		<legis-type>A BILL</legis-type>
		<official-title>To require the Secretary of State to submit to Congress
		  annual reports on the progress made by the United States in negotiating
		  international agreements relating to international child abduction with
		  countries that are not contracting parties to the Hague Convention on the Civil
		  Aspects of International Child Abduction, and for other
		  purposes.</official-title>

		<section id="H0E963E439A084E538632205F6C12FE49" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>International Child Abduction Progress
			 Reports Act</short-title></quote>.</text>
		</section><section id="H964F12EB990846F49D4B00F718479812"><enum>2.</enum><header>Reports relating
			 to international child abduction</header>
			<subsection id="H76D1293238BC412000B312852EAB90CB"><enum>(a)</enum><header>Report on
			 progress in negotiating bilateral treaties with non-hague convention
			 countries</header><text display-inline="yes-display-inline">The Secretary of
			 State shall prepare and submit to the Congress an annual report on progress
			 made by the United States in negotiating and entering into bilateral treaties
			 (or other international agreements) relating to international child abduction
			 with countries that are not contracting parties to the Hague Convention on the
			 Civil Aspects of International Child Abduction.</text>
			</subsection><subsection id="H529F86E60EE84052AD53974287C69935"><enum>(b)</enum><header>Report on human
			 rights practices</header><paragraph commented="no" display-inline="yes-display-inline" id="HBA836FBAB9F04E168E81657F83F794D3"><enum>(1)</enum><text display-inline="yes-display-inline">Section 116(d) of the Foreign Assistance
			 Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2151n">22 U.S.C. 2151n(d)</external-xref>) is amended—</text>
					<subparagraph id="H78BB9365DADB4F92AE008405D6909FFB" indent="up1"><enum>(A)</enum><text>in paragraph (7), by striking “and” at
			 the end and inserting a semicolon;</text>
					</subparagraph><subparagraph id="HD5415065764C4B8A845CF633AF7F4C44" indent="up1"><enum>(B)</enum><text>in paragraph (8), by striking the
			 period at the end and inserting “; and”; and</text>
					</subparagraph><subparagraph id="H058F8A6296CC418AB9EF002BA7695F74" indent="up1"><enum>(C)</enum><text>by adding at the end the
			 following:</text>
						<quoted-block display-inline="no-display-inline" id="H6FA07B63FB4F4DE5A53EA56DFC009718" style="OLC">
							<paragraph id="H89C145A72E804003A7545731BF1B8F19"><enum>(9)</enum><text display-inline="yes-display-inline">the status of efforts in each country to
				prohibit international child abduction, including—</text>
								<subparagraph id="H337ABC389B7C4833AE532703576C3305"><enum>(A)</enum><text display-inline="yes-display-inline">efforts to expedite the return of children
				to the country of their habitual residence; and</text>
								</subparagraph><subparagraph id="H2D3F747EB8B445E1973C557E67BB2E8F"><enum>(B)</enum><text display-inline="yes-display-inline">the extent to which the country respects
				the rights of custody and of access under the laws of other
				countries.</text>
								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="H265BF3E5B2D04A8AB94158B85B988F2D" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Section 502B(b) of the Foreign Assistance
			 Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2304">22 U.S.C. 2304(b)</external-xref>) is amended by inserting after the sixth
			 sentence the following: “Each report under this section shall include
			 information on the status of efforts in each country to prohibit international
			 child abduction, including efforts to expedite the return of children to the
			 country of their habitual residence and the extent to which the country
			 respects the rights of custody and of access under the laws of other
			 countries.”.</text>
				</paragraph></subsection><subsection id="HDAEE5CBD6C7B43A3AFCC21E0A46B8DC7"><enum>(c)</enum><header>Report on
			 enforcement of <external-xref legal-doc="usc" parsable-cite="usc/18/1204">section 1204</external-xref> of title 18, united states code</header><text display-inline="yes-display-inline">The Attorney General, in consultation with
			 the Secretary of State, shall prepare and submit to the Congress an annual
			 report that contains a description of the status of each case involving a
			 request during the preceding year for extradition to the United States of an
			 individual alleged to have violated <external-xref legal-doc="usc" parsable-cite="usc/18/1204">section 1204</external-xref> of title 18, United States
			 Code.</text>
			</subsection></section><section display-inline="no-display-inline" id="HE9F4948B127842B5A6C16C75D7D39022" section-type="subsequent-section"><enum>3.</enum><header>Authorization of funds
			 for extradition</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated for each of fiscal years 2009 through 2012 such
			 funds as may be necessary for the costs of extraditing individuals from foreign
			 countries to the United States for violations of laws in the United States by
			 reason of unlawfully removing a child from the child’s custodial parent.</text>
