<official-title>To promote the development and use of plug-in hybrid electric vehicles, and for other purposes.</official-title>

<section id="HD4A65A86270F41759CC359B0421BC35" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Get Real Incentives to Drive Plug-in Act</short-title></quote>.</text></section> 
<section id="H1E0BF2C2A9F04046BFF5123103DBA98" section-type="subsequent-section"><enum>2.</enum><header>Definition</header><text display-inline="no-display-inline">For purposes of this Act, the term <quote>plug-in hybrid electric vehicle</quote> means an on-road or nonroad vehicle that is propelled by an internal combustion engine or heat engine using—</text> 
<paragraph id="H2645346100284A7090EB00146018F471"><enum>(1)</enum><text>any combustible fuel;</text></paragraph> 
<paragraph id="H6DF9A4585E6E4263A96913B437653E60"><enum>(2)</enum><text>an on-board, rechargeable storage device; and</text></paragraph> 
<paragraph id="H3F7EF09A95D745118E77DAEF60E893C0"><enum>(3)</enum><text>a means of using an off-board source of electricity.</text></paragraph></section> 
<section id="HB5BF94ECDE974B56A2D991EEC8C883AA" section-type="subsequent-section"><enum>3.</enum><header>Research and development grants</header> 
<subsection id="HBAC38DB9098F40B5893F2C3247821796"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Transportation shall establish a program to make grants to owners of domestic motor vehicle manufacturing or production facilities for research and development on plug-in hybrid electric vehicles.</text></subsection> 
<subsection id="H3F73E7AC99604492BC4DA468F78E9384"><enum>(b)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary of Transportation for carrying out this section $500,000,000 for the period encompassing fiscal years 2008 through 2012.</text></subsection></section> 
<section id="H907461F419B84388002F6342BCDFBFE0"><enum>4.</enum><header>Pilot project</header><text display-inline="no-display-inline">The Secretary of Transportation shall establish a pilot project to determine how best to integrate plug-in hybrid electric vehicles into the electric power grid and into the overall transportation infrastructure.</text></section> 
<section id="H882337F37E524A7AAE262B4404F50054"><enum>5.</enum><header>Test site</header><text display-inline="no-display-inline">The Secretary of Transportation shall establish a test site for the advancement of battery technologies for plug-in hybrid electric vehicles, to be modeled after the Department of Transportation’s NHTSA Vehicle Research and Test Center in Ohio.</text></section> 
<section id="HE31C73DDD67C454AAEFB6597E31837B0"><enum>6.</enum><header>Plan</header><text display-inline="no-display-inline">Not later than 2 years after the date of enactment of this Act, the Secretary of Transportation, in collaboration with the Secretary of Energy, shall transmit to Congress a plan for the introduction and implementation of a plug-in hybrid electric vehicle support infrastructure.</text></section> 
<section id="H0E85B86DE35D48ACA97D63D76213579D" section-type="subsequent-section" display-inline="no-display-inline"><enum>7.</enum><header>Plug-in hybrid motor vehicle tax credit</header> 
<subsection id="H187328B5A121455B8865F3FA45006E97"><enum>(a)</enum><header>In General</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/30B">Section 30B</external-xref> of the Internal Revenue Code of 1986 is amended by redesignating subsections (i) and (j) as subsections (j) and (k), respectively, and by inserting after subsection (h) the following new subsection:</text>

<subsection id="H511347D6819C404EA1FB00CBE6CAEBD8"><enum>(i)</enum><header>New Plug-in Hybrid Motor Vehicle Credit</header> 
<paragraph id="H56B6512D3FCB4510ACD45C0000AC0968"><enum>(1)</enum><header>In general</header><text>For purposes of subsection (a), the new plug-in hybrid motor vehicle credit determined under this subsection with respect to a new qualified plug-in hybrid motor vehicle placed in service by the taxpayer during the taxable year is $3,000, if such vehicle is a new qualified plug-in hybrid motor vehicle with a gross vehicle weight rating of not more than 8,500 pounds.</text></paragraph> 
<paragraph id="H87F45CDFE90C4E6F83C6BAE2AE93C0E3"><enum>(2)</enum><header>New qualified plug-in hybrid motor vehicle</header><text>For purposes of this subsection, the term <quote>new qualified plug-in hybrid motor vehicle</quote> means a motor vehicle—</text> 
<subparagraph id="HC970491EA5E2441283A23DB42E86199"><enum>(A)</enum><text>which is propelled by an internal combustion engine or heat engine using—</text> 
<clause id="H18FDF26B289F41CAAF77B787B3D1C162"><enum>(i)</enum><text>any combustible fuel,</text></clause> 
<clause id="H40A06C5F6F6C41D8B7E759D26D8BF19"><enum>(ii)</enum><text>an on-board, rechargeable storage device, and</text></clause> 
<clause id="H3303BDA0880D499C8700A1EB952C9B31"><enum>(iii)</enum><text>a means of using an off-board source of electricity,</text></clause></subparagraph> 
<subparagraph id="HFB5AC7C914814F13AC45BF0013349FEB"><enum>(B)</enum><text>which, in the case of a passenger automobile or light truck, has received on or after the date of the enactment of this section a certificate that such vehicle meets or exceeds the Bin 5 Tier II emission level established in regulations prescribed by the Administrator of the Environmental Protection Agency under section 202(i) of the Clean Air Act for that make and model year vehicle,</text></subparagraph> 
<subparagraph id="H94FE3CEC910F4F81B324F5FD6015C2D3"><enum>(C)</enum><text>the original use of which commences with the taxpayer,</text></subparagraph> 
<subparagraph id="H6A20095D2911478AAF9F9EE72F2BFC56"><enum>(D)</enum><text>which is acquired for use or lease by the taxpayer and not for resale, and</text></subparagraph> 
<subparagraph id="H32910E14CFBE4F9D98010007519278A2"><enum>(E)</enum><text>which is made by a manufacturer.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H8350409D3DBF45FA9B6B45F4CF5FF088"><enum>(b)</enum><header>Conforming Amendments</header> 
<paragraph id="H0FD1D52499E64392A6EF6DC4665D9174"><enum>(1)</enum><text><external-xref legal-doc="usc" parsable-cite="usc/26/30B">Section 30B(a)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>and</quote> at the end of paragraph (3), by striking the period at the end of paragraph (4) and inserting <quote>, and</quote>, and by adding at the end the following new paragraph:</text>

<paragraph id="H002CCF25BF62427498A7DB8F279C90B"><enum>(5)</enum><text>the new plug-in hybrid motor vehicle credit determined under subsection (i).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HB4CBD7D0C11D44ABBD161F55362EB4D0"><enum>(2)</enum><text>Section 30B(k)(2) of such Code, as redesignated by subsection (a), is amended by striking <quote>or</quote> and inserting a comma and by inserting <quote>, or a new qualified plug-in hybrid motor vehicle (as described in subsection (i)(2))</quote> after <quote>subsection (d)(2)(A))</quote>.</text></paragraph></subsection> 
<subsection id="H8E62C923E13F4253A906A5D5E8D41660"><enum>(c)</enum><header>Effective Date</header><text>The amendments made by this section shall apply to property placed in service after the date of the enactment of this Act, in taxable years ending after such date.</text></subsection></section> 
<section id="H7B7544C7BF7D4F5281D237CC84DF46E"><enum>8.</enum><header>Requirement regarding purchase of motor vehicles by executive agencies</header> 
<subsection id="H17F1854C3AA54D6C9F0098BFCDDD8124"><enum>(a)</enum><header>In General</header><text>At least 10 percent of the motor vehicles purchased by an Executive agency in any fiscal year shall be comprised of plug-in hybrid electric vehicles.</text></subsection> 
<subsection id="H10614582B1A04D6F9E006EAA9FE41354"><enum>(b)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="HE14B1A33F407455D98D16FC4FBC89635"><enum>(1)</enum><text>The term <quote>Executive agency</quote> has the meaning given that term in <external-xref legal-doc="usc" parsable-cite="usc/5/105">section 105</external-xref> of title 5, United States Code, but also includes Amtrak, the Smithsonian Institution, and the United States Postal Service.</text></paragraph> 
<paragraph id="H800FDF054FAC4E47A2C8B4051B009171"><enum>(2)</enum><text>The term <quote>motor vehicle</quote> has the meaning given that term in <external-xref legal-doc="usc" parsable-cite="usc/40/102">section 102(7)</external-xref> of title 40, United States Code.</text></paragraph></subsection> 
<subsection id="H693CAF3F1EB141C8AA5EB4F773CE315"><enum>(c)</enum><header>Pro-Rated Applicability in Year of Enactment</header><text>In the fiscal year in which this Act is enacted, the requirement in subsection (a) shall only apply with respect to motor vehicles purchased after the date of the enactment of this Act in such fiscal year.</text></subsection></section>
