		  1965 to establish grants to increase student attendance.</official-title>

		<section commented="no" id="HB8CCD00FC3354F13B78475FDBDFD25E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote>Increasing Student Achievement through School Attendance
			 Act</quote>.</text>
		</section><section display-inline="no-display-inline" id="HA5945F840A18484CBEA591F7DB5B8D4"><enum>2.</enum><header>Grants to increase
			 student attendance</header>
			<subsection id="HEB98DFC3254C4D01AE0000DAA5BA72BD"><enum>(a)</enum><header>In
			 general</header><text>Subpart 2 of part A of title IV of the Elementary and
			 Secondary Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/7131">20 U.S.C. 7131 et seq.</external-xref>) is amended by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H08B7C73D59754913867EC8DBCC311F8" style="OLC">
					<section id="HAFD0A1C970014DFE9F7091744EFA7EB7"><enum>4131.</enum><header>Grants to
				increase student attendance</header>
						<subsection id="H07A7CCDDC68B49D68673C91063826800"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">Subject to the
				availability of appropriations, the Secretary shall award grants from funds
				made available to carry out this section to eligible entities for the purpose
				increasing student attendance at school by developing innovative policies,
				programs, and practices to prevent, provide alternatives to, and resolve
				truancy, suspension, expulsion among students.</text>
						</subsection><subsection id="HD47BA83017684CE6976822B9A8A9D766"><enum>(b)</enum><header>Eligible
				entities</header><text>For purposes of this section, the term <quote>eligible
				entity</quote> means—</text>
							<paragraph id="H6BEF6F25B8494764ABA362711FF72C6"><enum>(1)</enum><text>a local educational
				agency;</text>
							</paragraph><paragraph id="H100FD98B457448599FC6C39DC6D900C3"><enum>(2)</enum><text>a State
				educational agency; or</text>
							</paragraph><paragraph id="H84BBEB46A4434DEE9039C65FFA4F00E"><enum>(3)</enum><text>an Indian
				tribe.</text>
							</paragraph></subsection><subsection id="HEABE293FC161463D81E973DCFF4CD216"><enum>(c)</enum><header>Use of
				funds</header><text display-inline="yes-display-inline">Funds received under
				this section may be used—</text>
							<paragraph id="HA51C115020294481964D8CE87B1BC6D6"><enum>(1)</enum><text display-inline="yes-display-inline">to foster collaboration between school
				systems, law enforcement, courts, juvenile justice, child welfare,
				community-based organizations, including faith-based organizations, and social
				service systems for the purpose of this section;</text>
							</paragraph><paragraph id="HA65BBB9B2B774794BE89484F84D9FCD0"><enum>(2)</enum><text>to train school
				system personnel in positive behavioral interventions and supports and
				graduated discipline policies and practices;</text>
							</paragraph><paragraph id="HEC11DA1832274EC9BD9315A7D6E541E0"><enum>(3)</enum><text>to support
				innovative policies, programs and practices determined by the Secretary to be
				effective at increasing student attendance at school, such as dedicated
				attendance workers, home visitation, truancy courts, youth courts, and
				mediation; and</text>
							</paragraph><paragraph id="HC67C07BF4D224A25AFC8048D26A409D5"><enum>(4)</enum><text>to provide
				opportunities for student support services personnel to staff in-school
				suspension and expulsion programs.</text>
							</paragraph></subsection><subsection id="H5DB1AF9EB15E4486B565C7260514FCC"><enum>(d)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated to carry
				out this section $10,000,000 for each of fiscal years 2008 through
				2013.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HFF06F50117D14E95AF489CE38824C6B8"><enum>(b)</enum><header>Conforming
			 amendment</header><text>Section 4003(2) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/7103">20 U.S.C. 7103</external-xref>) is amended
			 by inserting <quote>(excluding section 4131)</quote> before the period at the
			 end.</text>
