		<section display-inline="yes-display-inline" id="H68E4F2BBE2124F688D4DDE8234320313" section-type="undesignated-section"><text display-inline="yes-display-inline">That <external-xref legal-doc="usc" parsable-cite="usc/18/3771">section 3771(b)</external-xref> of title 18, United
			 States Code, is amended by adding at the end the following:</text>

				<paragraph id="HF6600A16131A4C9FBB4CF47C780854D1"><enum>(3)</enum><header>Reading of
				Rights</header><text display-inline="yes-display-inline">At a defendant’s
				arraignment on an indictment, or at the commencement of a criminal trial, or a
				sentencing, if there is no trial, the judge shall read in open court the rights
				of victims set forth in subsection
				(a).</text>
