		<section id="H144277FC75B9474E9800478664CD1680" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Renewable Investment and Consumer
			 Protection Act</short-title></quote>.</text>
		</section><section id="H769378330D8A49ECB791C1FA3FBC6080"><enum>2.</enum><header>Clean Energy
			 Fund</header>
			<subsection display-inline="no-display-inline" id="HE0551CD6E88F4AB38E4DC3EF3BE955C7"><enum>(a)</enum><header>Establishment of
			 Clean Energy Fund</header>
				<paragraph id="HF932B9A9413B471A8193CB542BD71DB6"><enum>(1)</enum><header>Creation of
			 Fund</header><text>There is established in the Treasury of the United States an
			 account to be known as the <quote>Clean Energy Fund</quote>, consisting of such
			 amounts as may be appropriated as provided in this section.</text>
				</paragraph><paragraph id="H7B08A9D780B44B7AB1AD2DAAE71432FD"><enum>(2)</enum><header>Transfers</header><text>There
			 is hereby appropriated an amount equivalent to the increase in revenues
			 received in the Treasury as the result of the tax imposed under section 4983 of
			 the Internal Revenue Code of 1986. Of such amounts—</text>
					<subparagraph id="H92614519DC7B463FA73F0895CAAAC000"><enum>(A)</enum><text>60 percent shall
			 be appropriated to offset the cost of subsequent legislation—</text>
						<clause id="H43ED141AF2F34BFFB964EFAF00B6902E"><enum>(i)</enum><text>to
			 accelerate the use of clean domestic renewable energy resources and alternative
			 fuels;</text>
						</clause><clause id="H9DDDA2D785F34E768B8003CAF6C4A911"><enum>(ii)</enum><text>to
			 promote the utilization of energy-efficient products and practices and
			 conservation; and</text>
						</clause><clause id="H80EB0A59CB074AB68847A6BD8300816E"><enum>(iii)</enum><text>to
			 increase research, development, and deployment of clean renewable energy and
			 efficiency technologies; and</text>
						</clause></subparagraph><subparagraph id="HBAFB501C469C42FD8DB7CDCDB403342E"><enum>(B)</enum><text>40 percent shall
			 be appropriated to the Secretary of Health and Human Services for carrying out
			 the Low-Income Home Energy Assistance Act of 1981 (42 U.S.C. 8621 et
			 seq.).</text>
					</subparagraph></paragraph></subsection><subsection id="H8CCF38038E4C412B95E36237271E8D87"><enum>(b)</enum><header>Imposition of
			 tax</header><text display-inline="yes-display-inline">The Internal Revenue Code
			 of 1986 is amended by inserting after chapter 44 the following new
			 chapter:</text>

					<chapter id="HB882D0A98C3D4975A07CC2C0AA281DEA"><enum>44A</enum><header>Stock repurchase
				transactions by major integrated oil companies</header>
						<toc container-level="chapter-container" idref="HB882D0A98C3D4975A07CC2C0AA281DEA" lowest-bolded-level="division-lowest-bolded" lowest-level="section" quoted-block="no-quoted-block" regeneration="yes-regeneration">
							<toc-entry idref="H66A7E253EF2A46868403859D10E8DC25" level="section">Sec. 4983. Stock repurchase transactions by major integrated
				  oil companies.</toc-entry>
						</toc>
						<section id="H66A7E253EF2A46868403859D10E8DC25"><enum>4983.</enum><header>Stock
				repurchase transactions by major integrated oil companies</header>
							<subsection id="HE74B2F20589B4D57A805DF2152FF6E0"><enum>(a)</enum><header>Imposition of
				tax</header><text display-inline="yes-display-inline">There is hereby imposed
				on each covered stock repurchase transaction a tax equal to 10 percent of the
				fair market value of such transaction.</text>
							</subsection><subsection id="H07CC2B1083D24D71A68DB28DC553EA68"><enum>(b)</enum><header>Liability for
				tax</header><text>The tax imposed by subsection (a) shall be paid by the
				purchaser of the repurchased stock.</text>
							</subsection><subsection id="H9603643553B8476989875DA6D756EE19"><enum>(c)</enum><header>Covered stock
				transaction</header><text>For purposes of this section, the term <term>covered
				stock repurchase transaction</term> means the repurchase of outstanding shares
				of stock by a major integrated oil company (as defined in section 167(h)(5))
				pursuant to a stock buyback
				program.</text>
							</subsection></section></chapter><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H69EDB4DE8306490484B96FBC0001005C"><enum>(c)</enum><header>Clerical
			 amendment</header><text>The table of chapters for subtitle D of the Internal
			 Revenue Code of 1986 is amended by inserting after the item relating to chapter
			 44 the following new item:</text>

			</subsection><subsection id="H75E10CC05AAA4EC68E007C00FD95F439"><enum>(d)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply with respect
			 to purchases of stock after the date of the enactment of this Act.</text>
