		<official-title>To amend the Internal Revenue Code of 1986 to expand the
		  availability of the Internal Revenue Service’s Taxpayer Assistance
		  Centers.</official-title>

		<section id="H1440B302C3EF41FDB8FF2C195B604FA3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Expanding Tax Assistance Act of
			 2008</short-title></quote>.</text>
		</section><section id="H517E22E5ACFC4D7996E71234C75CB387"><enum>2.</enum><header>Expanded
			 availability of taxpayer assistance centers</header>
			<subsection id="H829DCBB7746146E3A28229C3CD885100"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 77 of the
			 Internal Revenue Code of 1986 (relating to miscellaneous provisions) is amended
			 by adding at the end the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="H7F0A83689BD1473F8C33B8DD6EA1DA73" style="OLC">
					<section id="HB9B6DBCACC474F7497C4B48B546D2B80"><enum>7529.</enum><header>Taxpayer
				assistance centers</header>
						<subsection id="H9CCE45DB4F484C45A9C3B6D85FCB00C"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary shall,
				subject to the availability of appropriated funds, take steps to ensure the
				expanded availability of Taxpayer Assistance Centers with the goal of providing
				at least 1 Taxpayer Assistance Center in each district represented by a Member
				of the House of Representatives.</text>
						</subsection><subsection id="HF59D990660E44AA59CF6AD27064E96B5"><enum>(b)</enum><header>Use of
				volunteers and private contractors</header><text>To carry out the expansion
				required by subsection (a), the Secretary may use the services of—</text>
							<paragraph id="H008138A864B14698AC7B3E27AF1438EF"><enum>(1)</enum><text>volunteers,</text>
							</paragraph><paragraph id="H206B869050D743299D16D9AD994BA4C6"><enum>(2)</enum><text>organizations
				described in section 501(c) and exempt from tax under section 501(a),
				and</text>
							</paragraph><paragraph id="HD25A2ED53C0A471583EEE6D2003CB244"><enum>(3)</enum><text>persons engaged in
				the trade or business of providing the type of assistance otherwise provided by
				employees of the Internal Revenue Service at Taxpayer Assistance
				Centers.</text>
							</paragraph></subsection><subsection id="HF1C80E29D5E0491E98CAD86C25A3BE7C"><enum>(c)</enum><header>Fees</header>
							<paragraph id="HCECB579B7A654ED7BF0081C689578F8D"><enum>(1)</enum><header>In
				general</header><text>Not more than a nominal fee shall be charged for services
				provided at Taxpayer Assistance Centers.</text>
							</paragraph><paragraph id="H8AD2F9F0D7BE43989344E8D223F03C6F"><enum>(2)</enum><header>Free services
				for certain individuals</header><text>No fee shall be charged for services
				provided at Taxpayer Assistance Centers for any individual whose income does
				not exceed 250 percent of the poverty level, as determined in accordance with
				criteria established by the Director of the Office of Management and
				Budget.</text>
							</paragraph><paragraph id="H54BFF5DE494442FB8BDDFBEF18EF62E"><enum>(3)</enum><header>Exception for
				actual costs</header><text>Paragraphs (1) and (2) shall not apply to
				reimbursement of actual costs incurred.</text>
							</paragraph></subsection><subsection id="H03A3602A9B52407DA7C9F6026742BEAB"><enum>(d)</enum><header>Grants</header><text display-inline="yes-display-inline">The Secretary may, subject to the
				availability of appropriated funds, make grants and enter into contracts to
				secure the assistance of persons described in paragraph (2) and (3) of
				subsection (b) at Taxpayer Assistance
				Centers.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HED36E95269B344408754BBF00289E3F4"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections for chapter 77 of such Code is
			 amended by adding at the end the following new item:</text>
				<toc regeneration="no-regeneration">
					<toc-entry level="section"><quote>Sec. 7529. Taxpayer assistance
				centers.</quote>.</toc-entry>
				</toc>
			</subsection><subsection display-inline="no-display-inline" id="HE7186B3DB5B84289BEC1229E3F899CC9"><enum>(c)</enum><header>Maintenance of
			 existing centers</header><text display-inline="yes-display-inline">Nothing in
			 this Act shall be construed to permit the closure of any Taxpayer Assistance
			 Center operating on the date of the enactment of this Act until each district
			 represented by a Member of the House of Representatives that is served by such
			 Center is served by a Taxpayer Assistance Center located in such
			 district.</text>
