		<section id="H523B062AEB294C93809D11FBE8D94B1B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">The Act may be cited as the <quote>Stop
			 Deceptive Advertising of Gas Prices Act</quote>.</text>
		</section><section id="H3E01B42168084000B7DDF07E786DBEFE"><enum>2.</enum><header>Requirements for
			 complete displays of the retail price of transportation fuel</header>
			<subsection id="HC89414C1C513492387B3CC63B13322A6"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">In each place
			 (including on a sign, label, or advertisement) where a covered retailer
			 publically displays a price that the retailer charges consumers for purchases
			 of transportation fuel, the retailer shall display the price charged for
			 purchases of such fuel made with cash and the price charged for purchases of
			 such fuel made with another form of payment (including processing fees charged
			 to consumers for purchases made with a credit card, charge card, debit card, or
			 another non-cash method of payment).</text>
			</subsection><subsection id="HF5769ED67D7E4BA587AC7EE8DE91FB3D"><enum>(b)</enum><header>Treatment of an
			 incomplete display of fuel prices</header><text display-inline="yes-display-inline">The failure to comply with subsection (a)
			 shall be treated as an unfair or deceptive act or practice in or affecting
			 commerce within the meaning of section 5 of the Federal Trade Commission Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/15/45">15 U.S.C. 45</external-xref>). The Federal Trade Commission shall enforce this Act in the same
			 manner, by the same means, and with the same jurisdiction as though all
			 applicable terms and provisions of the Federal Trade Commission Act were
			 incorporated into and made a part of this Act.</text>
			</subsection><subsection id="HC1F5D83390DF4D76B58B4907D0041B1"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">For purposes of this Act, the following
			 definitions apply:</text>
				<paragraph id="HD66EAF5873AD4B778803E54561BA31E"><enum>(1)</enum><header>Charge
			 card</header><text display-inline="yes-display-inline">The term <term>charge
			 card</term> has the meaning given such term in section 127(c)(4)(E) of the
			 Truth in Lending Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1637">15 U.S.C. 1637</external-xref>).</text>
				</paragraph><paragraph id="HB569D9CA47E6431F81A552A0B963A45C"><enum>(2)</enum><header>Credit
			 card</header><text>The term <term>credit card</term> has the meaning given such
			 term in section 103(k) of the Truth in Lending Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1602">15 U.S.C. 1602(k)</external-xref>).</text>
				</paragraph><paragraph id="HD64F865406B144679E73ACC0D01CC818"><enum>(3)</enum><header>Debit
			 card</header><text display-inline="yes-display-inline">The term <term>debit
			 card</term> means any card or other device issued by a financial institution
			 (as defined in section 903(8) of the Truth in Lending Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1693a">15 U.S.C. 1693a(8)</external-xref>))
			 to a consumer for use in initiating electronic fund transfers (as defined in
			 section 903(6) of such Act) from the account of the consumer at such financial
			 institution for the purpose of transferring money between accounts or obtaining
			 money, property, labor, or services.</text>
				</paragraph><paragraph id="HAB53E44C98904512A536F2F5D8CC12FC"><enum>(4)</enum><header>Transportation
			 fuel</header><text display-inline="yes-display-inline">The term
			 <term>transportation fuel</term> has the meaning given such term in section
			 211(o)(1)(L) of the Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7545">42 U.S.C. 7545</external-xref>) as amended by Public Law
			 110–140.</text>
				</paragraph><paragraph id="H881C4B78E3DD4C5A9C16A138E665E954"><enum>(5)</enum><header>Covered
			 retailer</header><text display-inline="yes-display-inline">The term
			 <term>covered retailer</term> means a person, partnership, or corporation
			 that—</text>
					<subparagraph id="HA73C38085DCA4745AA750826D1D958D7"><enum>(A)</enum><text>sells
			 transportation fuel to the general public for ultimate consumption; and</text>
					</subparagraph><subparagraph id="HDE1A7388C1064FE4A92600A5ECB32273"><enum>(B)</enum><text>charges consumers
			 a different price for transportation fuel purchased with cash compared to the
			 price for such fuel purchased with another form of payment.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
