		<official-title>To amend title 10, United States Code, to provide for the
		  distribution of a share of certain mineral revenues, and for other
		  purposes.</official-title>

		<section id="H3B5EAAC7DE0241D08B4882837611FD34" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Oil Shale Reserve Fund Revenue
			 Act</short-title></quote>.</text>
		</section><section id="HCAFA241ABB734F8FB6C810006822846D"><enum>2.</enum><header>Disposition of
			 qualified oil shale reserve receipts</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/10/7439">Section 7439</external-xref> of title 10, United States
			 Code, is amended—</text>
			<paragraph id="HED3A34E46C2F4400A9AB8B36F3784800"><enum>(1)</enum><text>in subsection
			 (f)—</text>
				<subparagraph id="H04831C695B9E40CABF3BEDB83F22B9B9"><enum>(A)</enum><text>in paragraph
			 (1)—</text>
					<clause id="HA94911AEDA7844A2B2F375DEC66EEBE0"><enum>(i)</enum><text>by
			 striking <quote>(1) Notwithstanding</quote> and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="H38E7C5BE858A4DCFA03B70E6ECC3E0AE" style="OLC">
							<paragraph id="H205F1F1F5AE2442694C47F73005929D1"><enum>(1)</enum><header>In
				general</header><text>Notwithstanding</text>
							</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</clause><clause id="H4E0C63748B9F46F6A0A14E431E5E8900"><enum>(ii)</enum><text>by
			 striking <quote>specified in paragraph (2)</quote> and inserting
			 <quote>beginning on November 18, 1997, and ending on the date of enactment of
			 the Oil Shale Reserve Fund Revenue Act</quote>; and</text>
					</clause></subparagraph><subparagraph id="H5B7F8D80930147A082919F24BEF28E4"><enum>(B)</enum><text>by striking
			 paragraph (2) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H16CECF81A735493BB87EAB9EF372E7E9" style="OLC">
						<paragraph id="H522AD24A522C4B6FA335B55BF9A18BA6"><enum>(2)</enum><header>Mineral leasing
				Act</header><text>Beginning on the date of enactment of the Oil Shale Reserve
				Fund Revenue Act, any amounts received by the United States from a lease under
				this section (including amounts in the form of sales, bonuses, royalties
				(including interest charges collected under the Federal Oil and Gas Royalty
				Management Act of 1982 (<external-xref legal-doc="usc" parsable-cite="usc/30/1701">30 U.S.C. 1701 et seq.</external-xref>)), and rentals) shall be
				deposited in the Treasury of the United States, for use in accordance with
				section 35 of the Mineral Leasing Act (30 U.S.C.
				191).</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H149184B34BF345BF9BF3A7E58B30683"><enum>(2)</enum><text>by
			 striking subsection (g) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="H605C18FA79424E0B8C25CB65C2B9CC32" style="OLC">
					<subsection id="HDCA9F8D6B28445B691DA2F48D156005F"><enum>(g)</enum><header>Use of
				revenues</header>
						<paragraph id="HA404DA9449344D01B2CFCC57FD330031"><enum>(1)</enum><header>In
				general</header><text>Of the amounts deposited in the Treasury under subsection
				(f)(1)—</text>
							<subparagraph id="HF6EBFE499EE345FFBBF14C63C58B8FA"><enum>(A)</enum><text>50 percent shall be
				transferred by the Secretary of the Treasury to the Secretary of the Interior,
				for use in accordance with paragraph (2); and</text>
							</subparagraph><subparagraph id="HC6AA09DF1A8D4533A1FE00001021218D"><enum>(B)</enum><text>50 percent shall
				be distributed by the Secretary of the Treasury to Garfield, Rio Blanco,
				Moffat, and Mesa Counties in the State of Colorado, in accordance with
				paragraph (3).</text>
							</subparagraph></paragraph><paragraph id="H8DD777FD14FB4BF2B2B3C81EDE5AE54"><enum>(2)</enum><header>Use of federal
				funds</header>
							<subparagraph id="HED530AFF263D4575B1863854385436BE"><enum>(A)</enum><header>In
				general</header><text>Amounts transferred under paragraph (1)(A) shall be used
				by the Secretary of the Interior for the costs of all environmental
				restoration, waste management, and environmental compliance activities incurred
				by the United States with respect to the remediation of the land transferred
				under subsection (a), including the former Anvil Points oil shale facility in
				the State of Colorado.</text>
							</subparagraph><subparagraph id="H749329A25A294A99A4BD9E7F758FB7A"><enum>(B)</enum><header>Deposit in
				treasury</header><text>On completion of the remediation of the former Anvil
				Points oil shale facility, the Secretary of the Interior shall return any
				remaining amounts transferred under paragraph (1)(A) to the Treasury of the
				United States, for use in accordance with section 35 of the Mineral Leasing Act
				(<external-xref legal-doc="usc" parsable-cite="usc/30/191">30 U.S.C. 191</external-xref>).</text>
							</subparagraph></paragraph><paragraph id="H52C65B3D4DF8452BA8ECF3AD57894F80"><enum>(3)</enum><header>Use of county
				funds</header>
							<subparagraph id="H651F2FA2A8C347BC0000641C4973CEE3"><enum>(A)</enum><header>In
				general</header><text>Of the amounts to be distributed under paragraph (1)(B),
				the Secretary of the Treasury shall transfer—</text>
								<clause id="H4A69B884A2714911A7E0ABFDA4F487E"><enum>(i)</enum><text>40
				percent to Garfield County, Colorado;</text>
								</clause><clause id="H94F3A790D08348AE9E0089BCAD62132"><enum>(ii)</enum><text>40
				percent to Rio Blanco County, Colorado;</text>
								</clause><clause id="HEE5C96EE2EC14502979492BFA676E2F"><enum>(iii)</enum><text>10 percent to
				Moffat County, Colorado; and</text>
								</clause><clause id="H2CD723EDD4FD4B9EA3C328AD6D3EA16"><enum>(iv)</enum><text>10
				percent to Mesa County, Colorado.</text>
								</clause></subparagraph><subparagraph id="H544C2B3A63514AB7A3003D8385FB65E5"><enum>(B)</enum><header>Authorized
				Uses</header><text>The amounts provided to the counties under subparagraph (A)
				shall be used by the counties, or any cities or political subdivisions within
				the counties to which the funds are transferred by the counties, to mitigate
				the effects of oil and gas development activities within the affected counties,
				cities, or political subdivisions.</text>
							</subparagraph><subparagraph commented="no" id="HE7086EF7E0154D9ABAC2A8658244739E"><enum>(C)</enum><header>Limitation</header><text>Amounts
				provided to the counties under subparagraph (A) shall not be considered for
				purpose of calculating payments for the counties under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/69">chapter 69</external-xref> of title 31,
				United States
				Code.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
