		<official-title>To amend title 49, United States Code, to require a motor
		  carrier, broker, or freight forwarder that collects a fuel surcharge to
		  disclose and pay the fuel surcharge to the person responsible for bearing the
		  cost of the fuel, and for other purposes.</official-title>

		<section id="H473FCC1DECB74A0CB3EA37AD826AED1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Trust in Reliable Understanding of
			 Consumer Costs Act</short-title></quote> or the <quote><short-title>TRUCC Act</short-title></quote>.</text>
		</section><section id="H9B8BACC3CD704516AE4CBCD8FA240C5" section-type="subsequent-section"><enum>2.</enum><header>Disclosure and pass
			 through of motor carrier fuel costs</header>
			<subsection id="HC67B131A2CED4E4BB6557EC604FB391B"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 14102 of
			 title 49, United States Code, is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="H8738DA37DD554783BB03C8FBAC04C9F" style="OLC">
					<subsection id="H1AA83D531D94438AAC42A4487DD68B14"><enum>(c)</enum><header>Disclosure and
				pass through to cost bearer</header><text>A motor carrier, broker, or freight
				forwarder providing or arranging transportation or service using fuel for which
				it does not bear the cost shall provide to the person that bears the cost of
				such fuel—</text>
						<paragraph id="H675E0709C54A4929A042267542C7211F"><enum>(1)</enum><text>a payment in an
				amount equal to the charges, invoiced or otherwise presented to the person
				directly responsible to the motor carrier, broker, or freight forwarder, which
				relate to the cost of the fuel; and</text>
						</paragraph><paragraph id="H1F7A74560D07491F887CA7B4609F4372"><enum>(2)</enum><text>at the time
				payment is made under paragraph (1), a written list that specifically
				identifies any freight charge, brokerage fee or commission, fuel surcharge or
				adjustment, and any other charges invoiced or otherwise presented to the person
				described in paragraph
				(1).</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HDB23C50C1C4C4754AE42F7E146D82727"><enum>(b)</enum><header>Billing and
			 collection practices</header><text display-inline="yes-display-inline">Section
			 13708(b) of title 49, United States Code, is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HF21F6ED8DA374DA1970196CA96712322" style="OLC">
					<subsection id="HF7BD702DA9B6420CAF3F214DBB094E40"><enum>(b)</enum><header>False or
				misleading information</header><text>No person may cause a motor carrier,
				broker, or freight forwarder to present false or misleading information on a
				document or in an oral representation about the actual rate, charge, or
				allowance to any party to the transaction or
				transportation.</text>
