		<section id="H8B80D63508A746AE98EDB9B615205192" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Green Schools
			 Act</short-title></quote>.</text>
		</section><section id="HC4C149FE38C44B25B92F99621B2F083D" section-type="subsequent-section"><enum>2.</enum><header>Green schools grant
			 program</header>
			<subsection id="HE3F1C86744084C8E8F9342083EAB65A9"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Administrator of the Environmental
			 Protection Agency shall establish a program for making grants of up to $10,000
			 per project to local educational agencies for projects for green school
			 construction and improvements.</text>
			</subsection><subsection id="H1E6C13CE94BC4A38B182779EC8446F6E"><enum>(b)</enum><header>Matching
			 funds</header><text>A grant shall be made for a project under subsection (a)
			 only if at least 50 percent of the costs of the project will be paid from
			 non-Federal sources.</text>
			</subsection><subsection id="H8A71580B258C4C8DB9C900D6B9D7CB00"><enum>(c)</enum><header>Definitions</header><text>For
			 purposes of this section—</text>
				<paragraph id="H7F61B81F12BE4303B6A8F14184FD94B8"><enum>(1)</enum><text display-inline="yes-display-inline">the term <quote>green school construction
			 and improvements</quote> means construction methods, systems, technologies, or
			 facility improvements that create a healthy learning environment while saving
			 natural resources and money, including—</text>
					<subparagraph id="HFAF2995DD1D6417CB5039F91526B38E"><enum>(A)</enum><text>sustainable site
			 improvements;</text>
					</subparagraph><subparagraph id="H7B1E03780CD849FBBE8F324E9495F2B"><enum>(B)</enum><text>water conservation
			 strategies or systems;</text>
					</subparagraph><subparagraph id="HA432CDA9AA31499295F55935F5EDF54F"><enum>(C)</enum><text>energy
			 conservation strategies or systems;</text>
					</subparagraph><subparagraph id="H411AB814CEC84A389BEB0674B260C168"><enum>(D)</enum><text>sustainable
			 materials, including low-emitting, reused, recycled, regionally harvested, and
			 rapidly renewable materials; and</text>
					</subparagraph><subparagraph id="H5BC00065F5D14CBA81A26CFF45B5C5B4"><enum>(E)</enum><text>strategies or
			 systems that improve indoor environmental quality, including improvements to
			 acoustics, ventilation, thermal comfort, daylighting, and mold prevention;
			 and</text>
					</subparagraph></paragraph><paragraph id="H04541A76BF1D483AA7CF95811FECD6DA"><enum>(2)</enum><text>the term
			 <quote>local educational agency</quote> has the meaning given that term in
			 section 9101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C.
			 7801).</text>
				</paragraph></subsection><subsection id="H0F6966A9B77B4AA381D04D07F3AE664C"><enum>(d)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to the
			 Administrator of the Environmental Protection Agency for carrying out this
			 section $5,000,000 for each of the fiscal years 2009 through 2013.</text>
			</subsection></section><section id="HD562E7457D6E42998EE7108615FF8E67" section-type="subsequent-section"><enum>3.</enum><header>Extension and greening
			 of qualified zone academy bonds</header>
			<subsection display-inline="no-display-inline" id="H1EB0BA0C69E24A4E8BCA3454DB3F6BA7"><enum>(a)</enum><header>Extension</header><text display-inline="yes-display-inline">Paragraph (1) of 1397E(e) of the Internal
			 Revenue Code of 1986 (relating to limitation on amount of bonds designated) is
			 amended by striking <quote>1998, 1999, 2000, 2001, 2002, 2003, 2004, 2005,
			 2006, and 2007</quote> and inserting <quote>each of calendar years 1998 through
			 2012</quote>.</text>
			</subsection><subsection id="H3AC288BC20514BCDB0BB1DDBE63CC16"><enum>(b)</enum><header>Greening</header><text>Paragraph
			 (5) of section 1397E(d) of such Code (defining qualified purpose) is amended by
			 adding at the end the following new sentence:</text>
				<quoted-block display-inline="no-display-inline" id="H5C84B77414894A75B5B27C3EE2BE2E52" style="OLC">
					<quoted-block-continuation-text quoted-block-continuation-text-level="paragraph">In the
				case of bonds issued after the date of the enactment of this sentence, any
				rehabilitation, repair, or provision of equipment shall be treated as a
				qualified purpose only if such rehabilitation, repair, or provision, as the
				case may be, is described in section 2(c) of the Green Schools Act, as in
				effect on such
				date.</quoted-block-continuation-text><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HB67286854A4E46A993FD62DDC9CF3FC"><enum>(c)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendment made by
			 subsection (a) shall apply to obligations issued after December 31,
			 2007.</text>
