<section id="H89C65243CEB84E8E98D2CF0000BF1BF1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Agency Performance Review and Efficiency Act</short-title></quote>.</text></section> 
<section id="HFCC465D5906B4DBCB5329900E81C3611"><enum>2.</enum><header>Annual Inspector General performance reviews of Federal programs and agencies</header> 
<subsection id="H1D01F75BED89434AA013C70506956B40"><enum>(a)</enum><header>Principal duty</header><text display-inline="yes-display-inline">Section 4 of the Inspector General Act of 1978 (5 U.S.C. App.) is amended—</text> 
<paragraph id="H3FB7659EADF54C13A1FA6DED79B7E219"><enum>(1)</enum><text>by redesignating subsections (a), (b), (c), and (d) as subsections (b), (c), (d), and (e), respectively;</text></paragraph> 
<paragraph id="HD09E614846BA4B619B2B05A3B100649D"><enum>(2)</enum><text>by inserting before subsection (b) (as so redesignated) the following new subsection:</text>

<subsection id="H21326BA4751E466C804E0066C5BAF836"><enum>(a)</enum><text display-inline="yes-display-inline">It shall be the principal duty and responsibility of each Inspector General, with respect to the establishment within which his Office is established, to review annually the operations, efficiency, and effectiveness of all Federal programs within such establishment and submit to the Congress and the President not later than September 1 of each year recommendations, accompanied by proposed legislation, on whether an abolishment, reorganization, consolidation, or transfer of existing Federal programs and agencies is necessary—</text> 
<paragraph id="HAC7BA00480D347DB9DD0955F672423E0"><enum>(1)</enum><text display-inline="yes-display-inline"> to reduce Federal expenditures;</text></paragraph> 
<paragraph id="H1CA19D8348454BD78B7D251DDBF54B73"><enum>(2)</enum><text display-inline="yes-display-inline">to increase efficiency of government operations;</text></paragraph> 
<paragraph id="H18961AA8D598408EB0A0FB07437F674E"><enum>(3)</enum><text display-inline="yes-display-inline">to eliminate overlap and duplication in Federal programs and offices;</text></paragraph> 
<paragraph id="H2615E050560F4D73B0243D28F35023A4"><enum>(4)</enum><text display-inline="yes-display-inline">to abolish agencies or programs that no longer serve an important governmental purpose; and</text></paragraph> 
<paragraph id="HDFF4DBEC5DD74888B8A477A0E285AA07"><enum>(5)</enum><text display-inline="yes-display-inline">to identify reductions in amounts of discretionary budget authority or direct spending that can be dedicated to Federal deficit reduction.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HF19225E2B024486A8CC5E64401E7602F"><enum>(3)</enum><text>in subsection (c)(1) (as so redesignated), by striking <quote>(a)(1)</quote> and inserting <quote>(b)(1)</quote>.</text></paragraph></subsection> 
<subsection id="H79A26CC131CA45799488F9651BF975B"><enum>(b)</enum><header>Conforming amendments</header><text>The Inspector General Act of 1978 (5 U.S.C. App.) is further amended—</text> 
<paragraph id="H64F21084A4564F74816E7668205C50F1"><enum>(1)</enum><text>in section 8(d), by striking <quote>section 4(d)</quote> and inserting <quote>section 4(e)</quote>; and</text></paragraph> 
<paragraph id="H78FA0E40034143D9A03F31AFE8F20082"><enum>(2)</enum><text>in section 8D(k)(2)(A), by striking <quote>section 4(d)</quote> and inserting <quote>section 4(e)</quote>.</text></paragraph></subsection></section>
