			 as the <quote><short-title>Veterans Education Improvement
			 Act of 2008</short-title></quote>.</text>

			 amount of basic educational assistance</header>
			<subsection id="HBB909E74816F4AB7B98E4D00C3DF96C5"><enum>(a)</enum><header>Increase</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/3015">Section 3015</external-xref> of title 38, United States
			 Code, is amended—</text>
				<paragraph id="HDCCD0045732D44D4AB00E69BD03EC482"><enum>(1)</enum><text>in subsection
			 (a)(1)—</text>
					<subparagraph id="H0BD9165F45414E1FA263CBF61E2482BE"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking
			 <quote>January 1, 2002, $800</quote> and inserting <quote>January 1, 2009,
			 $1,450</quote>;</text>
					</subparagraph><subparagraph id="HBBCB8EB4550F4956A4B611005E73EEA5"><enum>(B)</enum><text>by striking
			 subparagraphs (B) and (C); and</text>
					</subparagraph><subparagraph id="H68A6846AF55F4864BF84E5AC4826BF55"><enum>(C)</enum><text>by redesignating
			 subparagraph (D) as subparagraph (B); and</text>
					</subparagraph></paragraph><paragraph id="H8E01BB8947C94847906349859BD90014"><enum>(2)</enum><text>in subsection
			 (b)(1)—</text>
					<subparagraph id="HAE3B49019F244D999F058F034657A4F"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking
			 <quote>January 1, 2002, $650</quote> and inserting <quote>January 1, 2009,
			 $1,250</quote>;</text>

			 date</header><text display-inline="yes-display-inline">The amendments made by
			 subsection (a) shall apply with respect to a payment of educational assistance
			 for a month beginning after the date that is 90 days after the date of the
			 enactment of this Act.</text>
			</subsection></section><section id="HCB1646D3F0584B11854EFC859ED8CCC4"><enum>3.</enum><header>Extension of time
			 limitation for use of eligibility and entitlement to educational
			 assistance</header>
			<subsection id="H44FEAFB14831478985ACD003002D0000"><enum>(a)</enum><header>Extension of
			 time limitation</header><text display-inline="yes-display-inline">Section 3031
			 of title 38, United States Code, is amended by striking <quote>10-year
			 period</quote> each place it appears and inserting <quote>15-year
			 period</quote>.</text>
			</subsection><subsection id="HB3BBCAB70F5143708CF9A4E9FEA692F"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendment made by
			 subsection (a) shall apply with respect to an individual who is entitled to
			 educational assistance under chapter 30 of such title on the date that is 90
			 days after the date of the enactment of this Act or who becomes entitled to
			 educational assistance under such chapter after such date.</text>
			</subsection></section><section display-inline="no-display-inline" id="HC67A4AB203C04BF896FB811E344203AE" section-type="subsequent-section"><enum>4.</enum><header>Monthly stipend for
			 recipients of educational assistance allowance</header>
			<subsection id="H979ECC402E694EAE81876DC63D037914"><enum>(a)</enum><header>Entitlement to
			 monthly stipend</header><text>Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/30">chapter 30</external-xref> of title 38, United
			 States Code, is amended by adding at the end the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="H376377EF494B4B1EA49617956016CD17" style="USC">
					<section id="H2E934D1E47D144AAB870CC16D933001C"><enum>3020A.</enum><header>Educational
				stipend</header>
						<subsection id="H1F9A9B1CB73C4415BEE07F0018B341A5"><enum>(a)</enum><header>Entitlement</header><text display-inline="yes-display-inline">Each individual who is receiving
				educational assistance under this chapter and who is pursuing a program of
				education at an institution of higher learning (as such term is defined in
				section 3452(f) of this title) is entitled to an educational stipend under this
				section.</text>
						</subsection><subsection id="H5CA63B738C894F7BAE5DB8500041E93F"><enum>(b)</enum><header>Amount of
				stipend</header><text display-inline="yes-display-inline">An educational
				stipend under this section shall be paid to an individual who is entitled to
				such a stipend—</text>
							<paragraph id="H6AC81449FF4D4115911D0483719B88E7"><enum>(1)</enum><text>in the case of an
				individual pursuing an approved program of education on at least a half-time
				basis, at the monthly rate of $500; and</text>
							</paragraph><paragraph id="H967114445264465EBD7D3F15BEED7B89"><enum>(2)</enum><text display-inline="yes-display-inline">in the case of an individual pursuing an
				approved program of education on less than a half-time basis, at the monthly
				rate of
				$250.</text>
							</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H32D6DEC5DDC145198B56A17D93117276"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of such chapter
			 is amended by adding at the end of the items relating to subchapter II the
			 following new item:</text>

			 date</header><text><external-xref legal-doc="usc" parsable-cite="usc/38/3020A">Section 3020A</external-xref> of title 38, United States Code, as added by
			 subsection (a) shall take effect on the date that is two years after the date
			 of the enactment of this Act and shall apply with respect to months beginning
			 after that date.</text>
			</subsection></section><section id="HD6EE0B0737674E3EBFDF4DA5D86BC880"><enum>5.</enum><header>Extension of
			 period for collection of fee for basic educational assistance</header>
			<subsection id="H05931955906240139D531DA5E9F9257E"><enum>(a)</enum><header>Basic
			 educational assistance for service on active duty</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/3011">Section 3011(b)(1)</external-xref> of title 38, United
			 States Code, is amended—</text>
				<paragraph id="HCB490A0C538C43E998DA3F362BA5294D"><enum>(1)</enum><text>by striking
			 <quote>$100</quote> and inserting <quote>$50</quote>; and</text>
				</paragraph><paragraph id="HD930D095E9444C3AA3EA765C8288C1A0"><enum>(2)</enum><text>by striking
			 <quote>12</quote> and inserting <quote>24</quote>.</text>
				</paragraph></subsection><subsection id="HD4F3C94056AB4539A996D4D9BEFA9875"><enum>(b)</enum><header>Basic
			 educational assistance for service in the Selected
			 Reserve</header><text>Section 3012(c)(1) of such title is amended—</text>
				<paragraph id="H86A7C96910154F6090C7FC3E22C5D64"><enum>(1)</enum><text>by
			 striking <quote>$100</quote> and inserting <quote>$50</quote>; and</text>
				</paragraph><paragraph id="H50FB3E7DA6404B80AB9202A1C91001BA"><enum>(2)</enum><text>by striking
			 <quote>12</quote> and inserting <quote>24</quote>.</text>
				</paragraph></subsection><subsection id="H89A3494E0CDF4FC9BC8D8BFD854EE3D"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall take effect on the
			 date that is 90 days after the date of the enactment of this Act.</text>
			</subsection></section><section display-inline="no-display-inline" id="H6C88900D81E241E8B7645F0899EB7FBC" section-type="subsequent-section"><enum>6.</enum><header>Use of educational
			 assistance for business courses and seminars</header>
			<subsection id="HA2556BE514434CF9A0004424D5D2C5FD"><enum>(a)</enum><header>Basic
			 educational assistance</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/3452">Section 3452(b)</external-xref> of title 38, United States
			 Code, is amended by adding at the end the following new sentence: <quote>Such
			 term also includes business courses and seminars, if such courses or seminars
			 are related to the operation of a business. Such term also includes continuing
			 education courses, as designated by the Secretary.</quote>.</text>
			</subsection><subsection commented="no" id="H876F4515EEC74674A80094D119185EC7"><enum>(b)</enum><header>Survivors’ and
			 dependents’ educational assistance</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/3501">Section 3501(a)(5)</external-xref> of title 38, United
			 States Code, is amended by adding at the end the following new sentences:
			 <quote>Such term also includes business courses and seminars, if such courses
			 or seminars are related to the operation of a business. Such term also includes
			 continuing education courses, as designated by the Secretary.</quote>.</text>
			</subsection><subsection id="H64855B3AFCB8401796FACF794DBF69"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by subsections (a) and (b) shall take
			 effect on the date that is two years after the date of the enactment of this
			 Act.</text>
			</subsection></section><section display-inline="no-display-inline" id="H2B6F7A96851444A5A401637B34C186E" section-type="subsequent-section"><enum>7.</enum><header>Use of educational
			 assistance for courses taken to prepare for licensing or certification
			 tests</header>
			<subsection id="H32AC0701E5C044429E56EDA2E8C72BA"><enum>(a)</enum><header>Basic educational
			 assistance</header><text display-inline="yes-display-inline">Section 3452(b) of
			 title 38, United States Code, is amended by inserting after the fourth sentence
			 the following new sentence: <quote>Such term also includes preparatory courses
			 for licensing or certification tests described in the preceding sentence, as
			 designated by the Secretary.</quote>.</text>
			</subsection><subsection commented="no" id="H4ED201D56F494B4FBA5CF617FEB93027"><enum>(b)</enum><header>Survivors’ and
			 dependents’ educational assistance</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/3501">Section 3501(a)(5)</external-xref> of title 38, United
			 States Code, is amended by inserting after the second sentence the following
			 new sentence: <quote>Such term also includes preparatory courses for licensing
			 or certification tests described in the preceding sentence, as designated by
			 the Secretary.</quote>.</text>
			</subsection><subsection id="H195EE0B6ABC749B893C81E09D16F8C92"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by subsections (a) and (b) shall take
			 effect on the date that is two years after the date of the enactment of this
			 Act.</text>
			</subsection></section><section display-inline="no-display-inline" id="H4D53F285AE9646799BA30436594632C3" section-type="subsequent-section"><enum>8.</enum><header>Use of educational
			 assistance to repay Federal student loans</header>
			<subsection id="HA809FE28853948A1A3D297A9A682A3B7"><enum>(a)</enum><header>In
			 general</header><text>Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/30">chapter 30</external-xref> of title 38, United States
			 Code, as amended by section 4, is further amended by inserting after section
			 3020A the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="HC056BC8A841843B387541B70845E8DE7" style="USC">
					<section id="H252C7541169146179400CCDAE3F9CB8"><enum>3020B.</enum><header>Use of
				educational assistance benefits for the repayment of Federal student loans for
				certain courses of education</header>
						<subsection id="H8BB50D4EE3D44F669164E751C0FADC7C"><enum>(a)</enum><header>Use of
				benefits</header><text>Notwithstanding any other provision of this chapter, an
				individual who is serving on active duty and who is entitled to educational
				assistance under this subchapter may apply amounts of such educational
				assistance otherwise available to the individual to repay some or all of any
				Federal student loan balance owed by the individual for a course of
				education.</text>
						</subsection><subsection id="HEB1CAA20D2A846979E44F4F47036DEB2"><enum>(b)</enum><header>Limitation on
				payments</header><paragraph commented="no" display-inline="yes-display-inline" id="H805FE99482014A3184522638405D7F8C"><enum>(1)</enum><text>The amount of an
				individual’s entitlement to educational assistance that the individual may
				apply to the repayment of a student loan balance under subsection (a) may not
				exceed $6,000 in any 12-month period.</text>
							</paragraph><paragraph id="HEE135417FEB2476DAAD2D5004844CD15" indent="up1"><enum>(2)</enum><text>In no event shall payment of
				educational assistance under this section exceed the amount of the individual’s
				available entitlement under this chapter.</text>
							</paragraph></subsection><subsection id="H7277AFA596824CE7A100DDD1BE14D04D"><enum>(c)</enum><header>Amount of
				payments</header><text>The Secretary shall make monthly payments under this
				section in such amounts as the individual may elect for the repayment of a
				Federal student loan of such an individual.</text>
						</subsection><subsection id="H2B50C9FEADF64380836233F5B0D2F7C1"><enum>(d)</enum><header>Arrangements To
				make payments</header><text>The Secretary shall enter into such arrangements,
				and shall prescribe such regulations, as may be necessary to carry out this
				section.</text>
						</subsection><subsection id="H41EC700AA40343ADBDC0A24B46997E70"><enum>(e)</enum><header>Federal student
				loan defined</header><text>In this section, the term <quote>Federal student
				loan</quote> means any loan made under title IV of the Higher Education Act of
				1965 (20 U.S.C. 1070 et
				seq.).</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H8198A78E4DE647CEA855E6DF002B8B"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections of subchapter II of chapter 30 of
			 such title is amended by inserting after the item relating to section 3020 the
			 following new item:</text>

			</subsection><subsection id="H819AE92447934392B72672B3C201451B"><enum>(c)</enum><header>Effective
			 Date</header><text><external-xref legal-doc="usc" parsable-cite="usc/38/3020B">Section 3020B</external-xref> of title 38, United States Code, as added by
			 subsection (a) shall apply with respect to educational assistance paid for
			 months beginning after the date that is two years after the date of the
			 enactment of this Act.</text>
			</subsection></section><section display-inline="no-display-inline" id="HF7526F8AE43E433F8143B8350FDD4F6" section-type="subsequent-section"><enum>9.</enum><header>Opportunity to
			 withdraw election not to enroll in educational assistance program</header>
			<subsection id="H8E979BCB30DA4C33997F08B01BF48902"><enum>(a)</enum><header>Basic
			 educational assistance for active duty service</header>
				<paragraph id="H966595465EE24A7B9E193B00B1752436"><enum>(1)</enum><header>Opportunity to
			 withdraw</header><text>Subsection (c) of <external-xref legal-doc="usc" parsable-cite="usc/38/3011">section 3011</external-xref> of title 38, United
			 States Code, is amended by adding at the end the following new
			 paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H22EA5BEBCA264832A4CE00BD4E540027" style="USC">
						<paragraph display-inline="no-display-inline" id="HEE9814E4652B48C98DE5525864BF26E1" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">An individual who makes an election not to
				receive educational assistance under paragraph (1) may withdraw that election
				at any time and, after making such withdrawal, shall be entitled to educational
				assistance under this chapter in the same manner as if the individual had never
				made that election, if—</text>
							<subparagraph id="HC7C7913C64AF484CB4F6C71D7B8583D2"><enum>(A)</enum><text>at the time the individual makes such
				withdrawal, the individual is serving on active duty as a member of the Armed
				Forces; and</text>
							</subparagraph><subparagraph id="H325B965398204158B2D7178CCA5CB7E"><enum>(B)</enum><text display-inline="yes-display-inline">the basic pay of the individual is reduced
				by, or the individual otherwise pays to the Secretary, $1,200 by not later than
				90 days after the date on which the individual is discharged or released from
				active duty in the Armed
				Forces.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HF75D7222F4D84B54AED44DF7DFD41CA6"><enum>(2)</enum><header>Conforming
			 amendment</header><text>Paragraph (1) of such subsection is amended in the
			 third sentence by striking <quote>Any individual</quote> and inserting
			 <quote>Except as provided in paragraph (4), any individual</quote>.</text>
				</paragraph></subsection><subsection id="H322492B9673A45E59CA53B79FE214EDF"><enum>(b)</enum><header>Basic
			 educational assistance for service in the Selected Reserve</header>
				<paragraph id="H6914CC4FEC0F4B08B1F1D81C33444086"><enum>(1)</enum><header>Opportunity to
			 withdraw</header><text>Subsection (d) of <external-xref legal-doc="usc" parsable-cite="usc/38/3012">section 3012</external-xref> of title 38, United
			 States Code, is amended by adding at the end the following new
			 paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="HC63EA3ED92464D4581A8BC04E666E1EB" style="USC">
						<paragraph display-inline="no-display-inline" id="H26F6C51F717449628368CA41EE003D37" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">An individual who makes an election not to
				receive educational assistance under paragraph (1) may withdraw that election
				at any time and, after making such withdrawal, shall be entitled to educational
				assistance under this chapter in the same manner as if the individual had never
				made that election, if—</text>
							<subparagraph id="HF97A7D8CCE7640F4A734F2D6385D6BC9"><enum>(A)</enum><text>at the time the individual makes such
				withdrawal, the individual is serving on active duty as a member of the Armed
				Forces; and</text>
							</subparagraph><subparagraph id="HB59C47B2799042679E81BC5700A5F9DE"><enum>(B)</enum><text>the basic pay of the individual is
				reduced by, or the individual otherwise pays to the Secretary, $1,200 by not
				later than 90 days after the date on which the individual is discharged or
				released from active duty in the Armed
				Forces.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H8412FD46CA7F49C0849099105B6015F1"><enum>(2)</enum><header>Conforming
			 amendment</header><text>Paragraph (1) of such subsection is amended in the
			 third sentence by striking <quote>Any individual</quote> and inserting
			 <quote>Except as provided in paragraph (4), any individual</quote>.</text>
				</paragraph></subsection><subsection id="H561F075195E149D39592F3710449416D"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by subsections (a) and (b) shall take
			 effect on the date that is 90 days after the date of the enactment of this Act
			 and shall apply with respect to an individual who is serving on active duty as
			 a member of the Armed Forces on or after that date.</text>
			</subsection></section><section id="H5AC39BC205F1446EA9B2001725E1F8B" section-type="subsequent-section"><enum>10.</enum><header>Montgomery GI Bill
			 benefits not to reduce financial aid</header>
			<subsection id="HC932D05BEAE24A8FA8D8A9D17580856"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 480(j) of the
			 Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087vv">20 U.S.C. 1087vv(j)</external-xref>) Act is amended—</text>
				<paragraph id="HEE8B2ADAFDE84DB8A1A035F9BE1D9BD1"><enum>(1)</enum><text>in paragraph (1),
			 by striking <quote>including veterans’ education benefits as defined in
			 subsection (c),</quote> and inserting <quote>including, subject to paragraph
			 (4), veterans’ education benefits as defined in subsection (c),</quote>;
			 and</text>
				</paragraph><paragraph id="HC336B62AC9024E1486D48B73C37BACC6"><enum>(2)</enum><text>by adding at the end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H36EFE7EF62704B62BCC3F011464797DA" style="OLC">
						<paragraph id="H7F2768E47A6B4593A1084B6E943C41B6" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">Notwithstanding paragraph (1), estimated
				financial assistance not received under this title shall not include any
				veterans’ benefits paid under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/30">chapter 30</external-xref> of title 38, United States
				Code.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HA3AA5634C4D649238B462758B0219223"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 subsection (a) shall take effect on the date that is 90 days after the date of
			 the enactment of this Act.</text>
			</subsection></section><section id="H6B15B76EDFE040DE8E1E70107500D1C3" section-type="subsequent-section"><enum>11.</enum><header>Extension of increase
			 in benefit for certain individuals pursuing apprenticeships or on-job
			 training</header>
			<subsection id="H600EB16B50514B6800E7EB736586EAFD"><enum>(a)</enum><header>Survivors and
			 dependents</header><text display-inline="yes-display-inline">Subsection (c) of
			 such section is amended by striking <quote>January 1, 2008</quote> and
			 inserting <quote>January 1, 2014</quote>.</text>
			</subsection><subsection id="HDBF3A944FCEB4FAE811BFC83435180DE"><enum>(b)</enum><header>Members of the
			 Selected Reserve</header><text display-inline="yes-display-inline">Section
			 103(d) of the Veterans Earn and Learn Act of 2004 (<external-xref legal-doc="public-law" parsable-cite="pl/108/454">Public Law 108–454</external-xref>; 38
			 U.S.C. 3032 note) is amended by striking <quote>January 1, 2008</quote> and
			 inserting <quote>January 1, 2014</quote>.</text>
			</subsection><subsection id="HAB586C47B4164D7CA69EE56DABC2FC"><enum>(c)</enum><header>Certain other
			 individuals</header><text display-inline="yes-display-inline">Section 103(a) of
			 the Veterans Earn and Learn Act of 2004 (<external-xref legal-doc="public-law" parsable-cite="pl/108/454">Public Law 108–454</external-xref>; 38 U.S.C. 3032
			 note) is amended by striking <quote>January 1, 2008</quote> and inserting
			 <quote>January 1, 2014</quote>.</text>
			</subsection><subsection id="H79200D048F434A4A8BE0C80058987977"><enum>(d)</enum><header>Effective
			 date</header><text>The amendments made by this section shall take effect on the
			 date that is 90 days after the date of the enactment of this Act.</text>
			</subsection></section><section id="HF3FFA4F329AD47019E7DD3AE9BC6D172"><enum>12.</enum><header>Modification of
			 amount available for reimbursement of State and local agencies administering
			 veterans education benefits</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/3674">Section 3674(a)(4)</external-xref> of title 38, United
			 States Code, is amended by striking <quote>$13,000,000</quote> and all that
			 follows through <quote>fiscal year 2007,</quote>.</text>
		</section><section id="HBA86CEC2AEE343208EC14F00551FDA29"><enum>13.</enum><header>Provision of
			 basic educational assistance benefits for veterans discharged from active duty
			 with general discharge</header>
			<subsection id="H32EFE033C41E441992B177A7C9A9BED"><enum>(a)</enum><header>Active duty
			 service</header><text display-inline="yes-display-inline">Section 3011(a)(3)(B)
			 of title 38, United States Code, is amended by inserting <quote>or a general
			 discharge (under honorable conditions)</quote> before the period at the
			 end.</text>
			</subsection><subsection id="H8BE2BC0121DE4DD3B43243340285B7B9"><enum>(b)</enum><header>Service in
			 Selected Reserve</header><text display-inline="yes-display-inline">Section
			 3012(a)(3)(A) of such title is amended by inserting <quote>or a general
			 discharge (under honorable conditions)</quote> before the semicolon.</text>
			</subsection><subsection id="H39C93DB134DC47A9BE37AF8616BA0370"><enum>(c)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 subsections (a) and (b) shall apply with respect to an individual who is
			 discharged from service in the Armed Forces after the date that is 90 days
			 after the date of the enactment of this Act.</text>
			</subsection></section><section id="H71C76F602D43498FAF574123EEB6BFB9"><enum>14.</enum><header>Increase in
			 amount of reporting fee payable to educational institutions that enroll
			 veterans receiving educational assistance</header>
			<subsection id="H2F8500FF27FF4726B0DB5768A37D9938"><enum>(a)</enum><header>Increase in
			 amount of fee</header><text display-inline="yes-display-inline">Subsection (c)
			 of <external-xref legal-doc="usc" parsable-cite="usc/38/3684">section 3684</external-xref> of title 38, United States Code, is amended—</text>
				<paragraph id="H97F79333FFA5473FB1E396CF0621EA3E"><enum>(1)</enum><text>by striking
			 <quote>$7</quote> and inserting <quote>$21</quote>; and</text>
				</paragraph><paragraph id="H7100120FF904449FA741DD1C6DD0BFB4"><enum>(2)</enum><text>by striking
			 <quote>$11</quote> and inserting <quote>$21</quote>.</text>
				</paragraph></subsection><subsection id="HDDF0E13E08D841C3BB46E0A49FEFDD41"><enum>(b)</enum><header>Technical
			 correction</header><text>Subsection (a) of such section is amended by striking
			 the second comma after <quote>34</quote>.</text>
			</subsection><subsection id="H2DF256A25C4247CD9367DEF070458931"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by subsections (a) and (b) shall take
			 effect on the date that is 90 days after the date of the enactment of this
			 Act.</text>
			</subsection></section><section id="HB2BA709687EB4EC6B6ECD396C6301510" section-type="subsequent-section"><enum>15.</enum><header>Provision of
			 additional areas of work-study for veterans</header>
			<subsection id="H643B1D1327114107BBA5B5784304DD7"><enum>(a)</enum><header>In
			 general</header><text>Subsection (a)(4) of <external-xref legal-doc="usc" parsable-cite="usc/38/3485">section 3485</external-xref> of title 38, United
			 States Code, is amended by adding at the end the following new
			 subparagraph:</text>
				<quoted-block id="H6E8C5F64B0EA4535BDACCF858E581000" style="USC">
					<subparagraph id="H020B6DBD39A54D3880C9BDC9E6A95223" indent="up1"><enum>(G)</enum><text>The provision of placement services
				described in section 3104(a)(5) of this title at an educational institution
				carried out under the supervision of a Department
				employee.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HFCEAB5A913664463A2351591A6B104BE"><enum>(b)</enum><header>Work study for
			 students enrolled on half-time basis</header><text>Subsection (b) of such
			 section is amended—</text>
				<paragraph id="H26264EB13E0B4DA78FEEF8A79047A5D7"><enum>(1)</enum><text>in the first
			 sentence, by striking <quote>three-quarters</quote> and inserting
			 <quote>half</quote>; and</text>
				</paragraph><paragraph id="HD2FB97C8A0E4445CAE0400AA19D5D716"><enum>(2)</enum><text>in the third
			 sentence, by striking <quote>three-quarter-time</quote> and inserting
			 <quote>half-time</quote>.</text>
				</paragraph></subsection><subsection id="H28B575F46A694BAB85427EADA22906C2"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply with respect
			 to agreements entered into under <external-xref legal-doc="usc" parsable-cite="usc/38/3485">section 3485</external-xref> of title 38, United States Code,
			 after the date that is 90 days after the date of the enactment of this
			 Act.</text>
			</subsection></section><section commented="no" id="H79D6BB609010499FA8DD067DF0C9E219"><enum>16.</enum><header>5-year pilot
			 program for on-campus work-study positions</header>
			<subsection commented="no" id="HEFDE88D949E5460E95187C59AC72D91"><enum>(a)</enum><header>Establishment of
			 pilot program</header><text display-inline="yes-display-inline">The Secretary
			 of Veterans Affairs shall conduct a five-year pilot project to test the
			 feasibility and advisability of expanding the scope of qualifying work-study
			 activities under subsection (a)(4) of <external-xref legal-doc="usc" parsable-cite="usc/38/3485">section 3485</external-xref> of title 38, United States
			 Code, including work-study positions available on site at educational
			 institutions.</text>
			</subsection><subsection commented="no" id="HC22FD4A4DECA4CAFA6374D3871B8DEC9"><enum>(b)</enum><header>Type of
			 work-study positions</header><text>The work-study positions referred to in
			 subsection (a) may include positions in academic departments (including
			 positions as tutors or research, teaching, and lab assistants) and in student
			 services (including positions in career centers and financial aid, campus
			 orientation, cashiers, admissions, records, and registration offices).</text>
			</subsection><subsection commented="no" id="HDD1F8B6B77594E39AD6E781B04E0244E"><enum>(c)</enum><header>Regulations</header><text display-inline="yes-display-inline">The Secretary shall prescribe regulations
			 to carry out the pilot project under this section, including regulations
			 providing for the supervision of work-study positions referred to in subsection
			 (a) by appropriate personnel.</text>
			</subsection><subsection commented="no" id="HECD97723EA9145B78BE5CB2CBCC098DD"><enum>(d)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to the
			 Secretary $10,000,000 for each of fiscal years 2009 through 2012 to carry out
			 the pilot project under this section.</text>
			</subsection></section><section id="HEF44C3719B01416881ABF7780092A8DC"><enum>17.</enum><header>Increase in
			 employees for Education Service</header><text display-inline="no-display-inline">The Secretary of Veterans Affairs shall
			 increase the number of full-time employees of the Education Service of the
			 Department of Veterans Affairs by 150 additional such employees.</text>
		</section><section id="H4461F124405B4ECA80CCAC60C4CAA000"><enum>18.</enum><header>Upgrade of
			 certain information technology</header>
			<subsection id="HEC2AAF173B9A45FBAE6F76F33939E4F5"><enum>(a)</enum><header>Action plan
			 required</header><text display-inline="yes-display-inline">The General
			 Information Officer of the Department of Veterans Affairs, in coordination with
			 the Director of Education, shall submit to the Committees on Veterans’ Affairs
			 of the Senate and House of Representatives and action plan describing how the
			 General Information Officer and Director of Education intend to upgrade the
			 information technology system of the Department of Veteran Affairs that is used
			 in connection with the administration of educational benefits under laws
			 administered by the Secretary of Veterans Affairs. The General Information
			 Officer and Director of Education shall update the committees at least annually
			 on any progress made in upgrading such system.</text>
			</subsection><subsection id="H9CEE8DDAEE4349F6BA70F79B7D0306DF"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to upgrade
			 the information technology system of the Department of Veteran Affairs that is
			 used in connection with the administration of educational benefits under laws
			 administered by the Secretary of Veterans Affairs—</text>
				<paragraph id="H31FC27166EF344A4A28E08AD81FAEE6"><enum>(1)</enum><text>$8,000,000 for
			 fiscal year 2009; and</text>
				</paragraph><paragraph id="H4258A982B3AE4724B6617D32AA2297B0"><enum>(2)</enum><text>$3,000,000 for
			 each of fiscal years 2010, 2011, and 2012.</text>
				</paragraph></subsection></section><section id="H9EDDBCFCA60B4236B8ED34E19EE4EE84"><enum>19.</enum><header>Modification of
			 advance payment of initial educational assistance or subsistence
			 allowance</header>
			<subsection id="HEAF27AE09DB04237905EA2AB3B999ED9"><enum>(a)</enum><header>Modification</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/38/3680">Section 3680(d)(2)</external-xref> of title 38, United
			 States Code, is amended by inserting after the third sentence the following new
			 sentence: <quote>For purposes of the entitlement to educational assistance of
			 the veteran or person receiving an advance payment under this subsection, the
			 advance payment shall be charged against the final month of the entitlement of
			 the person or veteran and, if necessary, the penultimate such month. In no
			 event may any veteran or person receive more than one advance payment under
			 this subsection during any academic year.</quote>.</text>
			</subsection><subsection id="H8F522606598447F3BE7511BEBA2DEA21"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendment made by
			 subsection (a) shall apply with respect to an advance payment of educational
			 assistance made after the date that is 90 days after the date of the enactment
			 of this Act.</text>
