			 determined by the Speaker, in each case for consideration of such provisions as
			 fall within the jurisdiction of the committee concerned</action-desc>

		<official-title>To provide funding for home energy assistance under the
		  Low-Income Home Energy Assistance Act of 1981 and the Weatherization Assistance
		  Program for Low-Income Persons established under part A of title IV of the
		  Energy Conservation and Production Act.</official-title>

		<section id="HDFE2476EC47947C2B164A5C3546B454F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Home Energy Assistance Through
			 Emergency Relief Act</short-title></quote>.</text>
		</section><section id="H026652EE571A45C9007213B518EA12A7"><enum>2.</enum><header>Low-income home
			 energy assistance appropriations</header>
			<subsection id="H6FBBCAE647B14358B4D885F365AE9584"><enum>(a)</enum><header>In
			 general</header><text>In addition to any amounts appropriated under any other
			 provision of Federal law, there is appropriated, out of any money in the
			 Treasury not otherwise appropriated, for fiscal year 2008—</text>
				<paragraph id="HDDAE237DFF364D62BCC99B348BC6FCC1"><enum>(1)</enum><text>$2,000,000,000 (to
			 remain available until expended) for making payments under subsections (a)
			 through (d) of section 2604 of the Low-Income Home Energy Assistance Act of
			 1981 (<external-xref legal-doc="usc" parsable-cite="usc/42/8623">42 U.S.C. 8623</external-xref>); and</text>
				</paragraph><paragraph id="H9B443A41EFCB41C584C3D6EBC6FA6F7F"><enum>(2)</enum><text>$7,000,000,000 (to
			 remain available until expended) for making payments under section 2604(e) of
			 the Low-Income Home Energy Assistance Act of 1981 (<external-xref legal-doc="usc" parsable-cite="usc/42/8623">42 U.S.C. 8623(e)</external-xref>),
			 notwithstanding the designation requirement of section 2602(e) of such Act (42
			 U.S.C. 8621(e)).</text>
				</paragraph></subsection><subsection id="H31B2E8F250BF4A58B6F2DA12B7C6F400"><enum>(b)</enum><header>Emergency
			 requirement</header><text>The amount provided under this section is designated
			 as an emergency requirement and necessary to meet emergency needs, pursuant to
			 section 204 of S. Con. Res. 21 (110th Congress), the concurrent resolution on
			 the budget for fiscal year 2008.</text>
			</subsection></section><section id="H115FD07FD8EA499E8ECAF27232C2F094"><enum>3.</enum><header>Weatherization
			 assistance program for low-income persons</header>
			<subsection id="HD33602B81F2344E392979F3D52775001"><enum>(a)</enum><header>In
			 general</header><text>In addition to any amounts appropriated under any other
			 provision of Federal law, there is appropriated, out of any money in the
			 Treasury not otherwise appropriated, for fiscal year 2008 $1,000,000,000 to
			 carry out the Weatherization Assistance Program for Low-Income Persons
			 established under part A of title IV of the Energy Conservation and Production
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6861">42 U.S.C. 6861 et seq.</external-xref>).</text>
			</subsection><subsection id="HB8FE78088B38489695C562DF7174EBE4"><enum>(b)</enum><header>Emergency
			 requirement</header><text>The amount provided under this section is designated
			 as an emergency requirement and necessary to meet emergency needs pursuant to
			 section 204 of S. Con. Res. 21 (110th Congress), the concurrent resolution on
			 the budget for fiscal year 2008.</text>
