		<section id="H43EB5DD216AC491E80B9AEDA0275011E" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>District
			 of Columbia Water and Sewer Authority Independence Preservation Act</quote>.</text>
		</section><section id="H6A9134C066034212BC797538C215674F" section-type="subsequent-section"><enum>2.</enum><header>Ensuring Independence
			 of Chief Financial Officer of District of Columbia Water and Sewer
			 Authority</header>
			<subsection id="HEB898D75D5704BE881BFB11B12F4EE"><enum>(a)</enum><header>Clarification of
			 Inapplicability of 2005 Omnibus Authorization Provision</header><text display-inline="yes-display-inline">The District of Columbia Home Rule Act is
			 amended—</text>
				<paragraph id="H435E6DAE4A4B41AE8B11DC01DE2C91D3"><enum>(1)</enum><text>by redesignating
			 the section 424 added by section 202(a)(1) of the 2005 District of Columbia
			 Omnibus Authorization Act (<external-xref legal-doc="public-law" parsable-cite="pl/109/356">Public Law 109–356</external-xref>; 120 Stat. 2036) as section 424a;
			 and</text>
				</paragraph><paragraph id="HD36F01477897421EA349B0B0C5A6A2BB"><enum>(2)</enum><text>in section 424a,
			 as so redesignated, by adding at the end the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H2148FC076AF44B04B5D08903AFAE85D7" style="OLC">
						<subsection id="HE1D36F9DFFFF49C5A46D8D5942B7F057"><enum>(e)</enum><header>Inapplicability
				to Water and Sewer Authority</header><text display-inline="yes-display-inline">The authority of the Chief Financial
				Officer under this section does not apply to personnel of the District of
				Columbia Water and Sewer Authority established pursuant to the Water and Sewer
				Authority Establishment and Department of Public Works Reorganization Act of
				1996.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HE7B2B42B241B42C9AFF4985673C2CA02"><enum>(b)</enum><header>Effective
			 Date</header><text>The amendments made by subsection (a) shall take effect as
			 if included in the enactment of the 2005 District of Columbia Omnibus
			 Authorization Act.</text>
			</subsection></section><section id="H38E00C0A9D50444B87ABF13FD0BF10E8"><enum>3.</enum><header>Preserving
			 Existing Independence of District of Columbia Water and Sewer
			 Authority</header>
			<subsection id="H53D62CD53EE94166AAE699CDE975C3CC"><enum>(a)</enum><header>In
			 General</header><text display-inline="yes-display-inline">Part F of title IV of
			 the District of Columbia Home Rule Act (sec. 1–204.91 et seq., D.C. Official
			 Code) is amended—</text>
				<paragraph id="H28D7A9EF904D43D796F1C95CD9141723"><enum>(1)</enum><text>by amending the
			 heading of such part to read as follows: <quote><header-in-text level="part" style="traditional">Part F—Independent Agencies and
			 Authorities</header-in-text></quote>; and</text>
				</paragraph><paragraph id="H9DBCFFEEE67C46DC91548C7CF316B070"><enum>(2)</enum><text>by adding at the
			 end the following new section:</text>
					<quoted-block display-inline="no-display-inline" id="HD8B52DDF05E34CEF002B3BC34BF6FB51" style="traditional">
						<section id="H102A8D3512884C3BA6255EBF404925BB"><enum>496.</enum><header>Independent Financial Management, Personnel, and Procurement
		  Authority of District of Columbia Water and Sewer Authority</header><subsection commented="no" display-inline="yes-display-inline" id="H740E6802B40C4830B31BFB9D9913F33"><enum>(a)</enum><header>Financial Management,
				Personnel, and Procurement Authority</header><text display-inline="yes-display-inline">Notwithstanding any other provision of this
				Act or any District of Columbia law, the financial management, personnel, and
				procurement functions and responsibilities of the District of Columbia Water
				and Sewer Authority shall be established exclusively pursuant to rules and
				regulations adopted by its Board of Directors. Nothing in the previous sentence
				may be construed to affect the application to the District of Columbia Water
				and Sewer Authority of sections 445A, 451(d), 453(c), or 490(g).</text>
							</subsection><subsection id="H5712923D509047B79106928218EC64D4"><enum>(b)</enum><header>Consistency With
				Existing Authorizing Law</header><text display-inline="yes-display-inline">The
				rules and regulations adopted by the Board of Directors of the District of
				Columbia Water and Sewer Authority to establish the financial management,
				personnel, and procurement functions and responsibilities of the Authority
				shall be consistent with the Water and Sewer Authority Establishment and
				Department of Public Works Reorganization Act of 1996, as such Act is in effect
				as of the date of the enactment of this section.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H451E8DFD85F84008BD2012B82857871E"><enum>(b)</enum><header>Clerical
			 Amendments</header><paragraph commented="no" display-inline="yes-display-inline" id="H3E876BF477544419BFE3580A128CDC0"><enum>(1)</enum><text>The table of contents of
			 such Act is amended by amending the item relating to part F of title IV to read
			 as follows:</text>

			 further amended by adding at the end of the items relating to part F of title
