		<section id="HB47DDA2732EB4DA78B05E00046E88529" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>School Emergency Notification
			 Deployment Act</short-title></quote>.</text>
		</section><section id="H7A08724AA7894D39A2843F5D5307EED5"><enum>2.</enum><header>Support for
			 enhanced emergency communications</header>
			<subsection id="HC9EF65DFB13F45E3BE1CA54FFE004673"><enum>(a)</enum><header>Amendments</header><text display-inline="yes-display-inline">Section 254(h) of the Communications Act of
			 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/254">47 U.S.C. 254</external-xref>) is amended—</text>
				<paragraph id="H970A7B1BD2C44730AD0869476D00A1F9"><enum>(1)</enum><text>in paragraph
			 (2)—</text>
					<subparagraph id="H759563EE9E3A4C568F3C6BA769802901"><enum>(A)</enum><text>by striking
			 <quote>and</quote> at the end of subparagraph (A);</text>
					</subparagraph><subparagraph id="HB45772CF1E6F419FA85BE7B288193005"><enum>(B)</enum><text>by striking the
			 period at the end of subparagraph (B) and inserting <quote>; and</quote>;
			 and</text>
					</subparagraph><subparagraph id="H79D45271F0F04AD69D1B6151DEA815D5"><enum>(C)</enum><text>by adding at the
			 end the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="H1304FA2EE5444E51A7F017B4ED388712" style="OLC">
							<subparagraph id="H024FF9425E45400FB9C94B07D7226816"><enum>(C)</enum><text display-inline="yes-display-inline">to permit universal service support to
				public and nonprofit elementary and secondary schools to be used for enhanced
				emergency notification services.</text>
							</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HCC8F6F117E3B454C95863027262EEDCB"><enum>(2)</enum><text>in paragraph
			 (7)—</text>
					<subparagraph id="H498FFC16E7964179B7BCBF6C13E4D4E4"><enum>(A)</enum><text>by redesignating
			 subparagraphs (G), (H), and (I) as subparagraphs (H), (I), and (J),
			 respectively; and</text>
					</subparagraph><subparagraph id="H5DD8CB4F7DF14C0B8EB2D1696681BBB5"><enum>(B)</enum><text>by inserting after
			 subparagraph (F) the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="H8DF925880B0B4F4B8D07AEF87BFB2700" style="OLC">
							<subparagraph id="H77F133000CE3440BBA7400C324A990C3"><enum>(G)</enum><header>Enhanced
				emergency notification service</header><text display-inline="yes-display-inline">The term <term>enhanced emergency
				notification service</term> means a communications service or system
				that—</text>
								<clause id="HF56B251C95704C9200679EEFD4EAA2C"><enum>(i)</enum><text>meets or exceeds
				prevailing industry practices, as periodically determined by the Commission;
				and</text>
								</clause><clause id="HF184BF56D5DB497EAF35902F3BA33692"><enum>(ii)</enum><text display-inline="yes-display-inline">can be utilized by school administrators
				and other public officials to deliver emergency messages to members of the
				school community (including students and their parents, faculty, and staff),
				and their designated emergency contacts, via messages carried over
				telecommunications and information services, including those transmitted by
				providers of commercial mobile service (as such term is defined in section
				332(d)).</text>
								</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="HC227121D16BA4B8188BFD639D2E700EB"><enum>(b)</enum><header>Implementation</header>
				<paragraph id="H4A45D55AAE5649388BE79FF1E60008D3"><enum>(1)</enum><header>Deadline</header><text display-inline="yes-display-inline">Within 180 days after the date of
			 enactment of this Act, the Federal Communications Commission shall prescribe
			 such changes to its rules, regulations, and orders as may be necessary—</text>
					<subparagraph id="H7C96617D59B04B9BB723D4A12B42C73B"><enum>(A)</enum><text>to implement the
			 amendments made by
			 <internal-xref idref="HC9EF65DFB13F45E3BE1CA54FFE004673" legis-path="2.(a)">subsection (a)</internal-xref>; and</text>
					</subparagraph><subparagraph id="HBCC4A7D3AE0C43D6B6FB9CDC923922B8"><enum>(B)</enum><text display-inline="yes-display-inline">allow universal service support provided to
			 public and nonprofit elementary and secondary schools to be used for enhanced
			 emergency notification services.</text>
					</subparagraph></paragraph><paragraph id="HCF66CD48BCE640E686E1CC73579E445B"><enum>(2)</enum><header>Implementation
			 conditions</header><text>In prescribing such changes, the Commission
			 shall—</text>
					<subparagraph id="H290DA40F51FC407CA33ED8757961CB3C"><enum>(A)</enum><text>ensure that such
			 regulations do not result in any increase in the total amount of—</text>
						<clause id="H6685428E9C6F4F62B4D9EC85F07500ED"><enum>(i)</enum><text>support provided
			 under section 254(h) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/254">47 U.S.C. 254(h)</external-xref>);
			 or</text>
						</clause><clause id="H1A2BDCA902FA448C92B0C741D325286B"><enum>(ii)</enum><text>the
			 contributions collected to provide such support;</text>
						</clause></subparagraph><subparagraph id="H1C36AF41B75D4B5F8F8600008C905DA2"><enum>(B)</enum><text>ensure that
			 priority is given to schools that currently do not, on the date of enactment of
			 this Act, have an emergency notification system in place; and</text>
					</subparagraph><subparagraph id="H50FB842552C24E8D87B20092F6335EA7"><enum>(C)</enum><text display-inline="yes-display-inline">shall create and institute performance
			 measures with respect to support provided for enhanced emergency notification
			 services to make sure the notification services are effective.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
