<legis-type>A BILL</legis-type> 
<official-title>To amend the Internal Revenue Code of 1986 with respect to the eligibility of veterans for mortgage bond financing, and for other purposes.</official-title>

<section id="HC2C6918126DD4296A7D83E8073857312" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Home Ownership for America’s Veterans Act of 2007</short-title></quote>.</text></section> 
<section section-type="subsequent-section" id="H1B3485E9ED2C4500BF7908338F51CBAB" display-inline="no-display-inline"><enum>2.</enum><header>All veterans eligible for State home loan programs funded by qualified veterans’ mortgage bonds</header> 
<subsection id="H5363D15E8BAD4C78B8CA00E3DF7491E5"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/143">Section 143(l)(4)</external-xref> of the Internal Revenue Code of 1986 (defining qualified veteran) is amended—</text> 
<paragraph id="HA3A1F55E36CF4C7EB4AE2644A7BEAF70"><enum>(1)</enum><text>by striking <quote>at some time before January 1, 1977</quote> in subparagraph (A), and</text></paragraph> 
<paragraph id="HAF4372EF7946492DA8665353356C8E7D"><enum>(2)</enum><text>by striking subparagraph (B) and inserting the following:</text> 
<quoted-block id="H8B89DE38BE2F4308AF65AF56536726E4"> 
<subparagraph id="HCE57667E8B884F9FBF83BA847F6BE20"><enum>(B)</enum><text>who applied for the financing before the date 25 years after the last on which such veteran left active service.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H36D0DDD0FEC4473C0097FAE363439CE2"><enum>(b)</enum><header>Effective date</header><text>The amendments made by this section shall apply to financing provided and mortgage credit certificates issued after June 30, 2007.</text></subsection></section> 
<section id="HEF68118C4C8849F68D8392231F7C9C98"><enum>3.</enum><header>Inflation adjustment of State veterans limit</header> 
<subsection id="H1488033AC1DC4C84941F416F3FCA4600"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 143(l)(3) of such Code (relating to volume limitation) is amended by adding at the end the following new subparagraph:</text>

<subparagraph id="H4F3502542EA84B6EA37EC6699B61A615"><enum>(D)</enum><header>Limitation adjustment based on inflation</header> 
<clause id="H367D91FDFBBD45FC9983E623F76C1486"><enum>(i)</enum><header>In general</header><text>In the case of calendar years after 2010, the limit determined under subparagraph (B) for a State shall be adjusted for any such calendar year by multiplying such limit by the inflation adjustment factor for the calendar year.</text></clause> 
<clause id="HA93AEE7DE15E439D8F356CC4E87B5636"><enum>(ii)</enum><header>Computation of inflation adjustment factor</header> 
<subclause id="HA60692077E9C43BD80D67CCF6678907B"><enum>(I)</enum><header>In general</header><text>The Secretary shall, not later than each October 1, determine and publish in the Federal Register the inflation adjustment factor for the succeeding calendar year in accordance with this paragraph. </text></subclause> 
<subclause id="H67F6F06FF84B49FB85B1757550BCD14C"><enum>(II)</enum><header>Inflation adjustment factor</header><text display-inline="yes-display-inline">The term <term>inflation adjustment factor</term> means, with respect to a calendar year, a fraction the numerator of which is the CMHPI for the second quarter of the calendar year preceding the calendar year for which the adjustment is being made and the denominator of which is the CMHPI for the second quarter of calendar year 2009.</text></subclause> 
<subclause id="H7C285DB8DF6A4FFF898DF382469E0816"><enum>(III)</enum><header>CMHPI</header><text display-inline="yes-display-inline">The term <term>CMHPI</term> means the Conventional Mortgage Home Price Index compiled by Freddie Mac. The CMHPI for any quarter shall be the CMHPI first published for such quarter.</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H5236D0DD825E4963A3C07DB6E17F579"><enum>(b)</enum><header>Effective date</header><text>The amendments made by this section shall apply to bonds issued after the date of the enactment of this Act.</text></subsection></section>
