation of the life and contributions of
			 Harriet Tubman;</text>
				</paragraph><paragraph id="HA93FCD751CBD4BF7A5F5EE49263D3CEA"><enum>(3)</enum><text>to sustain
			 agricultural and forestry land uses in Caroline, Dorchester, and Talbot
			 Counties, Maryland, that remain evocative of the landscape during the life of
			 Harriet Tubman; and</text>
				</paragraph><paragraph id="HA865FA00F18947F5B4C5C9C9EECB300"><enum>(4)</enum><text>to
			 establish a competitive grants program for scholars of African-American history
			 relating to Harriet Tubman and the Underground Railroad.</text>
				</paragraph></subsection></section><section id="HECF73AAD0FED49178DB5F166F9F8287"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HB950906B3CF648E5A3C48891C0C41285"><enum>(1)</enum><header>Church</header><text>The
			 term <quote>Church</quote> means the Thompson Memorial AME Zion Church located
			 in Auburn, New York.</text>
			</paragraph><paragraph id="HB113AFA03E64466EA9D9435302C8D800"><enum>(2)</enum><header>Historically
			 Black college or university</header><text>The term <quote>historically Black
			 college or university</quote> has the meaning given the term <quote>part B
			 institution</quote> in section 322 of the <act-name parsable-cite="HEA65">Higher Education Act of 1965</act-name> (20 U.S.C.
			 1061)).</text>
			</paragraph><paragraph id="H43C8D0DD51E24228BEB13BB6B5CE2762"><enum>(3)</enum><header>Predominantly
			 black institution</header><text>The term <quote>Predominantly Black
			 Institution</quote> has the meaning given the term in section 499A(c) of the
			 Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1099e">20 U.S.C. 1099e(c)</external-xref>).</text>
			</paragraph><paragraph id="H166BC176DAAB45E2A4F0C792873E5F19"><enum>(4)</enum><header>Secretary</header><text>The
			 term <quote>Secretary</quote> means the Secretary of the Interior.</text>
			</paragraph><paragraph id="H81AD020857914B80AC76F4E0539CF8F2"><enum>(5)</enum><header>Visitor
			 center</header><text>The term <quote>Visitor Center</quote> means the Harriet
			 Tubman Underground Railroad State Park Visitor Center to be constructed under
			 section 5(d).</text>
			</paragraph></section><section id="H46F7E767781340D0AE22EDD68E72FF0"><enum>4.</enum><header>Establishment of
			 harriet tubman national historical park</header>
			<subsection id="HEFB21CB62225418597D7C25517196F50"><enum>(a)</enum><header>Establishment</header><text>On
			 the execution of easements with the Church, the Secretary shall—</text>
				<paragraph id="HC55BEDA21BA247ADBDA722165D6E9324"><enum>(1)</enum><text>establish the
			 Harriet Tubman National Historical Park (referred to in this section as the
			 <quote>Historical Park</quote>) in the City of Auburn, New York, as a unit of
			 the National Park System; and</text>
				</paragraph><paragraph id="H1EB3B768D8344CB5AC001BA5B5A35D8D"><enum>(2)</enum><text>publish notice of
			 the establishment of the Historical Park in the Federal Register.</text>
				</paragraph></subsection><subsection id="H6EF35796D4094EAE95417BAD5BD268C9"><enum>(b)</enum><header>Boundary</header>
				<paragraph id="H1330FFB1576A4EE385B4E02E04AA001B"><enum>(1)</enum><header>In
			 general</header><text>The Historical Park shall be comprised of structures and
			 properties associated with the Harriet Tubman home, the Tubman Home for the
			 Aged, the Church, and the Rectory, as generally depicted on the map entitled
			 <quote>Harriet Tubman National Historical Park—Proposed Boundary</quote>,
			 numbered ____, and dated ___.</text>
				</paragraph><paragraph id="H8A9513E24F8141C79781DA797B665D1F"><enum>(2)</enum><header>Availability of
			 map</header><text>The map described in paragraph (1) shall be available for
			 public inspection in the appropriate offices of the National Park
			 Service.</text>
				</paragraph></subsection><subsection id="H6302137E91C842429D00871822657500"><enum>(c)</enum><header>Acquisition of
			 land</header><text>The Secretary may acquire from willing sellers, by donation,
			 purchase with donated or appropriated funds, or exchange, land or interests in
			 land within the boundary of the Historical Park.</text>
			</subsection><subsection id="H369DD155E3694DC6B70090B627E151E"><enum>(d)</enum><header>Financial
			 Assistance</header><text>The Secretary may provide grants to, and enter into
			 cooperative agreements with—</text>
				<paragraph id="HEA98183E6139437A83FE00FDF8B12B4"><enum>(1)</enum><text>the Church
			 for—</text>
					<subparagraph id="HBAAB12CB8B85410795C7B46DC83FAB2"><enum>(A)</enum><text>historic
			 preservation of, rehabilitation of, research on, and maintenance of properties
			 within the boundary of the Historical Park; and</text>
					</subparagraph><subparagraph id="H39C6F2633D234BA0AACB0231FC3458C"><enum>(B)</enum><text>interpretation of
			 the Historical Park;</text>
					</subparagraph></paragraph><paragraph id="HB5C161E43AC74663A6331E016BBAEBB4"><enum>(2)</enum><text>the Fort Hill
			 Cemetery Association for maintenance and interpretation of the gravesite of
			 Harriet Tubman; and</text>
				</paragraph><paragraph id="HADFD944FA2E04EC9B14DEAA49B008EC7"><enum>(3)</enum><text>the State of New
			 York, any political subdivisions of the State, the City of Auburn, and
			 nonprofit organizations for—</text>
					<subparagraph id="HEB828767A46241330061DE6C3C00DA41"><enum>(A)</enum><text>preservation and
			 interpretation of resources relating to Harriet Tubman in the City of Auburn,
			 New York;</text>
					</subparagraph><subparagraph id="H6CBA6E225B4B4ECA9C341F4CB72506D0"><enum>(B)</enum><text>conducting
			 research, including archaeological research; and</text>
					</subparagraph><subparagraph id="H89FB2E545E1D49F7A5584444879F9F97"><enum>(C)</enum><text>providing for
			 stewardship programs, education, public access, signage, and other interpretive
			 devices at the Historical Park for interpretive purposes.</text>
					</subparagraph></paragraph></subsection><subsection id="HDC6ADEB058C243EBA9CC22F251E2BAE"><enum>(e)</enum><header>Interpretation</header><text>The
			 Secretary may provide interpretive tours to sites located outside the
			 boundaries of the Historical Park in Auburn, New York, that include resources
			 relating to Harriet Tubman.</text>
			</subsection><subsection id="H4F1655884BCA40B489C597C442E9B658"><enum>(f)</enum><header>General
			 management plan</header>
				<paragraph id="H24FC28556506483FA822F02F081F56AE"><enum>(1)</enum><header>In
			 general</header><text>Not later than 3 years after the date on which funds are
			 made available to carry out this subsection, the Secretary, in cooperation with
			 the Church, shall complete a general management plan for the Historical Park in
			 accordance with section 12(b) of <external-xref legal-doc="public-law" parsable-cite="pl/91/383">Public Law 91–383</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1a">16 U.S.C. 1a–7(b)</external-xref>).</text>
				</paragraph><paragraph id="H5770734D216F45678BF593EBDE4C07BE"><enum>(2)</enum><header>Coordination</header><text>The
			 Secretary shall coordinate the preparation and implementation of the general
			 management plan for the Harriet Tubman National Historical Park with—</text>
					<subparagraph id="HF44CEC67633E47048D8D4300FA6092A4"><enum>(A)</enum><text>the Harriet Tubman
			 Underground Railroad National Historical Park in Maryland; and</text>
					</subparagraph><subparagraph id="H8255CF5476CA41DC8BB6C5DE5E5EF7C8"><enum>(B)</enum><text>the National
			 Underground Railroad: Network to Freedom.</text>
					</subparagraph></paragraph></subsection></section><section id="HF8A115DC117D401100BA66AD3DF6B821"><enum>5.</enum><header>Establishment of
			 the harriet tubman underground railroad national historical park</header>
			<subsection id="HB6A91EA266FA459481FCDF8D38EB46AD"><enum>(a)</enum><header>Establishment</header><text>There
			 is established as a unit of the National Park System the Harriet Tubman
			 Underground Railroad National Historical Park (referred to in this section as
			 the <quote>Historical Park</quote>) in Caroline, Dorchester, and Talbot
			 Counties, Maryland.</text>
			</subsection><subsection id="H9F7CF44B70FD4C06BF3731432BFF2060"><enum>(b)</enum><header>Boundary</header>
				<paragraph id="H47C308F766D14D368853B0A4CB1CFC00"><enum>(1)</enum><header>In
			 general</header><text>The boundary of the Historical Park shall consist of
			 certain landscapes and associated resources relating to the early life and
			 enslavement of Harriet Tubman and the Underground Railroad, as generally
			 depicted on the map entitled <quote>Harriet Tubman Underground Railroad
			 National Historical Park—Proposed Boundary</quote>, numbered ____, and dated
			 _____.</text>
				</paragraph><paragraph id="HFE5C272664ED48C4A5CC95E18152671"><enum>(2)</enum><header>Additional
			 sites</header><text>The Secretary, after consultation with landowners, the
			 State of Maryland, and units of local government, may modify the boundary of
			 the Historical Park to include additional resources relating to Harriet Tubman
			 that—</text>
					<subparagraph id="H2739CADD30964FB6A44297D07BEA70E2"><enum>(A)</enum><text>are located within
			 the vicinity of the Historical Park; and</text>
					</subparagraph><subparagraph id="HE293B1F9A5D24BD2BD708F244055E7DF"><enum>(B)</enum><text>are identified in
			 the general management plan prepared under subsection (g) as appropriate for
			 interpreting the life of Harriet Tubman.</text>
					</subparagraph></paragraph><paragraph id="H82E4E34E6A284811BF7F16BE9D32C4DC"><enum>(3)</enum><header>Availability of
			 map</header><text>On modification of the boundary of the Historical Park under
			 paragraph (2), the Secretary shall make available for public inspection in the
			 appropriate offices of the National Park Service a revised map of the
			 Historical Park.</text>
				</paragraph></subsection><subsection id="HEA8C58920E534B08833BA6C01B31223D"><enum>(c)</enum><header>Acquisition of
			 land</header><text>The Secretary may acquire from willing sellers, by donation,
			 purchase with donated or appropriated funds, or exchange, land or an interest
			 in land within the boundaries of the Historical Park.</text>
			</subsection><subsection id="H6F2BFF6520454DAD93CB3C079013F795"><enum>(d)</enum><header>Grants</header><text>In
			 accordance with section 7(b)(2), the Secretary may provide grants—</text>
				<paragraph id="HDF661B829A684A54A282F0AA0280AD51"><enum>(1)</enum><text>to the State of
			 Maryland, political subdivisions of the State, and nonprofit organizations for
			 the acquisition of less than fee title (including easements) or fee title to
			 land in Caroline, Dorchester, and Talbot Counties, Maryland, within the
			 boundary of the Historical Park; and</text>
				</paragraph><paragraph id="HDF5096385FDE4B79AA67DAB89C8DAE85"><enum>(2)</enum><text>on execution of a
			 memorandum of understanding between the State of Maryland and the Director of
			 the National Park Service, to the State of Maryland for the construction of the
			 Harriet Tubman Underground Railroad State Park Visitor Center on land owned by
			 the State of Maryland in Dorchester County, Maryland, subject to the condition
			 that the State of Maryland provide the Director of the National Park Service,
			 at no additional cost, sufficient office space and exhibition areas in the
			 Visitor Center to carry out the purposes of the Historical Park.</text>
				</paragraph></subsection><subsection id="HBFC39873226E438FB260ED047698E2C4"><enum>(e)</enum><header>Financial
			 assistance</header><text display-inline="yes-display-inline">The Secretary may
			 provide grants to, and enter into cooperative agreements with, the State of
			 Maryland, political subdivisions of the State, nonprofit organizations,
			 colleges and universities, and private property owners for—</text>
				<paragraph id="H5395811DAB13490900D5DE66C051176E"><enum>(1)</enum><text>the restoration or
			 rehabilitation, public use, and interpretation of sites and resources relating
			 to Harriet Tubman;</text>
				</paragraph><paragraph id="H707305E4A379486E8262DA25B469C2"><enum>(2)</enum><text>the
			 conduct of research, including archaeological research;</text>
				</paragraph><paragraph id="H49F5BBF6B7F04136B62F06390414BB53"><enum>(3)</enum><text>providing
			 stewardship programs, education, signage, and other interpretive devices at the
			 sites and resources for interpretive purposes; and</text>
				</paragraph><paragraph id="H7C26A62982DE4E8CAC2CC332E9BFAEA"><enum>(4)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H221C4CA46C3F4613A6E403B5C31FFA8E"><enum>(A)</enum><text>the design and
			 construction of the Visitor Center; and</text>
					</subparagraph><subparagraph id="H7B762FBDFFA64FAD8735EBD027659D54" indent="up1"><enum>(B)</enum><text>the operation and maintenance of the
			 Visitor Center.</text>
					</subparagraph></paragraph></subsection><subsection id="H80DD6C96497C48B88D53E1B2B82EA239"><enum>(f)</enum><header>Interpretation</header><text>The
			 Secretary may provide interpretive tours to sites and resources located outside
			 the boundary of the Historical Park in Caroline, Dorchester, and Talbot
			 Counties, Maryland, relating to the life of Harriet Tubman and the Underground
			 Railroad.</text>
			</subsection><subsection id="H9405D16C4949487AA2DD48EEFBD0047"><enum>(g)</enum><header> General
			 management plan</header>
				<paragraph id="HD1E613E3E8CB4DAD9148D0005D8C1ED5"><enum>(1)</enum><header>In
			 general</header><text>Not later than 3 years after the date on which funds are
			 made available to carry out this subsection, the Secretary, in coordination
			 with the State of Maryland, political subdivisions of the State, and the United
			 States Fish and Wildlife Service, shall complete a general management plan for
			 the Historical Park in accordance with section 12(b) of <external-xref legal-doc="public-law" parsable-cite="pl/91/383">Public Law 91–383</external-xref> (16
			 U.S.C. 1a–7(b)).</text>
				</paragraph><paragraph id="H7E83C22C9B1D4E06B414A095978B1393"><enum>(2)</enum><header>Coordination</header><text>The
			 Secretary shall coordinate the preparation and implementation of the general
			 management plan for the Historical Park with—</text>
					<subparagraph id="H795B5E4F791343A5ADC1E09DBAD5E74"><enum>(A)</enum><text>the Harriet Tubman
			 National Historical Park in Auburn, New York;</text>
					</subparagraph><subparagraph id="H28B3F977CDC748E58FFDE7BF86BEEFD"><enum>(B)</enum><text>the National
			 Underground Railroad: Network to Freedom;</text>
					</subparagraph><subparagraph id="H4341F2AAE9B54E368B4926208CAD2F44"><enum>(C)</enum><text>the Maryland
			 Harriet Tubman Underground Railroad State Park; and</text>
					</subparagraph><subparagraph id="HF112DDE2961743DEBA8D4D81F9E18318"><enum>(D)</enum><text>the Harriet Tubman
			 Underground Railroad Byway in Dorchester and Caroline Counties,
			 Maryland.</text>
					</subparagraph></paragraph><paragraph id="H7976039004F9493DB2A189FE3708CDFA"><enum>(3)</enum><header>Priority
			 Treatment</header><text>The general management plan for the Historical Park
			 shall give priority to the adequate protection of, interpretation of, public
			 appreciation for, archaeological investigation of, and research on Stewart's
			 Canal, the Jacob Jackson home site, the Brodess Farm, the Ben Ross and Anthony
			 Thompson properties on Harrisville Road, and the James Cook site, all of which
			 are privately owned potential future properties in the Blackwater National
			 Wildlife Refuge.</text>
				</paragraph></subsection><subsection id="HDA549458042F45BB8C00899E8B4E0070"><enum>(h)</enum><header>Blackwater
			 National Wildlife Refuge</header>
				<paragraph id="H2BF4AAD112984CEFAE9E90C59EBCF7D0"><enum>(1)</enum><header>Interagency
			 agreement</header><text>The Secretary shall ensure that, not later than 1 year
			 after the date of enactment of this Act, the National Park Service and the
			 United States Fish and Wildlife Service enter into an interagency agreement
			 that—</text>
					<subparagraph id="HB04D93C1BCB14BB4AD9227D655B5EBC"><enum>(A)</enum><text>promotes and
			 mutually supports the compatible stewardship and interpretation of Harriet
			 Tubman resources at the Blackwater National Wildlife Refuge; and</text>
					</subparagraph><subparagraph id="HDEFECAE2E10949D79CFAA9AC43F1B721"><enum>(B)</enum><text>provides for the
			 maximum level of cooperation between those Federal agencies to further the
			 purposes of this Act.</text>
					</subparagraph></paragraph><paragraph id="H5925B713304E4F73AD5B317EA800FEEE"><enum>(2)</enum><header>Effect of
			 act</header><text>Nothing in this Act modifies, alters, or amends the
			 authorities of the United States Fish and Wildlife Service in the
			 administration and management of the Blackwater National Wildlife
			 Refuge.</text>
				</paragraph></subsection></section><section id="H34676908CDD8414FBE1D47907F22DF65"><enum>6.</enum><header>Administration</header>
			<subsection id="HA527FF21016C40E885FB63D1B3D6F3D6"><enum>(a)</enum><header>In
			 general</header><text>The Secretary shall administer the Harriet Tubman
			 National Historical Park and the Harriet Tubman Underground Railroad National
			 Historical Park in accordance with this Act and the laws generally applicable
			 to units of the National Park System including—</text>
				<paragraph id="H32B537B11DB8437C8750C2F71227C6E0"><enum>(1)</enum><text>the National Park
			 Service Organic Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1">16 U.S.C. 1 et seq.</external-xref>); and</text>
				</paragraph><paragraph id="H1432AFA09E5F45CFAB8897B0B0C58800"><enum>(2)</enum><text>the Act of August
			 21, 1935 (<external-xref legal-doc="usc" parsable-cite="usc/16/461">16 U.S.C. 461 et seq.</external-xref>).</text>
				</paragraph></subsection><subsection id="H381595EC432848B500AFFDE75B8215B"><enum>(b)</enum><header>Park
			 regulations</header><text>Notwithstanding subsection (a), regulations and
			 policies applicable to units of the National Park System shall apply only to
			 Federal land administrated by the National Park Service that is located within
			 the boundary of the Harriet Tubman Underground Railroad National Historical
			 Park.</text>
			</subsection></section><section id="H18DF0AFC752540BF8C76C3C084C37DF2"><enum>7.</enum><header>Authorization of
			 appropriations</header>
			<subsection id="HDD1FB27B169144CD8051BAED5800BDD"><enum>(a)</enum><header>In
			 general</header><text>There are authorized to be appropriated such sums as are
			 necessary to carry out this Act (other than subsection (b)), including the
			 provision of National Park Service personnel and National Park Service
			 management funds for the Harriet Tubman National Historical Park and the
			 Harriet Tubman Underground Railroad National Historical Park.</text>
			</subsection><subsection id="H62065F25C94F407ABBC5542FEA0693C7"><enum>(b)</enum><header>Grants</header><text>There
			 are authorized to be appropriated not more than—</text>
				<paragraph id="H50F7CD7E4B2C406FA46600F869D0C205"><enum>(1)</enum><text>$7,500,000 to
			 provide grants to the Church for—</text>
					<subparagraph id="H225FCEA60A43455F931DAF929F6BDBBB"><enum>(A)</enum><text>historic
			 preservation, rehabilitation, and restoration of resources within the boundary
			 of the Harriet Tubman National Historical Park; and</text>
					</subparagraph><subparagraph id="HF67C37609864415E964479C7001CA18D"><enum>(B)</enum><text>the costs of
			 design, construction, installation, and maintenance of exhibits and other
			 interpretive devices authorized under section 4(d)(1)(B);</text>
					</subparagraph></paragraph><paragraph id="H77B2F925176F40F79072C1C6AE683E17"><enum>(2)</enum><text>$11,000,000 for
			 grants to the State of Maryland for activities authorized under subsections
			 (d)(1) and (e)(4)(A) of section 5; and</text>
				</paragraph><paragraph id="HA933EDC760CC49ECA045FE43E464E811"><enum>(3)</enum><text>$200,000 for
			 fiscal year 2009 and each fiscal year thereafter for competitive grants to
			 historically Black colleges and universities, Predominately Black Institutions,
			 and minority serving institutions for research into the life of Harriet Tubman
			 and the African-American experience during the years that coincide with the
			 life of Harriet Tubman.</text>
				</paragraph></subsection><subsection id="H6BF99BEEFEF54F49A7BF86C826C97873"><enum>(c)</enum><header>Cost-sharing
			 requirement</header>
				<paragraph id="H3AB720648B5041649D03C94CD1D0A830"><enum>(1)</enum><header>Church and
			 visitor center grants</header><text>The Federal share of the cost of activities
			 provided grants under paragraph (1) or (2) of subsection (b) and any
			 maintenance, construction, or utility costs incurred pursuant to a cooperative
			 agreement entered into under section 4(d)(1)(A) or section 5(e) shall not be
			 more than 50 percent.</text>
				</paragraph><paragraph id="H718E62858DB34A7EB0C9960917C1C0AC"><enum>(2)</enum><header>Historically
			 black colleges and universities</header><text>The Federal share of the cost of
			 activities provided assistance under subsection (b)(3) shall be not more than
			 75 percent.</text>
				</paragraph><paragraph id="H68F57C5CD4B74C229C4E1CBA2DDE4C23"><enum>(3)</enum><header>Form of
			 non-Federal share</header><text>The non-Federal share required under this
			 subsection may be in the form of in-kind contributions of goods or services
			 fairly valued.</text>
