		<official-title>To amend title XVI of the Social Security Act to provide
		  that annuities paid by States to blind veterans shall be disregarded in
		  determining supplemental security income benefits.</official-title>

		<section id="HF4480CF141E845B08FEE9470357D1610" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Blind
			 Veterans Fairness Act</quote>.</text>
		</section><section display-inline="no-display-inline" id="HB345F2D72B0A487C9CDBE92C4488AA15"><enum>2.</enum><header>State annuities
			 for blind veterans to be disregarded in determining supplemental security
			 income benefits</header>
			<subsection id="H11FE7AE94F194612BD432CF2C1EEB180"><enum>(a)</enum><header>Income
			 disregard</header><text>Section 1612(b) of the <act-name parsable-cite="SSA">Social Security Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/1382a">42 U.S.C. 1382a(b)</external-xref>) is
			 amended—</text>
				<paragraph id="HA03AA4D552894BC6B9BE1D903B0974EF"><enum>(1)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (22);</text>
				</paragraph><paragraph id="H758FF604B345462700D2C64C99859D55"><enum>(2)</enum><text>by striking the
			 period at the end of paragraph (23) and inserting <quote>; and</quote>;
			 and</text>
				</paragraph><paragraph id="HE267F74E06F64E22964ED6B4FC98430"><enum>(3)</enum><text>by
			 adding at the end the following:</text>
					<quoted-block id="H45438651EC9F455DA0649737C133F9BC" style="OLC">
						<paragraph id="H1CAAD46907B041BA84B4AD224E00BE13"><enum>(24)</enum><text>any annuity paid
				by a State to the individual (or such spouse) on the basis of the individual’s
				being a veteran (as defined in <external-xref legal-doc="usc" parsable-cite="usc/38/101">section 101</external-xref> of title 38, United States Code) and
				blind, if a law of such State providing for such an annuity was in effect on
				the date of the enactment of this
				paragraph.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HC2FD001A62AE4C2F97E937C06F05CE7"><enum>(b)</enum><header>Resource
			 disregard</header><text>Section 1613(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1382b">42 U.S.C. 1382b(a)</external-xref>) is
			 amended—</text>
				<paragraph id="H1AD754F1514D48A39E734FB7C5C1D4FD"><enum>(1)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (14);</text>
				</paragraph><paragraph id="H9571121AB4434EBCBC67C9144F8183D6"><enum>(2)</enum><text>by striking the
			 period at the end of paragraph (15) and inserting <quote>; and</quote>;
			 and</text>
				</paragraph><paragraph id="H8109C2A3451B4AA284BDAD396021732D"><enum>(3)</enum><text>by inserting after
			 paragraph (15) the following:</text>
					<quoted-block id="H384F6F0D3DE049739E3568FF420324BC" style="OLC">
						<paragraph id="HE5A63955A06C4E72A9D704086ED2E1FF"><enum>(16)</enum><text>for the month of
				receipt and every month thereafter, any annuity paid by a State to the
				individual (or such spouse) on the basis of the individual’s being a veteran
				(as defined in <external-xref legal-doc="usc" parsable-cite="usc/38/101">section 101</external-xref> of title 38, United States Code) and blind, if a law
				of such State providing for such an annuity was in effect on the date of the
				enactment of this
				paragraph.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HE3DCF43FD88245E4A9BA2FAA2D235400"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to benefits
			 paid for months beginning after the date of the enactment of this Act.</text>
