		<section id="HEF4FBB54541D44F5926DEE5200C22D5C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Section 8 Reform, Responsibility, and
			 Accountability Act of 2007</short-title></quote>.</text>
		</section><section id="H581343E93DF1461BA3F5B66184A45E50"><enum>2.</enum><header>Prohibition of
			 section 8 rental assistance for felons and illegal aliens</header>
			<subsection id="H3553C60BFAA947A998F534F75CC3F96"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 8 of the
			 United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f</external-xref>) is amended by inserting
			 after subsection (i) the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HCDF36BE983A24AD984F2A8D44165D7F" style="OLC">
					<subsection id="HCCF6DFCC04754142A201B1D95E66E63"><enum>(j)</enum><header>Prohibition of
				assistance for felons</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
				assistance under this section (including tenant- and project-based assistance)
				may not be provided for any family that includes an individual who—</text>
						<paragraph id="H383760CEDFF2445396560016617FCE4F"><enum>(1)</enum><text>at any time, has
				been convicted of a felony under any State or Federal law; or</text>
						</paragraph><paragraph id="HA773DA1299D94F74B35E20540077979E"><enum>(2)</enum><text>is unlawfully
				present in the United
				States.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HE48817A90DFD4A57B63B5F9988E04176"><enum>(b)</enum><header>Applicability</header><text>The
			 amendment made by subsection (a) shall apply beginning upon the expiration of
			 the 24-month period that begins on the date of the enactment of this
			 Act.</text>
			</subsection></section><section id="H1AEF7EC79FC04CF9BE2585DA2F8334A"><enum>3.</enum><header>5-year time
			 limitation on section 8 rental assistance</header><text display-inline="no-display-inline">Section 16 of the United States Housing Act
			 of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437n">42 U.S.C. 1437n</external-xref>) is amended by adding at the end the following new
			 subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H467B397CCD2E43DD006E6BAACEA4008B" style="OLC">
				<subsection id="H1E0BE7F2374E4C278C10BEEB3770ADFE"><enum>(g)</enum><header>5-year time
				limitation on section 8 assistance</header>
					<paragraph id="HA0C632FD86F14D688934BEA11D99E304"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Except as otherwise
				provided in this subsection and notwithstanding any other provision of this
				Act, assistance under section 8 may not be provided on behalf of any family
				that includes a member who has previously been provided such assistance for 60
				months (whether or not consecutive) or longer.</text>
					</paragraph><paragraph id="HFBFD043A65834FBAA91D32FCBA24E57B"><enum>(2)</enum><header>Exception for
				elderly and disabled families</header><text display-inline="yes-display-inline">In determining the number of months for
				which an individual has been provided assistance under section 8, for purposes
				of paragraph (1), a public housing agency shall disregard any month during
				which such individual was a member of a disabled or elderly family so
				assisted.</text>
					</paragraph><paragraph id="H9AFAB22B7974406F9627A37B42EAA15F"><enum>(3)</enum><header>Applicability</header>
						<subparagraph id="H43C30930BC5C4C61B5DEAADCB732EF5"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">This subsection shall
				apply beginning upon the expiration of the 24-month period that begins on the
				date of the enactment of the <short-title>Section 8
				Reform, Responsibility, and Accountability Act of 2007</short-title>.</text>
						</subparagraph><subparagraph id="H347D0034C44C41D59B077664F4A09567"><enum>(B)</enum><header>Treatment of
				assistance before effective date of limitation</header><text display-inline="yes-display-inline">Except as provided in subparagraph (C), any
				months that commenced before the expiration of such period shall be considered
				for purposes of determining, pursuant to paragraph (1), the number of months
				for which an individual has been provided assistance under section 8.</text>
						</subparagraph><subparagraph id="H64C7BC5DF5C94D468696C1995853ED32"><enum>(C)</enum><header>Two-year safe
				harbor after effective date</header><text display-inline="yes-display-inline">For purposes of paragraph (1), the maximum
				number of months that commenced before the expiration of such 24-month period
				that any individual may be considered to have been provided assistance under
				section 8, shall be
				36.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H79192B9F338F4DDD9F001D002C343DBB"><enum>4.</enum><header>Work requirements
			 for section 8 rental assistance</header><text display-inline="no-display-inline">Section 16 of the United States Housing Act
			 of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437n">42 U.S.C. 1437n</external-xref>), as amended by the preceding provisions of this Act,
			 is further amendment by adding at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="HF269F777D1174E709022BC5D7F1E23C4" style="OLC">
				<subsection id="H5EB2073452564966814E8BE2685BBE9C"><enum>(h)</enum><header>Work requirement
				for assisted families receiving section 8 assistance</header>
					<paragraph id="H0AC5EB2A3C44470A9BBAA0B84768BF1F"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Except as provided in
				this subsection and notwithstanding any other provision of this Act, assistance
				under section 8 may not be provided on behalf of any family, unless each member
				of the family who is 18 years of age or older performs not fewer than 20 hours
				of work activities (as such term is defined in section 407(d) of the Social
				Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/607">42 U.S.C. 607(d)</external-xref>)) per week.</text>
					</paragraph><paragraph id="H1C32CB07FC0048C796659F03D5A453AA"><enum>(2)</enum><header>Exemptions</header><text display-inline="yes-display-inline">The Secretary of Housing and Urban
				Development shall provide an exemption from the applicability of paragraph (1)
				for any individual family member who—</text>
						<subparagraph display-inline="no-display-inline" id="H254FB81DC1794813ABEBC552EE48B2"><enum>(A)</enum><text>is 62 years of age
				or older;</text>
						</subparagraph><subparagraph id="H7130E8E9595E464ABBA6A3EB03A5F9B0"><enum>(B)</enum><text>is a blind or
				disabled individual, as defined under section 216(i)(1) or 1614 of the Social
				Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/416">42 U.S.C. 416(i)(1)</external-xref>; 1382c), and who is unable to comply with
				this section, or is a primary caretaker of such individual;</text>
						</subparagraph><subparagraph id="H11FB76D3A09F43F9BE16CEABBC795045"><enum>(C)</enum><text>meets the
				requirements for being exempted from having to engage in a work activity under
				the State program funded under part A of title IV of the Social Security Act
				(<external-xref legal-doc="usc" parsable-cite="usc/42/601">42 U.S.C. 601 et seq.</external-xref>) or under any other welfare program of the State in
				which the public housing agency administering rental assistance described in
				paragraph (1) is located, including a State-administered welfare-to-work
				program;</text>
						</subparagraph><subparagraph id="H4D08C740D65449ED8CEA560774F4A8A1"><enum>(D)</enum><text>is in a family
				receiving assistance under a State program funded under part A of title IV of
				the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/601">42 U.S.C. 601 et seq.</external-xref>) or under any other welfare
				program of the State in which the public housing agency administering such
				rental assistance is located, including a State-administered welfare-to-work
				program, and has not been found by the State or other administering entity to
				be in noncompliance with such program; or</text>
						</subparagraph><subparagraph id="H4EF88C304BA1402D9955782BC40084A9"><enum>(E)</enum><text display-inline="yes-display-inline">is a single custodial parent caring for a
				child who has not attained 6 years of age, and the individual proves that the
				individual has a demonstrated inability (as determined by the State) to obtain
				needed child care, for one or more of the following reasons:</text>
							<clause id="H426932B0A5DA48758D478D03A500DFB3"><enum>(i)</enum><text>Unavailability of
				appropriate child care within a reasonable distance from the individual's home
				or work site.</text>
							</clause><clause id="H297EC7BAEEFF4596B6C40063546C29CA"><enum>(ii)</enum><text>Unavailability or
				unsuitability of informal child care by a relative or under other
				arrangements.</text>
							</clause><clause id="H51F5002E0BEA438495F1E1C451225B2F"><enum>(iii)</enum><text>Unavailability
				of appropriate and affordable formal child care arrangements.</text>
							</clause></subparagraph></paragraph><paragraph id="HC02830CA84E64D8997E88B06AD75362E"><enum>(3)</enum><header>Administration</header><text display-inline="yes-display-inline">A public housing agency providing rental
				assistance described in paragraph (1) may administer the work activities
				requirement under this subsection directly, through a resident organization, or
				through a contractor having experience in administering work activities
				programs within the service area of the public housing agency. The Secretary
				may establish qualifications for such organizations and contractors.</text>
					</paragraph><paragraph id="HBCEE7570D77B41DEB0349325C37B2058"><enum>(4)</enum><header>Participation of
				nonprofit employment and work development organizations</header><text display-inline="yes-display-inline">In administering this subsection, each
				public housing agency shall provide for the active participation of nonprofit
				employment assistance and training organizations and nonprofit work development
				organizations in assisting families receiving rental assistance under section
				8, in accordance with such requirements as the Secretary shall
				establish.</text>
					</paragraph><paragraph id="H40748F8E32634FF694DAED1383D2649"><enum>(5)</enum><header>Applicability</header><text>This
				subsection shall apply beginning upon the expiration of the 24-month period
				that begins on the date of the enactment of the
				<short-title>Section 8 Reform, Responsibility, and
				Accountability Act of
				2007</short-title>.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HCC42EA53E2AE4066B04BD67B8A67B00"><enum>5.</enum><header>Preference for
			 providing section 8 rental assistance to veterans</header>
			<subsection id="HFBED14C8F527453986FE21F9875441DF"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 8 of the
			 United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f</external-xref>) is amended—</text>
				<paragraph id="HA3B60AAF0C4E408BBA94FE3826D3EAA2"><enum>(1)</enum><text>in subsection
			 (d)(1)(A)—</text>
					<subparagraph id="H7D4BAAB27EA040459E2218816BDDD3BC"><enum>(A)</enum><text>by inserting after
			 ‘‘except that’’ the following: ‘‘each public housing agency shall give
			 preference to families that include a member who is a veteran as such term is
			 defined in <external-xref legal-doc="usc" parsable-cite="usc/38/101">section 101</external-xref> of title 38, United States Code) who will reside in the
			 dwelling unit assisted, and except that’’; and</text>
					</subparagraph><subparagraph id="HD5455324DB544010A30008E8D040DBD7"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting after <quote>local
			 preferences,</quote> the following: ‘‘which shall be subordinate to the
			 preference for veterans and shall be’’; and</text>
					</subparagraph></paragraph><paragraph id="H371BD9F9F52D4C958721061746B2A95B"><enum>(2)</enum><text>in subsection
			 (o)—</text>
					<subparagraph id="HD3C3F62823874F21B642D5365FCCAE1"><enum>(A)</enum><text>in paragraph
			 (6)(A)—</text>
						<clause id="HFFC5AA0B98CA452F9807F5C0078D4D8"><enum>(i)</enum><text>in
			 clause (ii)—</text>
							<subclause id="H4260C4677446455EAA012FDEF11FB85"><enum>(I)</enum><text>by
			 striking ‘‘this subparagraph’’ and inserting ‘‘clause (ii)’’; and</text>
							</subclause><subclause id="HFBACCCF138A54130B2DF587932DD314"><enum>(II)</enum><text>by inserting
			 before the period at the end the following: ‘‘, and shall be subordinate to the
			 preference established under clause (i)’’;</text>
							</subclause></clause><clause id="HDE6C3B6BBE10450DBE76C96CDC50A0EC"><enum>(ii)</enum><text>by
			 redesignating clauses (i) and (ii) (as so amended) as clauses (ii) and (iii),
			 respectively; and</text>
						</clause><clause id="H7FBA205374E442C798981116099812FA"><enum>(iii)</enum><text>by
			 inserting before clause (ii) (as so redesignated by clause (ii) of this
			 subparagraph) the following new clause:</text>
							<quoted-block display-inline="no-display-inline" id="H66E48E9F26F74C92BB97942088213E22" style="OLC">
								<clause id="H08C8A7B3347042C0965DEE9D81D2F5D5"><enum>(i)</enum><header>Required
				preference for veterans</header><text display-inline="yes-display-inline">In
				making tenant-based assistance under this subsection available on behalf of
				eligible families, each public housing agency shall give preference to families
				that include a member who is a veteran (as such term is defined in section 101
				of title 38, United States Code) who will reside in the dwelling unit
				assisted.</text>
								</clause><after-quoted-block>;
				and</after-quoted-block></quoted-block>
						</clause></subparagraph><subparagraph id="H4F8C7337FAC8410FBBB18BCE421900E4"><enum>(B)</enum><text>in paragraph
			 (13)(J)—</text>
						<clause id="H63F4B016C57E40CD8BDFD2236CCFFD"><enum>(i)</enum><text>by
			 striking <quote>The agency</quote> and inserting the following: <quote>In
			 selecting families to receive project-based assistance pursuant to this
			 paragraph, the agency shall give preference to families that include a member
			 who is a veteran (as such term is defined in <external-xref legal-doc="usc" parsable-cite="usc/38/101">section 101</external-xref> of title 38, United
			 States Code) who will reside in the unit. In addition, the agency</quote>;
			 and</text>
						</clause><clause id="H09CCC89C1433471C8C17E723B04CBE64"><enum>(ii)</enum><text>by
			 inserting after <quote>section 5A</quote> the following: <quote>, except that
			 any such preferences established pursuant to this sentence shall be subordinate
			 to the preference established by the preceding sentence.</quote>.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="H555BFB40BD8D4156B1DE73C500CE58B3"><enum>(b)</enum><header>Applicability</header><text>The
			 amendments made by subsection (a) shall apply beginning upon the date of the
			 enactment of this Act.</text>
			</subsection></section><section id="HBF8342BBB362488F8DC0D3C4E39BA977"><enum>6.</enum><header>Sense of the
			 Congress regarding the Moving to Work program</header><text display-inline="no-display-inline">It is the sense of the Congress that the
			 Moving to Work demonstration program of the Department of Housing and Urban
			 Development under section 204 of the Departments of Veterans Affairs and
			 Housing and Urban Development, and Independent Agencies Appropriations Act,
			 1996 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f</external-xref> note) should be expanded to include significantly more
			 public housing agencies.</text>
		</section><section id="HC1FB4CA877194879AEEAD5ECD4E33700"><enum>7.</enum><header>Use of unspent
			 housing assistance payments contract amounts for compliance
			 measures</header><text display-inline="no-display-inline">Amounts provided by
			 the Secretary of Housing and Urban Development to a public housing agency under
			 an annual contributions contract for rental assistance under section 8 of the
			 United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f</external-xref>) that remain unused for
			 housing assistance payments contracts may be used by such agency for
			 actions—</text>
			<paragraph id="H3FF9EE82AE274FFA868800EAB801F172"><enum>(1)</enum><text>to monitor
			 compliance of owners of housing assisted under such section and tenants of such
			 housing with all laws and regulations relating to such assistance; and</text>
			</paragraph><paragraph id="HCD5781E3D1A240A8A8C46EB1B3D9CE96"><enum>(2)</enum><text>to enforce
			 violations of such laws and regulations.</text>
			</paragraph></section><section id="H3306C97854234B35A480F9A2EB7DC867"><enum>8.</enum><header>Public
			 availability of PHA plans</header>
			<subsection id="H34807E0114D843CD976E9E48432FA017"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 5A of the
			 United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437c-1">42 U.S.C. 1437c–1</external-xref>) is amended by adding at
			 the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H49BD7C84BF0A472388CE71AF45808021" style="OLC">
					<subsection id="H457727203A1F47C1B7868CC078291752"><enum>(m)</enum><header>Public
				availability of plan</header><text display-inline="yes-display-inline">Each
				public housing agency that has a public housing agency plan approved under this
				section shall make the approved plan (and any approved modifications and
				amendments to such plan) publicly available for inspection during regular
				business hours at the offices of the agency and in electronic form by means of
				the World Wide
				Web.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H465B0A58BBFF4C40A218EEB385658B7C"><enum>(b)</enum><header>Applicability</header><text>Subsection
			 (m) of section 5A of the United States Housing Act of 1937, as added by the
			 amendment made by subsection (a), shall apply beginning upon the date of the
			 enactment of this Act.</text>
