		<official-title>To require the submission by the President of
		  recommendations and proposed legislation to modernize, consolidate,
		  reprioritize, and where necessary, terminate Federal programs, agencies, and
		  activities.</official-title>

		<section id="H9ABCF2B0E3A148BCAFD8D2BCF229C017" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Federal Efficiency and Performance Act
			 of 2008</short-title></quote>.</text>
		</section><section id="H13FF0E86B8C84C908BF42C15B142409C"><enum>2.</enum><header>Presidential
			 recommendations on the modernization, consolidation, reprioritization and
			 termination of Federal programs, agencies and activities</header><text display-inline="no-display-inline">Not later than 180 days after taking office,
			 the President shall submit to the Congress recommendations, accompanied by
			 proposed legislation, on which existing Federal programs and agencies should be
			 modernized, consolidated, reprioritized, and where necessary, terminated in
			 order to—</text>
			<paragraph id="H1FBF9EA408BC40E595A500D702E02233"><enum>(1)</enum><text>reduce Federal
			 expenditures;</text>
			</paragraph><paragraph id="H16B06C094641437D953BCB924DBCAEE7"><enum>(2)</enum><text>increase
			 efficiency and effectiveness of government operations;</text>
			</paragraph><paragraph id="H4A47C53057444A468852FF00D40200FE"><enum>(3)</enum><text>eliminate overlap
			 and duplication in Federal programs and offices;</text>
			</paragraph><paragraph id="HB4B3359AADCC40370000007E78D8E5E4"><enum>(4)</enum><text>abolish agencies,
			 programs and activities that no longer serve an important governmental purpose;
			 and</text>
			</paragraph><paragraph id="H8A5AE1514AE64BE58D404E49840747E2"><enum>(5)</enum><text>identify
			 reductions in amounts of discretionary budget authority or direct spending that
			 can be dedicated to Federal deficit reduction.</text>
