		  protect judges, prosecutors, witnesses, victims, and their family members, and

		<section display-inline="no-display-inline" id="H02F85B6C26BD452A008B3331F4610181" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Court Security Improvement Act of
			 2007</short-title></quote>.</text>
		</section><title id="H5ED6C49AD1BC4267AE44291492B2EA1D"><enum>I</enum><header>Judicial security
			 improvements and funding</header>
			<section id="H1F87DF3EBF93428988E93F5BC16C0090"><enum>101.</enum><header>Judicial branch
			 security requirements</header>
				<subsection id="H54365FA2EBD446068893073EDB055CE"><enum>(a)</enum><header>Ensuring
			 consultation with the judiciary</header><text><external-xref legal-doc="usc" parsable-cite="usc/28/566">Section 566</external-xref> of title 28, United
			 States Code, is amended by adding at the end the following:</text>
					<quoted-block changed="added" committee-id="HJU00" display-inline="no-display-inline" id="HD1111172070F409D8923185375041169" style="OLC">
						<subsection id="HAA066A0D8A4643A7BCE8481BC11C2D3D"><enum>(i)</enum><text>The Director of
				the United States Marshals Service shall consult with the Judicial Conference
				of the United States on a continuing basis regarding the security requirements
				for the judicial branch of the United States Government, to ensure that the
				views of the Judicial Conference regarding the security requirements for the
				judicial branch of the Federal Government are taken into account when
				determining staffing levels, setting priorities for programs regarding judicial
				security, and allocating judicial security resources. In this paragraph, the
				term <term>judicial security</term> includes the security of buildings housing
				the judiciary, the personal security of judicial officers, the assessment of
				threats made to judicial officers, and the protection of all other judicial
				personnel. The United States Marshals Service retains final authority regarding
				security requirements for the judicial branch of the Federal
				Government.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HC5C9856E3AB74CCA964FF62D039408A2"><enum>(b)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">Section 331 of
			 title 28, United States Code, is amended by adding at the end the
			 following:</text>
					<quoted-block act-name="" changed="added" committee-id="HJU00" display-inline="no-display-inline" id="HA95100B8B4F44236B9D19F83575A67" style="OLC">
						<subsection id="H86777E23C63D43EC8D9DAEC3512F2B3"><enum></enum><text>The Judicial Conference shall
				consult with the Director of United States Marshals Service on a continuing

				</subsection></section><section id="HC6D00F845A534B4F8B7888FC1C3CF2CE"><enum>102.</enum><header>Financial
			 disclosure reports</header><text display-inline="no-display-inline">Section
			 105(b)(3) of the Ethics in Government Act of 1978 (5 U.S.C. App.) is amended by
			 striking subparagraph (E).</text>
			</section><section id="HA86FF785845545218110606D409952E2"><enum>103.</enum><header>Protection of
			 United States Tax Court</header>
				<subsection id="H6C8CAA36396D4A2B81C773B8DDF68458"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 566(a) of
			 title 28, United States Code, is amended by striking <quote>and the Court of
			 International Trade</quote> and inserting <quote>, the Court of International
			 Trade, and any other court, as provided by law</quote>.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="H3CCCB7DE4C9A4894BDA0CEE386E20040"><enum>(b)</enum><header>Internal Revenue
			 Code</header><text display-inline="yes-display-inline">Section 7456(c) of the
			 Internal Revenue Code of 1986 (relating to incidental powers of the Tax Court)
			 is amended in the matter following paragraph (3), by striking the period at the
			 end, and inserting <quote>and may otherwise provide for the security of the Tax
			 Court, including the personal protection of Tax Court judges, court officers,
			 witnesses, and other threatened person in the interests of justice, where
			 criminal intimidation impedes on the functioning of the judicial process or any
			 other official proceeding.</quote>.</text>
				</subsection></section><section id="H0E517495BE19408DA138A4D2114603E0"><enum>104.</enum><header>Protection of
			 United States tax court</header>
				<subsection id="H4873163C35A14CB9BBAB622FD659D019"><enum>(a)</enum><header>In
			 general</header><text><external-xref legal-doc="usc" parsable-cite="usc/28/566">Section 566(a)</external-xref> of title 28, United
			 States Code, is amended by striking <quote>and the Court of International
			 Trade</quote> and inserting <quote>, the Court of International Trade, and the
			 United States Tax Court, as provided by law</quote>.</text>
				</subsection><subsection id="H13C8E5EC75684F65AD7CBFE23BFAB716"><enum>(b)</enum><header>Internal Revenue
			 Code</header><text>Section 7456(c) of the Internal
			 Revenue Code of 1986 (relating to incidental powers of the Tax Court) is
			 amended in the matter following paragraph (3), by striking the period at the
			 end, and inserting <quote>and may otherwise provide, when requested by the
			 chief judge of the Tax Court, for the security of the Tax Court, including the
			 personal protection of Tax Court judges, court officers, witnesses, and other
			 threatened persons in the interests of justice, where criminal intimidation
			 impedes on the functioning of the judicial process or any other official
			 proceeding.</quote>.</text>
				</subsection><subsection id="H2C41FDD9BE9B43C59960DC236007BD59"><enum>(c)</enum><header>Reimbursement</header><text>The
			 United States Tax Court shall reimburse the United States Marshals Service for
			 protection provided under the amendments made by this section.</text>
				</subsection></section></title><title id="H7950929172064A508106B469A5709F16"><enum>II</enum><header>Criminal law
			 enhancements to protect judges, family members, and witnesses</header>
			<section id="H6C04EB9E7BD249CB8B2D1EF076D69756"><enum>201.</enum><header>Protections
			 against malicious recording of fictitious liens against Federal judges and
			 Federal law enforcement officers</header>
				<subsection id="H2BB374F214BA4B9493CE21AB2B80D7E9"><enum>(a)</enum><header>Offense</header><text>Chapter
			 73 of title 18, United States Code, is amended by adding at the end the
			 following:</text>
					<quoted-block changed="added" committee-id="HJU00" display-inline="no-display-inline" id="HECF6A0F62C484F6AA4618E364F6E688F" style="USC">
						<section id="H87EA518A97354178A9C3922490FE0400"><enum>1521.</enum><header>Retaliating
				against a Federal judge or Federal law enforcement officer by false claim or
				slander of title</header>
							<subsection id="HAFC4348A573F4E3690D53D27F81579D0"><enum></enum><text>Whoever files, attempts to file,
				or conspires to file, in any public record or in any private record which is
				generally available to the public, any false lien or encumbrance against the
				real or personal property of an individual described in section 1114, on
				account of the performance of official duties by that individual, knowing or
				having reason to know that such lien or encumbrance is false or contains any
				materially false, fictitious, or fraudulent statement or representation, shall
				be fined under this title or imprisoned for not more than 10 years, or
				both.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H4E59A26D14E443A4BD342F92343F49B0"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The chapter analysis for
			 <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/73">chapter 73</external-xref> of title 18,
			 United States Code, is amended by adding at the end the following new
			 item:</text>

				</subsection></section><section id="HCFBD6AA23DAA4C4DB798C5C61C7BD650"><enum>202.</enum><header>Protection of
			 individuals performing certain official duties</header>
				<subsection id="HFEC9E5E0853F404AB2004000CF1FF69"><enum>(a)</enum><header>Offense</header><text>Chapter
			 7 of title 18, United States Code, is amended by adding at the end the
			 following:</text>

						<section id="H3087C70916F2418591D9D3D925A300AD"><enum>119.</enum><header>Protection of
				individuals performing certain official duties</header>
							<subsection id="HA499EC56418948F3BBF91DE8AE4412EF"><enum>(a)</enum><header>In
				general</header><text>Whoever knowingly makes restricted personal information
				about a covered official, or a member of the immediate family of that covered
				official, publicly available—</text>
								<paragraph id="H5A8BD90E2BBE48CD9BABE23505E7D3A4"><enum>(1)</enum><text>with the intent to
				threaten, intimidate, or incite the commission of a crime of violence against
				that covered official, or a member of the immediate family of that covered
				official; or</text>
								</paragraph><paragraph id="HB32D7D45D6CD4F5DB47D4251EDFCC00"><enum>(2)</enum><text>with the intent and
				knowledge that the restricted personal information will be used to threaten,
				intimidate, or facilitate the commission of a crime of violence against that
				covered official, or a member of the immediate family of that covered
				official,</text>
								</paragraph><continuation-text continuation-text-level="subsection">shall be fined under this title,
				imprisoned not more than 5 years, or both.</continuation-text></subsection><subsection id="H76858F6EF084468196B647B8A237856"><enum>(b)</enum><header>Definitions</header><text>In
				this section—</text>
								<paragraph id="H2D6611C41A71465C91CFB11235134781"><enum>(1)</enum><text>the term
				<term>restricted personal information</term> means, with respect to an
				individual, the Social Security number, the home address, home phone number,
				mobile phone number, personal email, or home fax number of, and identifiable
				to, that individual;</text>
								</paragraph><paragraph id="H6B6C597DB24A45FA8B57C4EBB99DCDCA"><enum>(2)</enum><text>the term
				<term>covered official</term> means—</text>
									<subparagraph id="H30DE26E943F14D28AAB908EB024B6221"><enum>(A)</enum><text>an individual
				designated in section 1114;</text>
									</subparagraph><subparagraph id="H2CE1A86708684F3B97755965EDBB62F2"><enum>(B)</enum><text>a grand or petit
				juror, witness, or other officer in or of, any court of the United States, or
				an officer who may be serving at any examination or other proceeding before any
				United States magistrate judge or other committing magistrate;</text>
									</subparagraph><subparagraph display-inline="no-display-inline" id="H134D542461ED4AD6951CFA465F06E293"><enum>(C)</enum><text>a public safety
				officer (as that term is defined in section 1204 of the Omnibus Crime Control
				and Safe Streets Act of 1968) who is employed by a public agency that receives
				Federal financial assistance; and</text>
									</subparagraph><subparagraph id="HCD969D6A0FBF45E9947FB0D63378A3F4"><enum>(D)</enum><text display-inline="yes-display-inline">a paid informant or any witness in a
				Federal criminal investigation or prosecution or in a State criminal
				investigation or prosecution of an offense that is in or affects interstate or
				foreign commerce;</text>
									</subparagraph></paragraph><paragraph id="H24FEF60F7BDA400F8FCF38DF14F481B4"><enum>(3)</enum><text>the term
				<term>crime of violence</term> has the meaning given the term in section 16;
				and</text>
								</paragraph><paragraph id="H2649C12B7B3547A68984D1F93F06008F"><enum>(4)</enum><text>the term
				<term>immediate family</term> has the meaning given the term in section
				115(c)(2).</text>
								</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H7A7E5C4772654700A7EFF408FF01EDA"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of chapter 7 of
			 title 18, United States Code, is amended by adding at the end the following new
			 item:</text>

			 possession of dangerous weapons in Federal court facilities</header><text display-inline="no-display-inline">Section 930(e)(1) of
			 title 18, United States Code, is amended by inserting <quote>or other dangerous
			 weapon</quote> after <quote>firearm</quote>.</text>
			</section><section id="H559396D32B8F42F0BA7530F4F34DC1E0"><enum>204.</enum><header>Clarification
			 of venue for retaliation against a witness</header><text display-inline="no-display-inline">Section 1513 of
			 title 18, United States Code, is amended by adding at the end the
			 following:</text>
				<quoted-block changed="added" committee-id="HJU00" display-inline="no-display-inline" id="H04D978730E10435E8C175DF9F1000039" style="OLC">
					<subsection id="H6FBF97BCC00E40F8A62B10F5DB9D04"><enum>(g)</enum><text>A prosecution under
				this section may be brought in the district in which the official proceeding
				(whether pending, about to be instituted, or completed) was intended to be
				affected, or in which the conduct constituting the alleged offense
				occurred.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H0379FDFBE8674B64B6BC23E5E75F1062"><enum>205.</enum><header>Modification of
			 tampering with a witness, victim, or an informant offense</header>
				<subsection id="H66C2CEF2234B4957A64259344543C898"><enum>(a)</enum><header>Changes in
			 Penalties</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/1512">Section 1512</external-xref> of title 18, United
			 States Code, is amended—</text>
					<paragraph id="HF2837A26F4C34CE687E92C1945F90950"><enum>(1)</enum><text>so that
			 subparagraph (A) of subsection (a)(3) reads as follows:</text>
						<quoted-block changed="added" committee-id="HJU00" id="H92D4D5F06076485E940029725F3D61F8" style="OLC">
							<subparagraph id="H97D7B428B64E4A569901BE5991BD2AC" indent="up1"><enum>(A)</enum><text>in the case of a killing, the
				punishment provided in sections 1111 and

					</paragraph><paragraph id="H8B511AFE61F6434C96A3E2E24847AC48"><enum>(2)</enum><text>in subsection
			 (a)(3)—</text>

			 following clause (ii) of subparagraph (B) by striking <quote>20 years</quote>

			 (a)(1)(B)—</text>
					<subparagraph id="H9B8A4780777D4F8081418D75F68ECC2B"><enum>(A)</enum><text>by inserting a
			 comma after <quote>probation</quote>; and</text>
					</subparagraph><subparagraph id="H640C7598E36747B294BE99114BC30134"><enum>(B)</enum><text>by striking the
			 comma which immediately follows another comma;</text>
					</subparagraph></paragraph><paragraph id="H66A94AAB85674A6492B65F00FABF4F9F"><enum>(2)</enum><text>in subsection
			 (a)(2)(B), by striking <quote>20 years</quote> and inserting <quote>30
			 years</quote>;</text>

			 modifications of Federal murder crime and related crimes</header><text display-inline="no-display-inline">Section 1112(b) of
			 title 18, United States Code, is amended—</text>
				<paragraph id="H0591421CDB964719878D77EBDA733DF8"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>United States,</quote>
			 and inserting <quote>United States—</quote>;</text>
				</paragraph><paragraph id="H6C850F7D74CE49E4BD00BDE51971B400"><enum>(2)</enum><text>by striking
			 <quote>Whoever is guilty of voluntary manslaughter,</quote> and inserting the
			 following:</text>
					<quoted-block changed="added" committee-id="HJU00" display-inline="no-display-inline" id="H318B8F34A7E74D36AEE4E4D80875DF2B" style="OLC">
						<paragraph id="H61B86421AA114724AE350648F3F7FF10"><enum>(1)</enum><text>subject to

				manslaughter</text>

			 <quote>Whoever is guilty of involuntary manslaughter,</quote> and inserting the
			 following:</text>

			 paragraph (2) (as designated by paragraph (3)), by striking the period and
			 inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="H91F567C5C79B425E9F8FF90011569F3F"><enum>(5)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>

						<paragraph id="H3B999FB357344642BF5654E3127757D0"><enum>(3)</enum><text>whoever is guilty
				of an offense under section 1114 or chapter 73 that involved a killing
				shall—</text>
							<subparagraph id="H9E38DE7DC8E54D26B1F915D6D00F319"><enum>(A)</enum><text>in the case of
				voluntary manslaughter, be fined under this title, imprisoned for not more than
				20 years, or both; and</text>
							</subparagraph><subparagraph id="H93D30348CD214B6E8FD2EED78929256C"><enum>(B)</enum><text>in the case of
				involuntary manslaughter, be fined under this title, imprisoned for not more
				than 10 years, or
				both.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section display-inline="no-display-inline" id="H9CD2B72657544261BA86B17FC4F8877" section-type="subsequent-section"><enum>208.</enum><header>Assault
			 penalties</header><text display-inline="no-display-inline">Section 115 of title
			 18, United States Code, is amended in subsection (b) by striking
			 <quote>(1)</quote> and all that follows through the end of paragraph (1) and
			 inserting the following:</text>
				<quoted-block changed="added" committee-id="HJU00" id="HA6C01202088F4FD09E2371B3DDDA89C8" style="OLC">
					<paragraph id="HA5014E5E6A3D484EAD26D05784F7C666"><enum>(1)</enum><text>The punishment for
				an assault in violation of this section is a fine under this title and—</text>
						<subparagraph id="HAE475D28123947DA97DE17377DACA423"><enum>(A)</enum><text>if the assault
				consists of a simple assault, a term of imprisonment for not more than one
				year, or both;</text>
						</subparagraph><subparagraph id="H4438C3E814BC45ECA05155C90500633D"><enum>(B)</enum><text>if the assault
				resulted in bodily injury (as defined in section 1365), a term of imprisonment
				for not more than 10 years;</text>
						</subparagraph><subparagraph id="H05D074D484F145EAAB59E3FF9069FFFE"><enum>(C)</enum><text>if the assault
				resulted in serious bodily injury (as defined in section 1365), a term of
				imprisonment for not more than 15 years; or</text>
						</subparagraph><subparagraph id="H9CD9D18BC5D849ECAD569C731B16FCA4"><enum>(D)</enum><text>if a dangerous
				weapon was used during and in relation to the offense, a term of imprisonment
				for not more than 30
				years.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H1BA9ADCAFFE24408AFC8DED843CFD712"><enum>209.</enum><header>Direction to
			 the sentencing commission</header><text display-inline="no-display-inline">The
			 United States Sentencing Commission is directed to review the Sentencing
			 Guidelines as they apply to threats punishable under
			 section
			 115 of title 18, United States Code, that occur over the
			 Internet, and determine whether and by how much that should aggravate the
			 punishment pursuant to <external-xref legal-doc="usc" parsable-cite="usc/28/994">section 994</external-xref> of title 28, United States Code. In
			 conducting the study, the Commission shall take into consideration the number
			 of such threats made; the intended number of recipients, whether the initial
			 sender was acting in an individual capacity or part of a larger group.</text>
			</section></title><title id="H37BF8A13CD564ED49536C7EB519D7E4"><enum>III</enum><header>Protecting State
			 and local judges and related grant programs</header>
			<section id="H0C25BB14118348609543D5346F7D1F73"><enum>301.</enum><header>Grants to
			 States to protect witnesses and victims of crimes</header>
				<subsection id="H6747BB037F824340AB0595965104D769"><enum>(a)</enum><header>In
			 general</header><text>Section 31702 of the Violent Crime Control and Law
			 Enforcement Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/42/13862">42 U.S.C. 13862</external-xref>) is
			 amended—</text>

			 options grants</header><text>Section 515 of the Omnibus Crime Control and Safe
			 Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3762a">42 U.S.C. 3762a</external-xref>) is
			 amended—</text>

			 (a)—</text>

					</paragraph></subsection><subsection id="HA2D877B16062470A005E08743F73C718"><enum>(c)</enum><header>State and Local
			 Governments To Consider Courts</header><text>The Attorney General may require,
			 as appropriate, that whenever a State or unit of local government or Indian
			 tribe applies for a grant from the Department of Justice, the State, unit, or
			 tribe demonstrate that, in developing the application and distributing funds,
			 the State, unit, or tribe—</text>
					<paragraph id="H1EFB2A309B7C4063A48E00A024028E7D"><enum>(1)</enum><text>considered the
			 needs of the judicial branch of the State, unit, or tribe, as the case may
			 be;</text>
					</paragraph><paragraph id="H8044C6548F8B4E05B1C1BBFB98ECD6B8"><enum>(2)</enum><text>consulted with the
			 chief judicial officer of the highest court of the State, unit, or tribe, as
			 the case may be; and</text>
					</paragraph><paragraph id="HDA8B21F35DBE4254A49120388DFB91B0"><enum>(3)</enum><text>consulted with the
			 chief law enforcement officer of the law enforcement agency responsible for the
			 security needs of the judicial branch of the State, unit, or tribe, as the case
			 may be.</text>
					</paragraph></subsection><subsection id="HD647A2F85CCB4CBA82F0741E302400B3"><enum>(d)</enum><header>Armor
			 Vests</header><text>Section 2501 of title I of the
			 <act-name parsable-cite="OCCSS">Omnibus Crime Control and Safe Streets Act of
			 1968</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/3796ll">42 U.S.C. 3796ll</external-xref>) is
			 amended—</text>
					<paragraph id="HEA3C79E1318F414C94B25402FD74DE01"><enum>(1)</enum><text>in subsection (a),
			 by inserting <quote>and State and local court officers</quote> after
			 <quote>tribal law enforcement officers</quote>; and</text>
					</paragraph><paragraph id="H02E6C35AEDF947B4BA595351D6F940A0"><enum>(2)</enum><text>in subsection
			 (b)(1), by inserting <quote>State or local court,</quote> after
			 <quote>government,</quote>.</text>
					</paragraph></subsection></section><section display-inline="no-display-inline" id="HBBD91F6E31C641BBA2F26C747CCF0025" section-type="subsequent-section"><enum>303.</enum><header>Grants to States for
			 threat assessment databases</header>
				<subsection id="H602ACE09A4C04FD6A5FCDCFB17CA2830"><enum>(a)</enum><header>In
			 General</header><text>The Attorney General, through the Office of Justice
			 Programs, shall make grants under this section to the highest State courts in
			 States participating in the program, for the purpose of enabling such courts to
			 establish and maintain a threat assessment database described in subsection
			 (b).</text>
				</subsection><subsection id="HEA9012F55D9C4AA18B4164B95DA5454F"><enum>(b)</enum><header>Database</header><text>For
			 purposes of subsection (a), a threat assessment database is a database through
			 which a State can—</text>
					<paragraph id="H7D4ECE6535524DB1ABA3AEA039AD4761"><enum>(1)</enum><text>analyze trends and
			 patterns in domestic terrorism and crime;</text>
					</paragraph><paragraph id="H49B146D276FC41D2B953FF9338EF8E47"><enum>(2)</enum><text>project the
			 probabilities that specific acts of domestic terrorism or crime will occur;
			 and</text>
					</paragraph><paragraph id="HF4A92C5CF2DA430A861400E23C54D8DB"><enum>(3)</enum><text>develop measures
			 and procedures that can effectively reduce the probabilities that those acts
			 will occur.</text>
					</paragraph></subsection><subsection id="H2472687BF0E042D8BCC0A84BC5CFFA93"><enum>(c)</enum><header>Core
			 Elements</header><text>The Attorney General shall define a core set of data
			 elements to be used by each database funded by this section so that the
			 information in the database can be effectively shared with other States and
			 with the Department of Justice.</text>
				</subsection><subsection id="H5913E9AAFBE343EA832577C9AAD6C40"><enum>(d)</enum><header>Authorization of
			 Appropriations</header><text>There are authorized to be appropriated to carry
			 out this section such sums as may be necessary for each of the fiscal years
			 2008 through 2011.</text>
				</subsection></section></title><title id="HA9CFB78336F542010054B752362BE9BD"><enum>IV</enum><header>Law enforcement
			 officers</header>
			<section id="HB9825E9969804F6E81CB5439BB7700AE"><enum>401.</enum><header>Report on
			 security of Federal prosecutors</header>
				<subsection id="H4BAB56CBFAC348108DD1C46CDE76F1A8"><enum>(a)</enum><header>In
			 general</header><text>Not later than 90 days after the date of the enactment of
			 this Act, the Attorney General shall submit to the Committee on the Judiciary
			 of the Senate and the Committee on the Judiciary of the House of
			 Representatives a report on the security of assistant United States attorneys
			 and other Federal attorneys arising from the prosecution of terrorists, violent
			 criminal gangs, drug traffickers, gun traffickers, white supremacists, those
			 who commit fraud and other white-collar offenses, and other criminal
			 cases.</text>
				</subsection><subsection id="H39673EF2761440C8004F226F192076C6"><enum>(b)</enum><header>Contents</header><text>The
			 report submitted under subsection (a) shall describe each of the
			 following:</text>
					<paragraph id="H5B508BC5D42D4D82B3B4C8B03F5D0C1"><enum>(1)</enum><text>The number and
			 nature of threats and assaults against attorneys handling prosecutions
			 described in subsection (a) and the reporting requirements and methods.</text>
					</paragraph><paragraph id="HA4B0E2851EA34D2CA8DD5D2B28D500AD"><enum>(2)</enum><text>The security
			 measures that are in place to protect the attorneys who are handling
			 prosecutions described in subsection (a), including threat assessments,
			 response procedures, availability of security systems and other devices,
			 firearms licensing (deputations), and other measures designed to protect the
			 attorneys and their families.</text>
					</paragraph><paragraph id="HBE487BFE865A44079D5718F79BDA7DAD"><enum>(3)</enum><text>The firearms
			 deputation policies of the Department of Justice, including the number of
			 attorneys deputized and the time between receipt of threat and completion of
			 the deputation and training process.</text>
					</paragraph><paragraph id="H05A9C9AEE425446C8043CAA0D9F17C0"><enum>(4)</enum><text>For each
			 requirement, measure, or policy described in paragraphs (1) through (3), when
			 the requirement, measure, or policy was developed and who was responsible for
			 developing and implementing the requirement, measure, or policy.</text>
					</paragraph><paragraph id="HA28B9F4E60F1434481326E117BA34847"><enum>(5)</enum><text>The programs that
			 are made available to the attorneys for personal security training, including
			 training relating to limitations on public information disclosure, basic home
			 security, firearms handling and safety, family safety, mail handling,
			 counter-surveillance, and self-defense tactics.</text>
					</paragraph><paragraph id="H41E9FF00095745A4A29BC2B6E5363069"><enum>(6)</enum><text>The measures that
			 are taken to provide attorneys handling prosecutions described in subsection
			 (a) with secure parking facilities, and how priorities for such facilities are
			 established—</text>
						<subparagraph id="H165606759EC84479935D3EC92E1B15C"><enum>(A)</enum><text>among Federal
			 employees within the facility;</text>
						</subparagraph><subparagraph id="H8FE965C85ADE464A906BB2405B96865"><enum>(B)</enum><text>among Department of
			 Justice employees within the facility; and</text>
						</subparagraph><subparagraph id="H73F8F6E2C2A0417AB13B68ABEE46853D"><enum>(C)</enum><text>among attorneys
			 within the facility.</text>
						</subparagraph></paragraph><paragraph id="HC6BAEAFE5C5145E18006A358DAAF003C"><enum>(7)</enum><text>The frequency
			 attorneys handling prosecutions described in subsection (a) are called upon to
			 work beyond standard work hours and the security measures provided to protect
			 attorneys at such times during travel between office and available parking
			 facilities.</text>
					</paragraph><paragraph id="HF2343E1C20D040A0967C41AC7FB377E7"><enum>(8)</enum><text>With respect to
			 attorneys who are licensed under State laws to carry firearms, the policy of
			 the Department of Justice as to—</text>
						<subparagraph id="H11E12F39A8F74690993E31BD163EB58F"><enum>(A)</enum><text>carrying the
			 firearm between available parking and office buildings;</text>
						</subparagraph><subparagraph id="HD22B4644E8D843D4A928982C81859361"><enum>(B)</enum><text>securing the
			 weapon at the office buildings; and</text>
						</subparagraph><subparagraph id="H24CF70D4BC2B4B04B40327CEBEFEA170"><enum>(C)</enum><text>equipment and
			 training provided to facilitate safe storage at Department of Justice
			 facilities.</text>
						</subparagraph></paragraph><paragraph id="H24449E7E2DCA4FF0B147C00412495448"><enum>(9)</enum><text>The offices in the
			 Department of Justice that are responsible for ensuring the security of
			 attorneys handling prosecutions described in subsection (a), the organization
			 and staffing of the offices, and the manner in which the offices coordinate
			 with offices in specific districts.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3E63628630DE4652A9CFC7D37B3529DD"><enum>(10)</enum><text>The role, if any,
			 that the United States Marshals Service or any other Department of Justice
			 component plays in protecting, or providing security services or training for,
			 attorneys handling prosecutions described in subsection (a).</text>
					</paragraph></subsection></section></title><title id="H09D5821917144B0D847C6FBBDEA3822F"><enum>V</enum><header>Miscellaneous
			 provisions</header>
			<section id="H4AE0DD72719B49F194F3208FBAA751E"><enum>501.</enum><header>Expanded
			 procurement authority for the United States Sentencing Commission</header>
				<subsection id="H8669F68DF0604C8FBA04FEE429D4A6E5"><enum>(a)</enum><header>In
			 general</header><text><external-xref legal-doc="usc" parsable-cite="usc/28/995">Section 995</external-xref> of title 28, United
			 States Code, is amended by adding at the end the following:</text>
					<quoted-block changed="added" committee-id="HJU00" display-inline="no-display-inline" id="H4D627C534E9C450CB29FA82C3D20B718" style="OLC">
						<subsection id="H15B64A3A0B624FAF8054F9CB24B0CDC6"><enum>(f)</enum><text>The Commission

				funds to enter into contracts for the acquisition of severable services for a
				period that begins in 1 fiscal year and ends in the next fiscal year, to the
				same extent as executive agencies may enter into such contracts under the
				authority of section 303L of the Federal Property and Administrative Services
				Act of 1949 (41
				U.S.C. 253l);</text>
							</paragraph><paragraph id="H3D8628D2541C4FFCB1ABAB7FFA2E692D"><enum>(2)</enum><text>enter into
				multi-year contracts for the acquisition of property or services to the same
				extent as executive agencies may enter into such contracts under the authority
				of section 304B of the Federal Property and Administrative Services Act of 1949
				(41 U.S.C.
				254c); and</text>
							</paragraph><paragraph id="H05A9582013F0418DBCA15374D74BB43D"><enum>(3)</enum><text>make advance,
				partial, progress, or other payments under contracts for property or services
				to the same extent as executive agencies may make such payments under the
				authority of section 305 of the Federal Property and Administrative Services
				Act of 1949 (41 U.S.C.
				255).</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="HABA26E762FB542F4BB1100BEC4873E7F"><enum>(b)</enum><header>Sunset</header><text>The
			 amendment made by subsection (a) shall cease to have force and effect on
			 September 30, 2010.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="H72BE05626ECB4C6DB708F29647582DA5" section-type="subsequent-section"><enum>502.</enum><header>Magistrate and
			 territorial judges life insurance</header>
				<subsection commented="no" display-inline="no-display-inline" id="HD08D063791D24AA587F3DAE500AF29F8"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 604(a)(5) of
			 title 28, United States Code, is amended by inserting after <quote>hold office
			 during good behavior,</quote> the following: <quote>magistrate judges appointed
			 under section 631 of this title, and territorial district court judges
			 appointed under section 24 of the Organic Act of Guam (<external-xref legal-doc="usc" parsable-cite="usc/48/1424b">48 U.S.C. 1424b</external-xref>), section 1(b) of
			 the Act of November 8, 1877 (<external-xref legal-doc="usc" parsable-cite="usc/48/1821">48 U.S.C. 1821</external-xref>), or section 24(a)
			 of the Revised Organic Act of the Virgin Islands (48 U.S.C.
			 1614(a)),</quote>.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="H445A3A6EF2BB491DB4B4B35D6C7F1EFF"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply with
			 respect to any payment made on or after the first day of the first applicable
			 pay period beginning on or after the date of enactment of this Act.</text>
				</subsection></section><section id="HDC213749D6704433967B7983D5E003E5"><enum>503.</enum><header>Assignment of
			 judges</header><text display-inline="no-display-inline">Section 296 of title
			 28, United States Code, is amended by inserting at the end of the second
			 undesignated paragraph the following new sentence: <quote>However, a judge who
			 has retired from regular active service under section 371(b) of this title,
			 when designated and assigned to the court to which such judge was appointed,
			 shall have all the powers of a judge of that court, including participation in
			 appointment of court officers and magistrates, rulemaking, governance, and
			 administrative matters.</quote>.</text>
			</section><section commented="no" display-inline="no-display-inline" id="HC30C078702DB4258A5CEF9ED41B8FD32"><enum>504.</enum><header>Senior judge
			 participation in the selection of magistrates</header><text display-inline="no-display-inline">Section 631(a) of
			 title 28, United States Code, is amended by striking <quote>Northern Mariana
			 Islands</quote> the first place it appears and inserting <quote>Northern
			 Mariana Islands (including any judge in regular active service and any judge
			 who has retired from regular active service under section 371(b) of this title,
			 when designated and assigned to the court to which such judge was
			 appointed)</quote>.</text>
			</section><section id="H95A951EF26A349348CD365DD27A0DFFC"><enum>505.</enum><header>Guaranteeing
			 compliance with prisoner payment commitments</header><text display-inline="no-display-inline">Section 3624(e) of
			 title 18, United States Code, is amended by striking the last sentence and
			 inserting the following: <quote>Upon the release of a prisoner by the Bureau of
			 Prisons to supervised release, the Bureau of Prisons shall notify such
			 prisoner, verbally and in writing, of the requirement that the prisoner adhere
			 to an installment schedule, not to exceed two years except in special
			 circumstances, to pay for any fine imposed for the offense committed by such
			 prisoner, and of the consequences of failure to pay such fines under sections
			 3611 through 3614 of this title.</quote>.</text>
			</section><section id="HEA5752A7179343F292661990372DD883"><enum>506.</enum><header>Study and
			 report</header><text display-inline="no-display-inline">The Attorney General
			 shall study whether the generally open public access to State and local records
			 imperils the safety of the Federal judiciary. Not later than 18 months after
			 the enactment of this Act, the Attorney General shall report to Congress the
			 results of that study together with any recommendations the Attorney General
			 deems necessary.</text>
			</section><section id="H204AA6924BA540F19598A1F625741CD4"><enum>507.</enum><header>Reauthorization
			 of fugitive apprehension task forces</header><text display-inline="no-display-inline">Section 6(b) of the Presidential Threat
			 Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/28/566">28 U.S.C. 566</external-xref> note;
			 Public Law
			 106–544) is amended—</text>
				<paragraph id="H89E3C9DB9D134C85BAB85C5EBE59ED5C"><enum>(1)</enum><text>by striking
			 <quote>and</quote> after <quote>fiscal year 2002,</quote>; and</text>

			 protection of Federal judges</header>

			 requirements</header>
					<paragraph id="HCC0ED597D3B944EFADF995EB35CD785"><enum>(1)</enum><header>Minimum
			 requirements</header><text>For purposes of section 202(b)(6) of the REAL ID Act
			 of 2005(49 U.S.C.
			 30301 note), a State may, in the case of an individual
			 described in subparagraph (A) or (B) of paragraph (2), include in a driver’s
			 license or other identification card issued to that individual by the State,
			 the address specified in that subparagraph in lieu of the individual’s address
			 of principle residence.</text>

			 information</header><text>The individuals and addresses referred to in
			 paragraph (1) are the following:</text>
						<subparagraph id="H6A7CAE17650347D2B538D18FFA650713"><enum>(A)</enum><text>In the case of a
			 Justice of the United States, the address of the United States Supreme
			 Court.</text>
						</subparagraph><subparagraph id="H52011BA1242A4F6C9392989CEA9826F8"><enum>(B)</enum><text>In the case of a
			 judge of a Federal court, the address of the courthouse.</text>
						</subparagraph></paragraph></subsection><subsection id="H4A3A404785574E0E97A9F3403494A8D1"><enum>(b)</enum><header>Verification of
			 information</header><text display-inline="yes-display-inline">For purposes of
			 section 202(c)(1)(D) of the REAL ID Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/49/30301">49 U.S.C. 30301</external-xref> note), in the case
			 of an individual described in subparagraph (A) or (B) of subsection (a)(2), a
			 State need only require documentation of the address appearing on the
			 individual’s driver’s license or other identification card issued by that State
			 to the individual.</text>
