		<official-title>To amend the Comprehensive Environmental Response,
		  Compensation, and Liability Act of 1980 to authorize funding for brownfields
		  revitalization activities and State response programs, and for other
		  purposes.</official-title>

		<section id="HE5AE2DBC01014D69A81DEB4008CBD9E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Brownfields Reauthorization Act of
			 2008</short-title></quote>.</text>
		</section><section id="H59B95A96122947EAB6864861E5461500"><enum>2.</enum><header>Brownfields
			 revitalization funding</header><text display-inline="no-display-inline">Section
			 104(k) of the Comprehensive Environmental Response, Compensation, and Liability
			 Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/42/9604">42 U.S.C. 9604(k)</external-xref>) is amended—</text>
			<paragraph id="HB2D42BB05B974A8BA245BB53E7515BF"><enum>(1)</enum><text>in
			 paragraph (7)(D) by inserting <quote>and every 4 years thereafter,</quote>
			 after <quote>subsection,</quote>; and</text>
			</paragraph><paragraph id="H7BD336F4643145D781102EBF68BE9820"><enum>(2)</enum><text>by striking
			 paragraph (12) and inserting the following:</text>

					<paragraph id="H1934899F41854E728D24CBF138617D62"><enum>(12)</enum><header>Authorization
				of appropriations</header><text display-inline="yes-display-inline">There is
				authorized to be appropriated to carry out this subsection $350,000,000 for
				each of fiscal years 2008 through
				2012.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HC73AC20A4DC4432894E13B6FA2891F32"><enum>3.</enum><header>State response
			 programs</header><text display-inline="no-display-inline">Section 128(a)(3) of
			 the Comprehensive Environmental Response, Compensation, and Liability Act of
			 1980 (<external-xref legal-doc="usc" parsable-cite="usc/42/9628">42 U.S.C. 9628(a)(3)</external-xref>) is amended by striking <quote>2006</quote> and
			 inserting <quote>2012</quote>.</text>
		</section><section id="H900D6CBE505F401CBC5861FE00C6E50"><enum>4.</enum><header>Ranking of
			 brownfield grant applications</header><text display-inline="no-display-inline">Section 104(k)(5)(C) of the Comprehensive
			 Environmental Response, Compensation, and Liability Act of 1980 (42 U.S.C.
			 9604(k)(5)(C)) is amended by adding at the end the following:</text>

				<clause id="HC997ECFCD6E541C9B888D72498B37D20"><enum>(xi)</enum><text>The extent to
				which the grant would implement green building standards, including the use of
				energy efficient building
				standards.</text>
				</clause><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HC590017AE4DD4FD69596052E0070C0B2"><enum>5.</enum><header>Brownfields and
			 emergency response training funds</header>
			<subsection id="H451AF00BAE6F4DDEBEBB50143C4CEEBD"><enum>(a)</enum><header>Grants</header><text display-inline="yes-display-inline">Section 126(g) of the Superfund Amendments
			 and Reauthorization Act of 1986 (<external-xref legal-doc="usc" parsable-cite="usc/29/9660a">29 U.S.C. 9660a</external-xref>) is amended—</text>
				<paragraph id="HDBBA772AB17B4C6EA78EB0E97D5F9153"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text>
					<subparagraph id="HB13EB6C396D5465BBDBD7600F5006298"><enum>(A)</enum><text>by inserting
			 <quote>may be made under this subsection</quote> after <quote>Grants</quote>;
			 and</text>
					</subparagraph><subparagraph id="H57766513E52141EE87003B529CAA37C8"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>related to</quote> and
			 all that follows through the period at the end and inserting the following:</text>
						<quoted-block display-inline="yes-display-inline" id="H24980228FDB94E82BFA930F9B91620C3" style="OLC">
							<text>related to—</text><subparagraph id="H4798179745AD4CEFAC235D59281BAF07"><enum>(A)</enum><text display-inline="yes-display-inline">hazardous waste removal or containment or
				emergency response;</text>
							</subparagraph><subparagraph id="H815A49FBE57A411AB6C2162DEA3800F3"><enum>(B)</enum><text>brownfields site
				characterization, assessment, or remediation; or</text>
							</subparagraph><subparagraph id="H5259C317626C447297CE0310E0710349"><enum>(C)</enum><text>emergency
				response, rescue, recovery, or cleanup in connection with a natural or
				intentional disaster.</text>
							</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HC20D4B2300074C828B68948F27270021"><enum>(2)</enum><text>in paragraph (3)
			 by striking <quote>hazardous waste removal</quote> and all that follows through
			 the period at the end and inserting <quote>activities authorized under
			 paragraph (1).</quote>.</text>
				</paragraph></subsection><subsection id="HA5F3B5FBF793455DBBE3E93C89B3FF07"><enum>(b)</enum><header>Authorization of
			 appropriations</header><text>Section 111(c)(12) of the Comprehensive
			 Environmental Response, Compensation, and Liability Act of 1980 (42 U.S.C.
			 9611(c)(12)) is amended by striking <quote>do not exceed</quote> and all that
			 follows through the period at the end and inserting <quote>do not exceed
			 $60,000,000 for each of the fiscal years 2008 through 2012.</quote>.</text>
