		<official-title>To provide for the Secretary of Veterans Affairs to
		  conduct a pilot program to determine the effectiveness of contracting for the
		  use of private memory care facilities for veterans with Alzheimer’s
		  Disease.</official-title>

		<section display-inline="no-display-inline" id="H47E1938BC9464CF78E503186A0D6CEAC" section-type="section-one"><enum>1.</enum><header>Department of Veterans
			 Affairs pilot program of use of private memory care facilities for veterans
			 with Alzheimer’s Disease</header>
			<subsection id="H6413843F87FD4018B217EE2961A864D6"><enum>(a)</enum><header>Pilot
			 Program</header><text>The Secretary of Veterans Affairs shall conduct a pilot
			 program to determine the effectiveness of contracting with private memory care
			 facilities to provide needed services for veterans suffering from Alzheimer’s
			 Disease as an alternative to the provision by the Secretary of inpatient care
			 or home health care for such veterans.</text>
			</subsection><subsection id="H99C76AEDDAD24CC18353C5A6E31CD848"><enum>(b)</enum><header>Scope of Pilot
			 Program</header><paragraph commented="no" display-inline="yes-display-inline" id="H48EB6614EF4D4870B69F3DB9C63185BE"><enum>(1)</enum><text>The pilot program shall
			 be conducted through five medical centers of the Veterans Health Administration
			 selected by the Secretary for such purpose.</text>
				</paragraph><paragraph id="HAA9729F790B7444B9D9570E8D8821CF" indent="up1"><enum>(2)</enum><text>The program shall be conducted during
			 fiscal years 2007 and 2008.</text>
				</paragraph><paragraph id="HAD3165E1B80B46788167D866BB0041F2" indent="up1"><enum>(3)</enum><text>Under the pilot program, the
			 Secretary may contract for services for eligible veterans from private memory
			 care facilities. Any such contract shall be entered into in the same manner as
			 applies to contracts under <external-xref legal-doc="usc" parsable-cite="usc/38/1703">section 1703</external-xref> of title 38, United States Code.</text>
				</paragraph></subsection><subsection id="HDE2B1C8626844E1200954887744E3796"><enum>(c)</enum><header>Report</header><text>Upon
			 the conclusion of the pilot program, the Secretary shall submit to Congress a
			 report providing the results of the pilot program. The report shall be
			 submitted not later than 90 days after the end of the pilot program. The
			 Secretary shall include in the report the following:</text>
				<paragraph id="H23AE2955DDB74AD600FF2FFE3877E200"><enum>(1)</enum><text>The Secretary’s
			 assessment of the benefits to veterans of the pilot program.</text>
				</paragraph><paragraph id="H9D42EEAE51604F1A80D86FB1BB5591A7"><enum>(2)</enum><text>The Secretary’s
			 assessment of the effect of the pilot program on the Department of Veterans
			 Affairs, including the effect on delivery of health care to veterans suffering
			 from Alzheimer’s disease or related memory disorders.</text>
				</paragraph><paragraph id="HCFFE642A61AB4ACD87287197809F3F00"><enum>(3)</enum><text>Any other findings
			 and conclusions of the Secretary with respect to the pilot program.</text>
				</paragraph><paragraph id="H9A8946E9E6B74C048390B5F92353A5B8"><enum>(4)</enum><text>Any
			 recommendations of the Secretary for—</text>
					<subparagraph id="H815AF51C1D414968A879009D18C48EAD"><enum>(A)</enum><text>continuation of
			 the pilot program;</text>
					</subparagraph><subparagraph id="H6B0F21397FCE404D80FF7D1582D0481"><enum>(B)</enum><text>extension of the
			 pilot program to other service regions or to all service regions of the
			 Department of Veterans Affairs; or</text>
					</subparagraph><subparagraph id="H3BA4E05121E342EB9799F569E4FCA16"><enum>(C)</enum><text>for making the
			 authority to enter into contracts as described in subsection (b)(3) a permanent
			 authority under <external-xref legal-doc="usc" parsable-cite="usc/38/1703">section 1703</external-xref> of title 38, United States Code.</text>
					</subparagraph></paragraph></subsection><subsection id="HB2467E23E8FF45C19C3DE1029600E0B9"><enum>(d)</enum><header>Memory Care
			 Facilities</header><text>For purposes of this section, the term <term>memory
			 care facility</term> means a facility that provides specialized services and
			 housing that are tailored to the individual needs of those suffering from
			 Alzheimer’s disease or related memory disorders.</text>
