		<section id="HA177D24856B14E2FB5C710FF801B621" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Small Business Regulatory Equity Act
			 of 2008</short-title></quote>.</text>
		</section><section id="HA0ED0657E60E416DBF41E8EFE367E3F7"><enum>2.</enum><header>Analysis of
			 impacts of Federal regulations on small businesses</header>
			<subsection id="H1E810588A9EF4EBABB3431BBA132BCF1"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than
			 September 30, 2009, and every two years thereafter, the Comptroller General of
			 the United States shall submit to Congress a report containing the Comptroller
			 General’s analysis of the impacts of Federal regulations on businesses
			 described in subsection (c). The report shall detail—</text>
				<paragraph id="H8A7DFB739F6B412EA86D2C5030D6CB7E"><enum>(1)</enum><text display-inline="yes-display-inline">the cost and impacts of federally mandated
			 regulations that are administered by State agencies;</text>
				</paragraph><paragraph id="H8DC117B362CF4199A82700EB66F9191D"><enum>(2)</enum><text>the amount of time
			 such businesses must spend working with agencies attempting to obtain written
			 responses to their written questions;</text>
				</paragraph><paragraph id="H54814F95AEFC43F6A0AE85A4D1989325"><enum>(3)</enum><text>the period of time
			 that passes between submitting such questions to agencies and receiving such
			 responses;</text>
				</paragraph><paragraph id="HA8D8E1947FD24EE582C7E7B6EC462946"><enum>(4)</enum><text display-inline="yes-display-inline">how long projects are delayed due to
			 Federal regulations; and</text>
				</paragraph><paragraph id="HC03A6418C75E4AAF93CD00EC17A1062"><enum>(5)</enum><text>how long it takes
			 small business (on average) to obtain permits from Federal agencies.</text>
				</paragraph></subsection><subsection id="HAC71FAAF37344ACB9007BB09B6BA323E"><enum>(b)</enum><header>Impacts
			 covered</header><text>The report shall cover, and treat separately, direct
			 impacts (such as wages, time, and fees spent on compliance) and indirect
			 impacts (such as the impact on cash flow, sales, and competitiveness).</text>
			</subsection><subsection id="H53A6F34AD1D246D3A94942F9422109A3"><enum>(c)</enum><header>Businesses
			 covered</header><text display-inline="yes-display-inline">The report shall
			 cover, and treat separately, impacts on—</text>
				<paragraph id="H21A46F3242004CA09601EFFBE9F776B2"><enum>(1)</enum><text>businesses with 15
			 or fewer employees;</text>
				</paragraph><paragraph id="H6ABD32ACC2B14DCE8648A0878557D5D"><enum>(2)</enum><text>businesses with 16
			 to 35 employees; and</text>
				</paragraph><paragraph id="H46062EEA59744ECE999F4D6423DE3198"><enum>(3)</enum><text>businesses with 36
			 to 50 employees.</text>
