		<section id="H73F965BDB0F14D39BB00AA0085D074A6" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">The Act may be cited as the
			 <quote><short-title>Online Job Training Act of
			 2008</short-title></quote>.</text>
		</section><section id="H1BA92ADD6B8E4B15AE2B5D44D063CC6F"><enum>2.</enum><header>Workforce
			 Investment Programs on the Internet</header><text display-inline="no-display-inline">Section 171 of the Workforce Investment Act
			 of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/29/2916">29 U.S.C. 2916</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H45DECDF3DBB84F64A31F536D1B8693DC" style="OLC">
				<subsection id="H717B30C7C2B14CAB9C9888D5FCF79FA7"><enum>(e)</enum><header>Workforce
				Investment Programs on the Internet</header>
					<paragraph id="H68DADAFA5E5B41E2ADCB045191004454"><enum>(1)</enum><header>Grants to
				States</header><text display-inline="yes-display-inline">The Secretary shall
				make 1 grant of not more than $100,000 to each State to demonstrate progess in
				implementing workforce investment programs that enable individuals to take
				courses on the Internet to enhance employment opportunities within its
				workforce investment system under subtitle B. A State may use such grant to
				leverage other Federal, State, local, and private resources, in order to expand
				the participation of businesses, employees, and individuals in such workforce
				investment programs.</text>
					</paragraph><paragraph commented="no" id="H69162FF84ED241A3995D757BCC773B13"><enum>(2)</enum><header>Grant to
				Postsecondary Educational Institution</header>
						<subparagraph commented="no" id="H512D97C9699343E99F89767ED56B6B25"><enum>(A)</enum><header>Description of
				Grant</header><text>The Secretary shall make 1 grant of not more than
				$1,000,000 to 1 eligible postsecondary educational institution to provide the
				services described in this paragraph.</text>
						</subparagraph><subparagraph commented="no" id="H434CCA3ED36642BFADAE18E8183DCC8"><enum>(B)</enum><header>Eligibility</header><text display-inline="yes-display-inline">To be eligible to receive a grant under
				this subsection, a postsecondary educational institution shall—</text>
							<clause commented="no" id="HB244B9DB3AC54558BC6FD806D6DE7BDD"><enum>(i)</enum><text display-inline="yes-display-inline">have a proven record of working with State
				and local workforce investment boards in developing and evaluating workforce
				investment programs described in paragraph (1) for statewide and local
				workforce investment systems under subtitle B;</text>
							</clause><clause commented="no" id="H8CA6170C6AD44C4AA27189B43FCF857B"><enum>(ii)</enum><text>have demonstrated
				ability to disseminate research on best practices for implementing such
				workforce investment programs; and</text>
							</clause><clause commented="no" id="H2B4BD6969E2C4AAD91127694ECC94144"><enum>(iii)</enum><text>be a national
				leader in producing cutting-edge research on technology related to workforce
				investment systems under subtitle B.</text>
							</clause></subparagraph><subparagraph commented="no" id="HF12D5A7FDAC948D18C0022E1BF69FCC3"><enum>(C)</enum><header>Services</header><text>The
				postsecondary educational institution that receives a grant under this
				subsection shall use such grant—</text>
							<clause commented="no" id="H611578D11DC349F583C213B660398297"><enum>(i)</enum><text>to collaborate
				with, and to provide technical assistance to, States that receive grants under
				paragraph (1);</text>
							</clause><clause commented="no" id="HE0FA6EC202254F0AA73585292E96F502"><enum>(ii)</enum><text>to conduct and to
				disseminate research on best practices for implementing workforce investment
				programs described in paragraph (1) to such States; and</text>
							</clause><clause id="H257DCFA54E714CC5A2E7261C66EE2CAB"><enum>(iii)</enum><text>to demonstrate
				and to share cutting-edge technological innovations in skills training with
				such
				States.</text>
							</clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H3900FC39C6C84BCDB729E1044FF6A7DE"><enum>3.</enum><header>Limitation on
			 Authority</header><text display-inline="no-display-inline">The authority under
			 the amendments made by this Act shall be effective only to the extent, and in
			 such amounts as, provided in advance in appropriations Acts.</text>
