		<official-title>To prohibit the use of nonambulatory livestock for human
		  food and to require the Secretary of Agriculture to publish the names of
		  retailers and school districts that have purchased meat, poultry, or egg
		  products subject to voluntary recall.</official-title>

		<section id="HD1FD5D13E1FE4772B5576310D4152348" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Food
			 Safety Recall Information Act</quote>.</text>
		</section><section id="H3093F83323A747D0B16B96DB74CE33D3"><enum>2.</enum><header>Publication of
			 names of retailers and school districts that purchase meat, poultry, or egg
			 products subject to voluntary recall</header>
			<subsection id="HD911540276CA4EACBB00007DD1FFEA3D"><enum>(a)</enum><header>Meat
			 products</header><text display-inline="yes-display-inline">The Federal Meat
			 Inspection Act (<external-xref legal-doc="usc" parsable-cite="usc/21/601">21 U.S.C. 601 et seq.</external-xref>) is amended by—</text>
				<paragraph id="HA60BBFD9078943B19920B00E6B4BA84"><enum>(1)</enum><text>redesignating
			 section 411 as section 412; and</text>
				</paragraph><paragraph id="H5487286E559D49199DD2FA681904AA"><enum>(2)</enum><text>inserting after
			 section 410 the following new section:</text>

						<section id="H777ED1A4AFB748D68295459F339CCEDB"><enum>411.</enum><header>Publication of
				names of retailers and school districts that purchase meat products subject to
				voluntary recall</header>
							<subsection display-inline="no-display-inline" id="H7765785E047547338DDFA6D7683E1F4E"><enum>(a)</enum><header>Reporting to
				Secretary</header>
								<paragraph id="HC1ED5DA51C8B46928087D6CBC7471386"><enum>(1)</enum><header>In
				general</header><text>A person that voluntarily recalls a meat product shall,
				not later than 5 days after the date on which the voluntary recall begins,
				submit to the Secretary a list of all retail stores or public school districts
				that are known to have purchased a meat product subject to the voluntary
				recall.</text>
								</paragraph><paragraph id="H2D6BE17216C54252BCFA6D7EB3CA14CC"><enum>(2)</enum><header>Updated
				list</header><text>Not later than 5 days after the date on which a person
				required to submit a list under paragraph (1) learns of a retail store or
				public school district that has purchased a meat product subject to the
				voluntary recall referred to in such paragraph that has not been submitted to
				the Secretary under this subsection, such person shall submit the name of such
				retail store or public school district to the Secretary.</text>
								</paragraph></subsection><subsection id="H0085D1DB56A74CCCAF6987E82E068198"><enum>(b)</enum><header>Publication</header><text>Not
				later than 5 days after learning that a retail store or public school district
				has purchased a meat product subject to a voluntary recall, the Secretary shall
				publish in the Federal Register and otherwise make publicly available the name
				of such retail store or public school
				district.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H426F22A4FF9D4218BE87A9A8EAE5DCD9"><enum>(b)</enum><header>Poultry
			 products</header><text display-inline="yes-display-inline">The Poultry Products
			 Inspection Act (<external-xref legal-doc="usc" parsable-cite="usc/21/451">21 U.S.C. 451 et seq.</external-xref>) is amended by adding at the end the
			 following new section:</text>

					<section id="HE80872808DD941AD8C6D1E7521132011"><enum>31.</enum><header>Publication of
				names of retailers and school districts that purchase poultry products subject
				to voluntary recall</header>
						<subsection display-inline="no-display-inline" id="H115D28DFB3AB4F39B81237047DE07CDC"><enum>(a)</enum><header>Reporting to
				Secretary</header>
							<paragraph id="H1FC7F426CF1045BF9700701E1E407173"><enum>(1)</enum><header>In
				general</header><text>A person that voluntarily recalls a poultry product
				shall, not later than 5 days after the date on which the voluntary recall
				begins, submit to the Secretary a list of all retail stores or public school
				districts that are known to have purchased a poultry product subject to the
				voluntary recall.</text>
							</paragraph><paragraph id="HAFCB5742A0C84F69BE648B2926E72705"><enum>(2)</enum><header>Updated
				list</header><text>Not later than 5 days after the date on which a person
				required to submit a list under paragraph (1) learns of a retail store or
				public school district that has purchased a poultry product subject to the
				voluntary recall referred to in such paragraph that has not been submitted to
				the Secretary under this subsection, such person shall submit the name of such
				retail store or public school district to the Secretary.</text>
							</paragraph></subsection><subsection id="H9F3A87146971488CBDEC014EB9F0F1EA"><enum>(b)</enum><header>Publication</header><text>Not
				later than 5 days after learning that a retail store or public school district
				has purchased a poultry product subject to a voluntary recall, the Secretary
				shall publish in the Federal Register and otherwise make publicly available the
				name of such retail store or public school
				district.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HD97B88B1943C492B83E75FE31CE94D4F"><enum>(c)</enum><header>Egg
			 products</header><text>The Egg Products Inspection Act (<external-xref legal-doc="usc" parsable-cite="usc/21/1031">21 U.S.C. 1031 et seq.</external-xref>)
			 is amended by adding at the end the following new section:</text>

				names of retailers and school districts that purchase egg products subject to
				voluntary recall</header>
						<subsection display-inline="no-display-inline" id="H81F7511562834103BC1DA830BEE838B9"><enum>(a)</enum><header>Reporting to
				Secretary</header>
							<paragraph id="H8469D5677CDC47829644F048DC5793A6"><enum>(1)</enum><header>In
				general</header><text>A person that voluntarily recalls a egg product shall,
				not later than 5 days after the date on which the voluntary recall begins,
				submit to the Secretary a list of all retail stores or public school districts
				that are known to have purchased a egg product subject to the voluntary
				recall.</text>
							</paragraph><paragraph id="HF6377B58C6B940B3B28DD9BA08BE2D9"><enum>(2)</enum><header>Updated
				list</header><text>Not later than 5 days after the date on which a person

							</paragraph></subsection><subsection id="H98A16CCA3B58492BADFA3F38AD9981A"><enum>(b)</enum><header>Publication</header><text>Not
				later than 5 days after learning that a retail store or public school district
				has purchased a egg product subject to a voluntary recall, the Secretary shall
				publish in the Federal Register and otherwise make publicly available the name
				of such retail store or public school
				district.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="H3FD9784324B2440084AC9FDF110608E"><enum>3.</enum><header>Prohibition on use
			 of nonambulatory livestock for human food</header><text display-inline="no-display-inline">Section 1(m) of the Federal Meat Inspection
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/21/601">21 U.S.C. 601(m)</external-xref>) is amended—</text>
			<paragraph id="H262E34D3DF5E4872B4429D80F46406EE"><enum>(1)</enum><text>in paragraph (8),
			 by striking <quote>; or</quote> and inserting <quote>;</quote>;</text>
			</paragraph><paragraph id="H5F12B77254F0427600D874009F50B709"><enum>(2)</enum><text>in paragraph (9),
			 by striking <quote>substance.</quote> and inserting <quote>substance;
			 or</quote>; and</text>
			</paragraph><paragraph id="HCF8C6B0D4ED74D5E98D77DF7C3F5B250"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H3E0AB346206745958D4C5D743CE5FA8B" style="traditional">
					<paragraph id="H3C90DD2AEEDB426E94A345D9CE9F39CC"><enum>(10)</enum><text>if it is derived
				from an animal that, at the time of slaughter, is unable to stand and walk
				unassisted.</text>
