		<section id="H4CB2DA4267604D49ADCBA7283460E6F3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Renewable Fuel Adjustment Act of
			 2008</short-title></quote>.</text>
		</section><section id="H67E1920075C3425983818BC9C3755D36" section-type="subsequent-section"><enum>2.</enum><header>Restoration of certain
			 renewable fuel provisions</header><text display-inline="no-display-inline">Section 202 of the Energy Independence and
			 Security Act of 2007 is amended to read as follows:</text>
			<quoted-block display-inline="no-display-inline" id="H2E9C8D2EBBEB486C8331DB1AD31C23" style="OLC">
				<section id="HCAFF1511AD574C4B92707715007B57B4"><enum>202</enum><header>Renewable fuel
				standard</header><text display-inline="no-display-inline">When the Secretary
				submits to Congress the report provided for in section 203 of this Act, the
				President shall recommend to Congress appropriate changes, if any, to section
				211(o) of the Clean Air Act based upon the findings in the report.</text>
				</section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HA26EF666F0FE4F6BB5D3A9BD703BFA65"><enum>3.</enum><header>Repeal and
			 study</header>
			<subsection id="HFA94142096D546B689FE1FCBEF3CC32D"><enum>(a)</enum><header>Repeal</header><text display-inline="yes-display-inline">Section 201 of the Energy Independence and
			 Security Act of 2007 is repealed.</text>
			</subsection><subsection id="H4EE744AC627947B6874E70889BF7732F"><enum>(b)</enum><header>Study</header><text>Paragraph
			 (11) of section 211(o) of the Clean Air Act, as added by section 203 of the
			 Energy Independence and Security Act of 2007, is amended to read as
			 follows:</text>
				<quoted-block display-inline="no-display-inline" id="HF268BB0BFB6A4175A77378E10756FCE8" style="OLC">
					<paragraph id="HD5424A21B69A438998E46B80BA469D6C"><enum>(11)</enum><header>Study</header><text display-inline="yes-display-inline">The Secretary of Energy, in consultation
				with the Secretary of Agriculture and the Administrator of the Environmental
				Protection Agency, shall enter into an arrangement with the National Academy of
				Sciences under which the Academy shall assess the impact of Federal and State
				requirements to use ethanol on producers of feed grains, livestock, food,
				forest products, energy, and other consumer goods.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H41DAF63F50EB40F597292DB01260E833"><enum>4.</enum><header>Reduced ethanol
			 blender credit for ethanol derived from corn kernels, soybeans, or other food
			 or feed substances<editorial></editorial></header>
			<subsection id="HEFF39459A0D74E1A9D7DE57E5C279310"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subsection (h) of
			 <external-xref legal-doc="usc" parsable-cite="usc/26/40">section 40</external-xref> of the Internal Revenue Code of 1986 (relating to reduced credit for
			 ethanol blenders) is amended by adding at the end the following new
			 paragraph:</text>

					<paragraph id="HE754191692674BB382C9AAD69F1C7C60"><enum>(3)</enum><header>Additional
				reductions for ethanol derived from corn kernels, soybeans, or other food or
				feed substances</header><text display-inline="yes-display-inline">In the case
				of ethanol derived from corn kernels, soybeans, or any other substance that is
				suitable for human food or livestock feed consumption, the table contained in
				paragraph (2) shall be applied by substituting the amounts in the following
				table for the otherwise applicable blender amounts and low-proof blender
				amounts:</text>
