<official-title display="yes">To require the Director of National Intelligence to conduct a national intelligence assessment on national security and energy security issues.</official-title>

<section id="H60DECE85D88D4D63BDD02DDFBEA82D64" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Energy Security Intelligence Act of 2008</short-title></quote>. </text></section> 
<section id="HD66D5B040CFC4D3D9CD55917E936995"><enum>2.</enum><header>National intelligence assessment on energy prices and security</header><text display-inline="no-display-inline">Not later than January 1, 2009, the Director of National Intelligence shall submit to Congress a national intelligence assessment on national security and energy security issues relating to rapidly escalating energy costs. Such assessment shall include an assessment of—</text> 
<paragraph id="H963D179D49884E4E9DC7593275729009"><enum>(1)</enum><text>the short-term and long-term outlook for prices, supply, and demand for key forms of energy, including crude oil and natural gas, and alternative fuels;</text></paragraph> 
<paragraph id="H74FFE502400543BA9932F361458FA5A"><enum>(2)</enum><text>the plans and intentions of key energy-producing and exporting nations with respect to energy production and supply;</text></paragraph> 
<paragraph id="H9185680362C1488592DA53A4ED7E97AF"><enum>(3)</enum><text>the national security implications of rapidly escalating energy costs;</text></paragraph> 
<paragraph id="H914E971E2790438399A3D4470023DDD9"><enum>(4)</enum><text display-inline="yes-display-inline">the national security implications of potential use of energy resources as leverage against the United States by Venezuela, Iran, or other potential adversaries of the United States as a result of increased energy prices;</text></paragraph> 
<paragraph id="HFCB18A93702648E596B90200000A95B"><enum>(5)</enum><text>the national security implications of increases in funding to current or potential adversaries of the United States as a result of increased energy prices;</text></paragraph> 
<paragraph id="H51C756CC1F104FFD800200785100E216"><enum>(6)</enum><text>an assessment of the likelihood that increased energy prices will directly or indirectly increase financial support for terrorist organizations;</text></paragraph> 
<paragraph id="H40F5E9F5F71E4F8CB9F13B7B8678217E"><enum>(7)</enum><text>the national security implications of extreme fluctuations in energy prices; and</text></paragraph> 
<paragraph id="H1DB3B503DD17495BA4EE12A3D5868C6E"><enum>(8)</enum><text>the national security implications of continued dependence on international energy supplies.</text></paragraph></section>
