		<official-title>To amend the Homeland Security Act of 2002 to direct the
		  Secretary of Homeland Security to carry out a program for fellowships and
		  research to enhance domestic preparedness and the collective response to acts
		  of terrorism, natural disasters, and other emergencies, and for other
		  purposes.</official-title>

		<section id="H29209BEB5F254FF6A39B344092FF1F7F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Department of Homeland Security
			 Preparedness, Research, and Education Program Act of 2008</short-title></quote>
			 or the <quote><short-title>DHS PREP Act of
			 2008</short-title></quote> .</text>
		</section><section id="H8964C53D9FA94614BA6E67C93D913289"><enum>2.</enum><header>Resiliency in
			 response and recovery fellowship and research program</header>
			<subsection id="H6872C85BB0F04788A9AEF58F48C239A9"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Title III of the
			 Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/181">6 U.S.C. 181 et seq.</external-xref>) is amended by adding at
			 the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H17E9C66E43064014B5DE7272C72FF3E0" style="OLC">
					<section id="HA9D264E3D0FB4640B4325F4EA43F7CEF"><enum>318.</enum><header>Resiliency in
				response and recovery fellowship and research program</header>
						<subsection id="H63559AFF1BEC46B9833C7BF3ABA6771D"><enum>(a)</enum><header>Establishment of
				program</header><text display-inline="yes-display-inline">The Secretary shall
				establish a program for fellowships and research (in this section referred to
				as the <quote>program</quote>) to enhance domestic preparedness and the
				collective response to acts of terrorism, natural disasters, and other
				emergencies.</text>
						</subsection><subsection id="HEFEC2F6A490142298E33FBD9511BFFD"><enum>(b)</enum><header>Fellowship
				awards</header>
							<paragraph id="H1A8D74E31E524583809B426DDC465579"><enum>(1)</enum><header>In
				general</header><text>In conducting the program, the Secretary shall award
				fellowships to individuals—</text>
								<subparagraph id="HFFC7B184B48F47FF8EFD5643D005B300"><enum>(A)</enum><text>to promote
				research on and the collective response to acts of terrorism, natural
				disasters, and other emergencies; and</text>
								</subparagraph><subparagraph id="HA4C3DA01E9654E8800B3552EADC508FC"><enum>(B)</enum><text>to provide for the
				development of best practices for the collective response to and effective
				recovery from acts of terrorism, natural disasters, and other
				emergencies.</text>
								</subparagraph></paragraph><paragraph id="HC5D0C82074B94C049911DEA393B27F5B"><enum>(2)</enum><header>Selection
				criteria</header><text>Recipients of fellowships under the program shall be
				individuals who—</text>
								<subparagraph id="HE619806BF9614659B09650502EFD08D1"><enum>(A)</enum><text>are enrolled in an
				institution of higher education, giving priority to the selection of
				individuals enrolled in minority serving institutions;</text>
								</subparagraph><subparagraph id="HB59388C1DF454C9791995D77078B59E6"><enum>(B)</enum><text>have demonstrated
				an interest through academic work for credit or other means in homeland
				security or emergency management and response; and</text>
								</subparagraph><subparagraph id="H095B52FDA5EB42BC898D9880C4B986A6"><enum>(C)</enum><text>are geographically
				diverse.</text>
								</subparagraph></paragraph><paragraph id="H8EE324DAA0C64610B5A568F4A8F2B672"><enum>(3)</enum><header>Purpose</header><text>The
				purpose of research to be conducted by recipients of fellowships under the
				program shall be—</text>
								<subparagraph id="H90EA3E62FB9E4EBE898302037D6D52A9"><enum>(A)</enum><text>to enhance
				resiliency and collective response to acts of terrorism, natural disasters, and
				other emergencies;</text>
								</subparagraph><subparagraph id="H751FFD257B6E4F06BA5CCC1510D63D70"><enum>(B)</enum><text>to mitigate
				damages related to such events; and</text>
								</subparagraph><subparagraph id="HF99682784F2E4104B1F9368B92C045A5"><enum>(C)</enum><text>to promote
				expedited recovery from such events.</text>
								</subparagraph></paragraph><paragraph id="H7F37D33000904D989E087E9FCB2BDCF0"><enum>(4)</enum><header>Gulf Coast
				rebuilding and recovery</header><text>Recipients of fellowships in fiscal year
				2009 and as appropriate in subsequent fiscal years shall focus their research
				on and participate in the rebuilding and recovery of the Gulf Coast region in
				the wake of Hurricane Katrina.</text>
							</paragraph></subsection><subsection id="HDA136CDE48494EDCB32C41E7757B274B"><enum>(c)</enum><header>Research
				results</header>
							<paragraph id="HC8AD60FC9BE047B2AC9262BD11D78691"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">For each fiscal year
				in which fellowships are awarded under the program, the Secretary shall submit
				to the Committee on Homeland Security of the House of Representatives and the
				Committee on Homeland Security and Governmental Affairs of the Senate a report
				on the results of research conducted by recipients of fellowships under the
				program.</text>
							</paragraph><paragraph id="HE54716057BB844649D6CFB47094FAAC4"><enum>(2)</enum><header>Deadline</header><text>The
				Secretary shall submit a report under paragraph (1) for a fiscal year on or
				before the date in the succeeding fiscal year on which the President submits to
				Congress the budget under <external-xref legal-doc="usc" parsable-cite="usc/31/1105">section 1105(a)</external-xref> of title 31, United States
				Code.</text>
							</paragraph></subsection><subsection id="HAC4E820538D4463AA55E90019C07B812"><enum>(d)</enum><header>Administration</header><text display-inline="yes-display-inline">The Secretary shall carry out this section
				acting through the Under Secretary for Science and Technology.</text>
						</subsection><subsection id="HCE409D605F874383B4D7EAA9F434EEB4"><enum>(e)</enum><header>Definitions</header><text>In
				this section, the following definitions apply:</text>
							<paragraph id="H1D18E54B30814EA0929692AD61CEC51"><enum>(1)</enum><header>Minority serving
				institution</header><text display-inline="yes-display-inline">The term
				<quote>minority serving institution</quote> means a historically Black college
				or university (as defined in section 322 of the Higher Education Act of 1965),
				a Hispanic-serving institution (as defined in section 502 of such Act), a
				Tribal College or University (as defined in section 316 of such Act), a
				Predominantly Black institution (as defined in section 499A(c) of such Act), or
				a Native American-serving nontribal institution (as defined in section 499A(c)
				of such Act).</text>
							</paragraph><paragraph id="HFE60422585B645C5845B691535FF8902"><enum>(2)</enum><header>Program</header><text display-inline="yes-display-inline">The term <quote>program</quote> means the
				program to be established under subsection (a).</text>
							</paragraph></subsection><subsection id="H8DB0713162864CEE8DEFDCC6178F746E"><enum>(f)</enum><header>Authorization of
				appropriations</header><text display-inline="yes-display-inline">There are
				authorized to be appropriated to carry out this section such sums as may be
				necessary for fiscal years 2009 and 2010.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H20F7A58223A149BBB2D1EC9B21AC878B"><enum>(b)</enum><header>Conforming
			 amendment</header><text>The table of contents contained in section (1)(b) of
			 such Act (<external-xref legal-doc="usc" parsable-cite="usc/6/101">6 U.S.C. 101 et seq.</external-xref>) is amended by adding at the end of the items
			 relating to title III the following:</text>
