		<official-title>To amend the Violent Crime Control and Law Enforcement
		  Act of 1994 to improve efforts to reduce gang activity and violent
		  crime.</official-title>

		<section id="H1291EF53E4854702BBD338E9AF74A000" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Violent
			 Crime Reduction Act of 2007</quote>.</text>
		</section><section id="H39886074062E44E492101B6E89CC42AA"><enum>2.</enum><header>Designation of
			 and assistance for high-intensity interstate gang activity areas</header><text display-inline="no-display-inline">Title XV of the Violent Crime Control and
			 Law Enforcement Act of 1994 (42 U.S.C 14061 et seq.) is amended by adding at
			 the end the following new section:</text>

				<section id="HB623150B76994C04A188ED007F849023"><enum>150010.</enum><header>Designation
				of and assistance for high-intensity interstate gang activity areas</header>
					<subsection id="HDB9A1625CDC44FD7806E88091654D6F3"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section the following definitions
				shall apply:</text>
						<paragraph id="H2350AE3E337D46F0B76E01A37EF764B5"><enum>(1)</enum><header>Governor</header><text>The
				term <term>Governor</term> means a Governor or other chief executive officer of
				a State or the Mayor of the District of Columbia.</text>
						</paragraph><paragraph id="H2B624B74A0CA498EA43C4083A3B0BC1E"><enum>(2)</enum><header>High-intensity
				interstate gang activity area</header><text display-inline="yes-display-inline">The term <term>high-intensity interstate
				gang activity area</term> means a specified area within one or more States that
				is designated as a high-intensity interstate gang activity area under
				<internal-xref idref="HBF46765AE3FA448B972FC64C1F9E053B" legis-path="2.(b)(1)">subsection (b)(1)</internal-xref>.</text>
						</paragraph><paragraph id="H2D0DCE8CC08E437C93FCB6EB309A2B7"><enum>(3)</enum><header>State</header><text>The
				term <term>State</term> means a State of the United States, the District of
				Columbia, and any commonwealth, territory, or possession of the United
				States.</text>
						</paragraph></subsection><subsection id="H4FDBB7DC3C0249E6B1D5941F9C2C00F7"><enum>(b)</enum><header>High-intensity
				Interstate Gang Activity Areas</header>
						<paragraph id="HBF46765AE3FA448B972FC64C1F9E053B"><enum>(1)</enum><header>Designation</header><text>The
				Attorney General, after consultation with the Governors of appropriate States,
				may designate as a high-intensity interstate gang activity area, any specified
				area that is located within 1 or more States, based on the criteria for
				designation under
				<internal-xref idref="HC88018DD855244D4AB484F7CCB95C723" legis-path="2.(b)(4)">paragraph (4)</internal-xref>.</text>
						</paragraph><paragraph id="H2D850B3A1FA745BDA90748E783C723F9"><enum>(2)</enum><header>Assistance</header><text>In
				order to provide Federal assistance to high-intensity interstate gang activity
				areas, the Attorney General shall—</text>
							<subparagraph id="HD096D9338E384CAEB96E5713474CFE08"><enum>(A)</enum><text>establish a
				criminal street gang enforcement team in each high-intensity interstate gang
				activity area, consisting of Federal, State, and local law enforcement
				authorities, for the coordinated investigation, disruption, apprehension, and
				prosecution of criminal street gangs and offenders in such area;</text>
							</subparagraph><subparagraph id="HE3325EC748424C55AA2F98297447D512"><enum>(B)</enum><text>direct the
				reassignment or detailing from any Federal department or agency (subject to the
				approval of the head of that department or agency, in the case of a department
				or agency other than the Department of Justice) of personnel to each criminal
				street gang enforcement team established under
				<internal-xref idref="HD096D9338E384CAEB96E5713474CFE08" legis-path="2.(b)(2)(A)">subparagraph (A)</internal-xref>;</text>
							</subparagraph><subparagraph id="HABFA362FED384F9897F20000AE117DF8"><enum>(C)</enum><text>provide all
				necessary funding for the operation of such criminal street gang enforcement
				teams in each high-intensity interstate gang activity area; and</text>
							</subparagraph><subparagraph id="H06DA7C6FF68E4860A901EA5FDA267163"><enum>(D)</enum><text>provide all
				necessary funding for national and regional meetings of criminal street gang
				enforcement teams, and all other related organizations, as needed, to ensure
				effective operation of such teams through the sharing of intelligence, best
				practices, and for any other related purpose.</text>
							</subparagraph></paragraph><paragraph id="HDCBB71418A3C468AB5CD74C41FFF2D32"><enum>(3)</enum><header>Composition of
				criminal street gang enforcement teams</header><text display-inline="yes-display-inline">Each criminal street gang enforcement team
				established pursuant to
				<internal-xref idref="HD096D9338E384CAEB96E5713474CFE08" legis-path="2.(b)(2)(A)">paragraph (2)(A)</internal-xref> shall consist of
				agents and officers, where feasible, from—</text>
							<subparagraph id="H852C722502514DB69B7F0096C2954405"><enum>(A)</enum><text>the Federal Bureau
				of Investigation;</text>
							</subparagraph><subparagraph id="HC9F8C9D206474B059E0270B0A729BAB6"><enum>(B)</enum><text>the Drug
				Enforcement Administration;</text>
							</subparagraph><subparagraph id="H2CD4A0EBD6E14C9F91D698708CB60092"><enum>(C)</enum><text>the Bureau of
				Alcohol, Tobacco, Firearms, and Explosives;</text>
							</subparagraph><subparagraph id="H9CB7D929356649BC93047518AF3DC569"><enum>(D)</enum><text>the United States
				Marshals Service;</text>
							</subparagraph><subparagraph id="H73D74D0C667948258FE1E912C39CF976"><enum>(E)</enum><text>the Directorate of
				Border and Transportation Security of the Department of Homeland
				Security;</text>
							</subparagraph><subparagraph id="HA5B571E6DE744997AF48F6C809EA4799"><enum>(F)</enum><text>the Department of
				Housing and Urban Development;</text>
							</subparagraph><subparagraph id="H8CFD9E16E05A4820811959DE00EE91C"><enum>(G)</enum><text>State and local law
				enforcement; and</text>
							</subparagraph><subparagraph id="H25F57A5A5AEA4347A75EC0314F9397F6"><enum>(H)</enum><text>Federal, State,
				and local prosecutors.</text>
							</subparagraph></paragraph><paragraph id="HC88018DD855244D4AB484F7CCB95C723"><enum>(4)</enum><header>Criteria for
				designation</header><text>In considering an area for designation as a
				high-intensity interstate gang activity area under this section, the Attorney
				General shall consider—</text>
							<subparagraph id="HB5655AC33326473CB28756377D8571C7"><enum>(A)</enum><text>the current and
				predicted levels of gang crime activity in the area;</text>
							</subparagraph><subparagraph id="H6B4079A7BFE54916B485F000DC26B828"><enum>(B)</enum><text>the extent to
				which violent crime in the area appears to be related to criminal street gang
				activity, such as drug trafficking, murder, robbery, assault, carjacking,
				arson, kidnapping, extortion, and other criminal activity;</text>
							</subparagraph><subparagraph id="HAF794DBB997A489EBA0067B288B62500"><enum>(C)</enum><text>the extent to
				which State and local law enforcement agencies have committed resources
				to—</text>
								<clause id="H625D3864408A421E9D47750704609871"><enum>(i)</enum><text>respond to the
				gang crime problem; and</text>
								</clause><clause id="HAD9329C72EF94902B7BA1DF0540033A6"><enum>(ii)</enum><text>participate in a
				criminal street gang enforcement team;</text>
								</clause></subparagraph><subparagraph id="H0FC2BB62348245BFB2EF76F1CF21AD00"><enum>(D)</enum><text>the extent to
				which a significant increase in the allocation of Federal resources would
				enhance local response to the gang crime activities in the area; and</text>
							</subparagraph><subparagraph id="HD92DB07101DD44EEAF349E02A3E3C92"><enum>(E)</enum><text>any other criteria
				that the Attorney General considers to be appropriate.</text>
							</subparagraph></paragraph></subsection><subsection id="HBAB76AF4EC3440388068AD8452ACDA9D"><enum>(c)</enum><header>Additional
				Assistant U.S. Attorneys</header><text>The Attorney General is authorized to
				hire not more than 94 additional Assistant United States attorneys to carry out
				the provisions of this section. Each attorney hired under this subsection shall
				be assigned to a high-intensity interstate gang activity area.</text>
					</subsection><subsection id="HEFE07D10EFE94BA5A8FE09B0582D3DB1"><enum>(d)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated such sums
				as may be necessary to carry out this
				section.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H1FCC4BEB57D748ACA4D998AFD5D21386"><enum>3.</enum><header>Grants to State
			 and local prosecutors to combat violent crime and to protect witnesses and
			 victims of crimes</header>
			<subsection id="H4C97DD82F07B4402AC617283061EEF45"><enum>(a)</enum><header>In
			 General</header><text>Section 31702 of the Violent Crime Control and Law
			 Enforcement Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/42/13862">42 U.S.C. 13862</external-xref>) is amended—</text>
				<paragraph id="H519804241FE049D189935DF60532D62C"><enum>(1)</enum><text>in paragraph (3),
			 by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="HC517ACA418BB45B4991EF6DC42EBDF22"><enum>(2)</enum><text>in paragraph (4),
			 by striking the period at the end and inserting a semicolon; and</text>
				</paragraph><paragraph id="H296A65AE8DA14B76A2EF16B9E1172921"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H4A5ED6AB54D34B4188EBBF8EC1D2678" style="OLC">
						<paragraph id="HC2DF306EEE344A4B819CB721C3E21FF"><enum>(5)</enum><text>to hire additional
				prosecutors to—</text>
							<subparagraph id="H8AFD57EAC64F4F309BA2037960659D74"><enum>(A)</enum><text>allow more cases
				to be prosecuted; and</text>
							</subparagraph><subparagraph id="H53E5FD39382747F98B91B2E6B0D6BBF9"><enum>(B)</enum><text>reduce
				backlogs;</text>
							</subparagraph></paragraph><paragraph id="H3798F4B914D04B0C9BE5E35CC2A65495"><enum>(6)</enum><text>to fund
				technology, equipment, and training for prosecutors and law enforcement in
				order to increase accurate identification of gang members and violent
				offenders, and to maintain databases with such information to facilitate
				coordination among law enforcement and prosecutors; and</text>
						</paragraph><paragraph id="H9688693F5CD44A35B486BBC317A176AC"><enum>(7)</enum><text>to fund
				technology, equipment, and training for prosecutors to increase the accurate
				identification and successful prosecution of young violent
				offenders.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H3D0AC6DFCEE845159D024E6D83C8F6BE"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">Section 31707
			 of the Violent Crime Control and Law Enforcement Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/42/13867">42 U.S.C. 13867</external-xref>)
			 is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H2E0ABACE410E4EEAB34427BF1BB06BA8" style="OLC">
					<section id="H205D963669074DD0A6001106BE84B871"><enum>31707.</enum><header>Authorization
				of appropriations</header><text display-inline="no-display-inline">There are
				authorized to be appropriated to carry out this subtitle $20,000,000 for each
				of the fiscal years 2008 through 2012
				.</text>
					</section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H4ECF91ECD9444FFFAA1D0077C6837DCA"><enum>4.</enum><header>Grants to State
			 and local law enforcement to establish State-wide crime prevention
			 databases</header><text display-inline="no-display-inline">Subtitle I of title
			 XXXII of the Violent Crime Control and Law Enforcement Act of 1994 is amended
			 by adding at the end the following new section:</text>

				<section id="H22AAFB29CB574D8EA62794A29F637782"><enum>320936.</enum><header>Grants to
				State and local law enforcement to establish State-wide crime prevention
				databases</header>
					<subsection id="H327A0C4322FC4AADBF86008EE0CAF812"><enum>(a)</enum><header>Authority to
				make grants</header><text>The Office of Justice Programs of the Department of
				Justice shall award grants, in accordance with such regulations as the Attorney
				General may prescribe, to State and local programs designed to establish a
				State-wide database to track criminals, arrests, prosecutions, and
				convictions.</text>
					</subsection><subsection id="H754D25D792B84D76AF5FF210C100207B"><enum>(b)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated such sums
				as may be necessary to carry out this
				section.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
